Much lias been written upon tbe al¬
leged Illegal and Improper modes of
business procedure connected with tbe
packing Industry; but It seems that so
far no definite charge of any kind has
been sustained and no proof of illegal
or Inequitable methods has been dis¬
closed to the public. While a wave of
severe criticism of this great Industrial
Interest Is now passing over the coun¬
try it might he well t<* remember that
the packers have had ns yet no oppor¬
tunity to make specific denial, the
many Indefinite charges of wrong-do¬
ing having never boon formulated so
that a categorical answer could be
made.
The recent report of Commissioner
Garfield, which embodied the results
of an official investigation undertaken
by the Department of Commerce and
Labor of tlio United States, was a vin¬
dication of the Western packers, but
this result having been unexpected at¬
tempts In many quarters to discredit it
were made.
In view of tlie situation ns it now
stands, however, attention may proper¬
ly be called to u few facts that owing
to popular clamor are now being ap¬
parently overlooked. Fair treatment
Jn this country lias heretofore been ac¬
corded to nil citizens whose public affairs as¬
sume prominence In the eye and
some of tbe facts that hear upon the
relation of tbo packers to tlie com¬
merce of the country may at this t|mc
he briefly alluded to. It would bo
difficult to estimate the benefits gained
by tlio farmers of the country result¬
ing from the energetic enterprise of
the packers, for whatever is of benefit
to tlie farmer Is a gain to tlio entire
commerce of the country. And con¬
nected with their continuous aggres¬
sive work no feature perhaps lias been
more Important than their efforts in
seeking outlets nil over the world for
the surplus products of the farmer.
Our total exports of agricultural prod¬
ucts have gained hut little in the past
twenty years, and leaving out corn, the
total of all other farm products was
far less in lfiit.’! than in 1891. Hut in
packing house products there was con¬
siderable gain during this period, be¬
cause an organized niul powerful force
has been behind them seeking new and
broader markets.
Besides the benefits reaped by farm¬
ers on account of (lie enterprise and
energy exercised by the packers In at¬
taining commercial results by foreign
trade, the great development in tlie
manufacture of packing house by-prod¬
ucts lias added enormously to the
value of all live stock raised in the
United States. The waste material of
twenty years ago, then an expense to
the packer, is now converted into ar¬
ticles of great value and, as an eco¬
nomic fact, this must correspondingly
increase the value to the farmer »f
every head of cattle marketed at the
numerous stock yards of the country.
Let these facts bo remembered while
now it is so popular to regard the
great packing Industry ns deserving of
condemnation. At least it must be ad¬
mitted Unit, so far, there is no ade¬
quate reason for the almost unani¬
mous bowl that may be heard every¬
where la the face of tlie Garfield re¬
port above alluded to which practical¬
ly exonerates the packers from the ob¬
scure and indefinite charges that have
been for some time past made the sub¬
ject of popular comment.
There is illuminating truth in the
statement of President Orth, of the
(school hoard, that many Americans
are •mad on the subject of law, says
the Cleveland Leader, His deduc-
tion. to tho effect that a majority of
our legislature tiro not ooivilpt and
ti nt ttio percentage of those who are
would ho lessened if we could cut off
a lot of tiie surely local hills” that
bob up serenely at every legislative
session, is conspicuously and prov-
odly true. As lias been pointed out
by high authorities, there is not a
man, woman or child in tho republic
that is not a constant testator of law.
It would, in fact, he 'impossible for
any one to keep from being a law¬
breaker nowadays, so great has been
tlie amplification of prohibitions, in¬
hibitions and stipulations.
Rubber in the Philippines.
Among the valuable industries
which American enterprise may de¬
velop in the Philippines. Consul Gen¬
eral Williams, at Singapore, thinks is
the cultivation of rubber, There Is
notv much activity in this cultivation
in Ceylon, Java, Sumatra, Borneo and
the Malay Peninsula, but the Philip¬
pines, in Mr. Williams’ opinion, pos¬
sess conditions of soil avid climate
hotter suited for tlio growth of rub¬
ber trees than do any of the places
above named, and he urges that Para
•rubber plants ho introduced into

ly beforo the Industrial Society oi

the warp of which is composed of
cotton and the woof of a thread made
from wood pulp. These goods were
introduced almost four years ago. At
the outset sheets of wood-pulp paper
wore cut into finest shreds and twist¬
ed Into thread by machines made for
tlio purpose. Lately the paper pro¬
cess has been abandoned, and wood
pulp is passed directly over grooved
metal sheets, forming very thin rib-
bons, which pass in turn over a
machine that twists them into a very
regular thread of any desired length.
"These threads of wood fibre are
known as xyloline, gllvaline, and
llcella, and arc numbered like any
otheTa. Tbe dynamo-metric resV?.-
tance of this thread in a dry state,
taking 100 as the resistance of jute
threads, is equal to abcut 55; that of
cotton thread in a dry state Is 135.
The difference is widely in favor of
jute and cotton, but It is thought that
improvements may increase the re¬
sistance of the wood pulp thread As
It is to be used only in mixed goods
great resistance is not of essential
importance. this
"Dishcloths are made of
thread, in connection with hemp, and
the mixture is washed, dyed, and
printed. While wet the wood pulp
thread softens, but recovers its re¬
sistance in drying. Tiicre arc already
manufactories for the production of
wood fibre thread hi Germany, Spain,
and Netherlands, and France will
shortly have a factory. It is thought
that this thread may be used advan¬
tageously in the manufacture of pas¬
sementerie, and that it may replace
jute and cotton In the composition of
many articles.”
