States With Document In Charge
and Prompt Action is Taken
By the Junta.
The steamor City of Washington,
from New York, having on board the
canal troaty, arrived at Colon, Colom
bla, early Tuesday. Senor Esprllla,
the minister lor foreign affairs of the
Republic of Panama, arrived from
Panama Monday night, and the tr«-a'y
was turned over to him. He then
boarded the train for Panama, taking
the troaty with him.
On Minister Bsprllla's arrival In
Panama ho drove immediately to tho
government palace where the chest
contatnng the treaty was deposited.
Members of the Junta and of the min¬
istry assembled in the grand salon of
the palace. Tho chest and two small
tin boxes addressed to t he members of
the Junta and bearing the seals of
... Minister , . . Uanau- \ arllla ,,, were placed , , on
a table In the renter of the room. Hur-
rounded by the spectators, who wore
seated about the table, Senor Esprllla
opened the chest and withdrew the
cotton wrappers, finally bringing to
light the treaty enveloped in thePana-
man flag. The document was ad-
dressed to the members of the junta
by Minister DunanVarilla.

formally handed the paper to the
members of the Junta. There was
only one copy In the English language

tary Hay.
The treaty as approved and signed
by the Panama Junta will be promptly
returned to Minister Bunaii-Varllla nt
Washington. To Insure its safe and
prompt, transmission without Infer¬
ence by officials anywhere, the treaty
will be Intrusted to Consul General
Ottdger at Panama, who will forward
it to Washington in the American dip
lomatlc mall pouch. Instructions to
this effect have already been sent to
Minister Gudger by Secretary Hay.

al soaring of prices upward and the
heaviest sales on record, followed the
announcement on the New York cotton
exchange Thursday of the agricultural
departments estimate ol .v,„ the cotton
crop of the present season, 9,962,039

above the low level of the morning.
The market closed strong at. nearly the
top, with prices net 69 to 74 points
higher. Sales were Estimated at 2,000,-

recorded, while prices broke aB re¬
cords for the season of the cotton
year.

Although the trade had been prepared
for a low estimate, an average of prl-
vate estimates put forward taat week
by cotton exchange members being
10,353,000 bales, nothing belovV 10,000,-
000 had been anticipated ana the wild-
est buying movement In the history ot
the exchange ensued.
So great was the excitement, with
Over 100 brokers seektug to buy, that
at times prices were 10 to 15 points
apart in different sections of the pit.
The volume of business was so great
and the excitement so intense that the
brokers were on the verge or collapse,
the maximum advance representing an
enhancement In value Of from $,1 It)
$3.60 per bale, and the fluctuations
meaning the gain or loss of fortunes,
The day was also the wildest one
ever seen in the cotton market at New
Orleans. The bureau estimate at 11
o'clock of 9,962.039 bales for this sea-
son’s crop sent prices up from 90 to 91
points above Wednesday's closing fig-
tires. The confusion was so great
lhat trading was difficult, and it was
fully two minutes after the estimate
was rt'ad before Quotations were post-

steady until March stood sixty
higher than the last quotations before
the reading of the estimate.
