SEAL FISHERIES LEASED.
A Nexv Company Gets the Privilege
at an Enormous Advance.
Secretary Windom has awarded the lease
for twenty years of the exclusive privilege
of killing seals on the islands of St.
George and St. Paul in Behring Sea. The
award goes to the North American Com¬
mercial Company, of New York and San
Francisco. The principal stockholders in the
new corporation are J. Liebes, a furrier, of
San Francisco; D. O. Mills, of New York,
and The Lloyd Tevis, of which San Francisco. the contract has
company to
been awarded was by far the highest bidder.
The Alaska Commercial Company, whose
lease is about to expire, paid a rental of £55,
U00 and a royalty of $2.62% for each skin
taken. The 2sorth American Company put
in three bids. The first was an agreement to
give $55,200 a year for twenty years as of an $2
annuai rental and to pay a revenue tax
on every fur seal taken. In addition to this,
however, they offered—and it is on this un¬
expectedly liberal bonus that the Secretary
bases his award—$7.62^ on each seal. The
company also offered a bonus of 50 cents on
each gallon of seal oil made from seal taken
from the islands.

catch 100,000 for seals in Alaska yearly $22,500,000, runs

the Firth of Forth.

Forth at Edinburgh, Scotland, has just been

The Practical-Joke Fiend.
Every now and then the practical-joke in fa¬
fiend offers an additional argument,

jury, He is now to the fore with two

One instance in point is reported that from city

are in mourning for the loss of
son. The other day some soulless scoun¬
drel amused himself by inviting a mob of
people, in the name of the family, to a

riages filled with guests arrived. Many
of the invited, thinking it a carnival ball,
came in fancy dress. Kings, cardinals,
clowns, merry andrews, Watteau shep¬
herdesses ami milkmaids swarmed to the

At about the same time this was happen¬
ing in Paris, another so-called jok cr was
airing his criminal jocularity in New

dreds of poor creatures traveled miles to
discover that they had been hoaxed.
They wasted tlicir time, spent some of
their precious pennies for ear-fare, and
suffered the pangs of cruel disappoint¬
ment, in order to provide a scoundrel
with the pleasure of making a fool of
them and a blackguard of himself. To
say that hanging is too good for such
miscreants as these is to express the just
resentment their wanton outrages provoke
very mildly indeed. The only punish¬
ment which we can imagine as adequate
to their offenses would be to slowly tor¬
ture them to death with their own prac¬
tical jokes.
Value of Earth Worms.
The weight of earth worms bring to the
surface yearly is enormous. Darwin esti¬
mated that worms, by swallowing earth
for the sake of the vegetable matter it
contains and forming eastings, bring to
the surface as much as ten tons of earth

forating and loosening the soil, and ren¬
dering it pervious to rains and the fibres
of plants, by drawing straws and stalks
of leaves and twigs into it, and, most of

grass. The earth without worms would
soon become cold, hard-bound, void of
fermentation and consequently sterile;
this has occurred in many cases where the
worms have destroyed, been either accidentally or
intentionally and the fertility
of the soil thus lost lias only been re¬
stored when the worms hud again col¬
lected and resumed their fertilizing work.

the Mohammedan conqueror is a myth,
