The Need of a Good
tion Law.
When the Georgia Legislature meets
in July next there is nothing it could
do that would he of more certain and
lasting benelit to people of the State
than to enact a good, straight-forward
collection law. Such a law would re
move the greater barrier that now
stands between the people of the
and foreign capital, and would not on
ly make easier to obtain, , but
money
would reduce the rate of interest.
It is the man of limited means who
lias to b. rrow, and not the money len¬
der, who stands most in need of a
good, healthy collection law. The
man who has money to loan in Georgia
can, with ttie exercise of an abundance
of caution, lind reasonably safe invest¬
ment for it at a high rate of interest.
If he loans it at all he wiil, nine times
out of ten, exact usurious interest, for
the reason that, under the operation of
our defective and uncertain collection
system, capital is timed and the de¬
mands of the borrowing class aie al¬
ways in the excess of the supply of
money that the limited number x>f len¬
ders havokin hand or are willing so }
