Juvenile courts exist in many
large cities in this country. 'They
are intended for offenders jvjio

contact with hardened criminals

try and save juveniles from a ca-
sin, and teach them to
lend useful and honest lives.
Wu learn from an exchange
that Chicago was the first to take
up the cudgels in defense of the
juvenile offender. The visitation
and Aid Society of that city draft

laid very much along the present
Imes, and had it introduced into
the /llinoif legislature. It met
with opposition and was not un¬
til 1899 that tho Hill became a
]w and the first juvenile court

spread to London and even to Ja¬
pan, where charity workers and
child-saving soeietios took lip and
aided in the good work. IViscon-

lino. New York adopteda like
measure in 1902. Maryland for
the city ofOaltiinore and Ohio for
Cleveland in 1902 kept the ball
rolling. Continued agitation and
discussion of the measure result-
ed by the end of 1908 in tho adop¬
tion of the
the states of Missouri, Colorado
Kansas, Florida, New Yrolc, Penn
sylvonia, New Jersey, Indiana,
Connecticut, Minnesota, Louisi¬
ana, pelawaro and the District of
Columbia. The idea gained such
a hold on public feeling that
many judges established branches
in their courts without awaiting
the action of the legislatures of

such a court prior to the action of
the state legislature.
