Mr. Harrison has added to the exist¬
ing panic among republican Congress¬
men by informing prominent mem¬
bers of his pariy that it was necessary
to call a halt in the proposed extrava¬
gant Congressional appropriotions, and
that if Congress persisted in passing a
numiier of measures now liefore it,
appropriating enormous sums of mon¬
ey for pui'!<oses that are not necessary
for the public welfare, he would cer¬
tainly be obliged to exercise his right
to vote such measures. The result is
that a scramble has already begun
among the various committees to see
which can get the most liefore the
end is reached; the scramble will grow
worse from now on until the day of
adjournment and the result will be
that many meritorious measures will
lie left out in the cold awhile numbers
of those without merit will become
laws. From a strictly political stand¬
point, the Democrats have nothing to
complain of in the present situation.
Every republican seems to desire to
get a part of the much talked about
Treasury surplus liefore in entirely

propositions lx-fore Congress to in¬

of Government employes.
