As the time i9 fast approaching when this momentous question is to tic de cided, ami we hope forever deci le*!, in Hart county tiy the voters thereof, we be*: to present a few views on the same. In view of the approaching electio in July next, there is a considerable agitation on the question, which agita tion we are glad to see, as we t ope th people will seriously make up their minds whether they adopt this measure. They say “ alio'isli the fence and you will be profited fourfold.” In the past lew years our farm -rs hnv* made great advancement in the build ing of their fences. A few years ng< in traveling over the county, the eye was met everywhere with delapidatcd and torn down fences, whilst now on nearly every farm the good and sub stantial fences are a pride to our people : and Hart county can to-day boast of as good, if not the best, fences in the State. Our courts are scarcely cvei troubled with cases of crops damaged by bad fencer, which of it9elf is good evidence that there are none. Sup posing the law passes, how much will it cost i u • farmers next year to mak< suitable provisions bv tearing down fences and building enclosures for s'oek. and providing food for the same in these stock pens ? saying nothing alxmt the stock you will have to kill by not being able to provide for them. W* confidently believe the expense an 1 trouble that will be caused in thus pro viding will be more than the splitting of rails to repair fences for the nex ten years. lam willing to admit tha perhaps the law will suit soma person finely, but it is only those who own large plantations and landed estates, who are entirely dependent on the pool tenant for their rent; tliis will be tin means of greatly increasing their rent, for now a large consideration of the renting of land i9 the splitting of rails, and in making a contract with tin renter if you leave the question o fencing out of the contract the price received by the landowner will ha in creased fully one-fourth. Unt is it not a fact that Hart county is composed mostly of small farmers and laborers, who as a general rule are thriving and prosperous, and who by their energy on their small farms have the best fences in the State and sufficient to answer all their wants for the next 20 years. Then, again, the law that is proposed to he adopted makes no provision for the fencing in of the county as in An derson county. In Anderson it cost the people $7,000 to fence in the county to be paid by taxation payable in Hire* years. To raise this sum in our count \ it would about double our already bur densome taxes for the next six years. W e are met in reply to this that mu law says nothing about fen ing t. county, and we force Elbert and 1- rank lin to adobt it. Suppose they choose not to adopt it, have we a constitution:! right in this land of absolute free lon to person and property, guaranteed t> all persons, to impose heavy damage on these neighboring counties that inn\ be incurred by their trespassing stock : Another argument we have I e ird in favor of this question is, that Ander son county has adopted it, and In r citizens, amongst whom are Messrs. McGee and McLees, are in favor of it. This does not meet the question at all. for whilst An ierson county is ju t across the river from us. still their soil, forests and people arc different in main respects from ours, ami it may suit n great many of them and yet would no suit us at all. We think there nr more large landowners over there than here. Anyway, theirs is an old settled county and has more wealth than Hart county. Whilst the praises are consid erable of this measure from Anderson, that good old county of Mecklenburg in North Carolina lias adopted the law —in that county the denunciations ar. loud against it; so much so that it is thought her citizens will return to the fences very soon. But enough for the present; there Is more to be said, but this article is suf ficiently long—if of interest, we will take pleasure in giving further \iewt. iu a future article. C. \V. S.
