Fence, or No Fence ?

While the advantages and disadvan
tages likely to result from the adoption
of the Stock Law are engaging the at
tention of the people of Hurt, it might
be well for the people of Elbert to co
operate in the measure. If lx>th coun
ties adopt the law simultaneously there
will be no need fora line fence between
them. Elbert is well situated for the
experiment, being bounded by rivers
on all lines, except the Hart county
line. It is well that the project be duly
considered in all its bearings before the
people are called on for a final decision
by casting their votes.
There has been so much argument
and speculation on the subject, that a
suggestion as to making up our minds
bow to vote seems now to be in order.
Well, having heard the pleadings on
both sides, let every one materially in
terested repair quietly to his home and
calmly consider his individual —yes,
selfish interest. Let every voter who
owns land or stock, or is engaged in
tilling the soil—and such only should
vote —consider to what extent and in
•what direction his material interests
•may be attected by the operation of the
daw, if put into force. Put oir your
■patriotic philanthropy long enough to
decide this matter, and vote on it in
the light of self interest. The throng
of restless merchants, doctors, lawyers
and loafers who are in some ways de
pendent on your labors and success—
who have little practical knowledge of
your business and interests, and yet
i have most to say about their promotion,
and who ought not to be allowed a vote
on the question, may deride; but if
every one directly interested votes ac
cording to his own interest the question
will, thus far, be fairly decided, and the
majority would control. If the ques
tion were thus decided there would be
a harmonious acquiescence in the re
sult, and strife would cease, or rather
not begin.
The people are capable of prosperi
ty, Independent of the results of this

Messrs. Editors : ’Upon the Fence
or No Fence question I have this to
say, I like for people to tote fair, and
when people attempt, to finll ignorant
people, by telling them that Hart will
not have to make a fence on her lines
of separation from other counties this
is not toting fair; for common sense
will say that a local law for Hart can
not bind Elbert to keep her stock off
of our crops.
Now r , my motto i3 more fences, and
better ones. If I fence up any stock,
let it be some professional characters
who get up all *ueh things to breed lit
igation. This fence law would breed
as much litigation as anything 1 know
of, except the interest bill of Senator
illodges before the last Legislature.
For the State at large tlie No Fence
law might do, but for Hart oounty it is

The Humming-Bird.
Harper's Weekly.
One of the most remarkable feats per
formed by birds of passage is instanced
by the tiny ruby-throated humming-bird
of North America. This beautiful lit
tle creature finds its way annually from
Mexico, and even South Amercia, to the
United States, Canada and Newfound
land, returning to its whiter home in au
tumn. This long journey is not per
formed in flocks, but singly, over no less
than twenty degrees of latitude, over im
mense forest tracts, wide prairies, high
mountains, uud bread rivers. One won
ders why this, of many species uf hum
ming-birds, should form one of very few
exceptions, and abandon the eternal sum
mers of the South, to run the risk of two
hazardous journeys, for a siiort sojourn
in lands where it has barely time to rear
its offspring before the cold autumn com
pels a retrograde movement. We can
suppose that the united intelligence of a
flock of swallows are more likely to in
sure n safer passage than the skill of a
single individual; nevertheless this tinv
creature pursues its course year by year
for thousands of miles, and with great
regularity as to the seasons of arrival
aim departure, performing the double
journey and rearing its offspring within
four months. How the little bird sub
sists during its spring migration, especi
ally in Canada, seems a wonder, for
scarcely a flower excepting the May
flower, the triliium. and a few other ver
nal plants arc in bloom. Often in the
center of some vast Canadian forest, the
housewife no sooner places her geranium,
that has been in-doors throughout the
loug rigorous winter, iu order for it to
catch the first warm sunshine of May,
than a buzzing noise nnuouuces the ad
vent of the nibv-throat.
Journal: The sales of commercial
fertilizers in Anderson for the past sea
son have been greater than for any sea
son sincQ the business began, amount
ing in the aggregate to 2,171 tons,
against 1,786 for last year. It would
probably be better for the country not
to hold any indignation convention next
winter.

ted to the lawful voters of said County of “ Fence
or “ No Fence.” Said election to be held at the
places and under the same rules and regulations as
are provided for Members of the General Assembly.
The returns of said elections shall le made to the
Ordinary of said County, by I*2 o’clock M. of the
next day. Given under my baud and official signa
