Brand, who is taking high rank at Washington, will be gratified to learn that he was recently highly honored by Speaker Champ Clark as being called upon to occupy the Speak - eis chair while the House bad under consideration one ot the most important measures that lias come before this congress. The House was in the C omroit tee of the whole House on the State of the Union, and had un der consideration what is common »V known as the Aviation Bill, which carried an appropriation of six hundred and forty million dol Jars. It was the second time during this session of Congress that tnis honor was conferred upon him. 'p b . s j s j n f u p satisfaction of all incurred . . said . delivery. , expenses in person who fails to report ' to his Local Board for military ser vice at the time specified in his order to report is a deserter. A person who fail to report tor mili tnrv service to the Adjutant Gen eral of the State bv tne date spe cified in the order of the Adjutant General to said persons is a desert er. It is highly desirable from every stand point that an effort now be made to round up all persons who are delinquent in re poiting for military service. It is thought that if the fact of reward i s given the widest publicity we shall have a great force of police officers and even of individuals in terested in bringing such delm quentcy under military control, If, after such persons are brought to a military authority, it appears to the military authority that their delinquency is not wilful, they will ba foi wared to a mobiiz.rtion camp and their Local Board will be given credit. It it appears that the delinquency was wilful, they will be prosecuted before a court martial as deserters. In either case the reward is payable. (Signed) Crowder.. d, H.
