The Newspaper Law.
The following are the laws laid
down by the United States govern¬
ment for the protection of newspa-
pers:
Subscribers who do not give ex¬
press notice to the contrary are con¬
sidered as wishing to continue their
subscription.
If subscribers order the discontin-
nance of their periodicals, the pub¬
lishers may continue to send them
until all arrearages are paid.
If subscribers move to other places
without informing the publishers, and
papers are sent to the former direc¬
tion, they arc held responsible.
The courts have decided that re¬
fusing to take periodicals from offices
before removing and leaving them
uncalled for is prinia facie evidence
of intentional fraud.
If subscribers pay in advance, they
are hound to give notice to the pub
lislior at the end of that time, if they
do not wish to continue taking it;
otherwise the publisher is authorized
to send it on and subscribers will lie
responsible until an express notice
with payment of all arrears, is sent to
the publisher.
Publishers of newspapers can, tin¬
der law, arrest any man for fraud
who takes a newspaper and refuses
to pay for it. Under this law it is a
dangerous trick for a man to allow
his subscription account to run on
from six months to a year and then
tell the postmaster to mark “re¬
fused,” or to send the editor a notice
to discontinue the paper.—Chicago
Appeal.
