The Bush dispensary hill was
killed in the legislature yesterday
by a »ote of 75 in favor of it to (52
against it, being lost on account
of not securing the repttired cons¬
titutional majority of 88 votes.
An effort will be made to have
the bill reconsidered, but we think
the chances of its passage is very

The session of congress which

election has usually been given
over to the party nmneouvreing,
to the neglect of serious legislative

son than usual to expect the sos-

fact the conditions extremely un¬
favorable to the transaction of
business, The government is
made up of antagonistic forces.
The president is a Democrat, the
house is Republican, ill the senate

when the country needs nothing
ho much as relief from congres¬
sional interference w ith it business
or threats of interference?. Rut
such a period Imd presupposes permit condi¬
tion not so as to a suc¬

derful revival from the depression
of the panic, but, almost coinci¬

Still, it is not at all likely that
congress, at this session, wi i do
anything to improve tho situation
or make it, worse. It is not by
any means n hopeless situation.
It is not us prefect would, as congress
could make it if it but the
mere fart that congress will do
nothing is an element of strength.
At least the chance of congress
making a, mistake is eliminated.—
