Vi notion of the Republican Con
-rj-C in putting an import duty on
Porto Rico products when brought
into the United States is not only
clearly unconstitutional, but is an
outrage against a defenseless and de
pendent people who aie entitled to
better treatment at the hands of the
government of this country, The
position taken by the Republican
Leaders, from President McKinley
down, with reference to Porto Rico
and the tariff is enough to disgust all
iairminded men. In the speech
making tour last year President
McKinley declared that Porto Rico
was an integral part of the United
States, and in his message to the
Fifty sixth Congress he reiterated
vid emphasized this view, declaring
that Porto Rico was entitled to the
same privileges of free trade as ex
isted bet ween, the different states of
the Union. AU went well und no
body raised any objection to admit
ting products from Porto Rico free
until some Connecticut Yankees be
thought themselves of the fact that
tobaco grows in Porto Rico, and .hen
the idea occurred to them that the
Connecticut product would need
protection against the Porto Rican
product. Then the sugar producers
got scared and raised the Macedonian
cry to be saved from competition
with Porto Rican sugar. That settled
it with the Republican party, which
places money ahead of principle in
everything. In the face of tbo dis
tinct declaration of the constitution
that, all duties, imposts excises shall
be uniform throughout the United
Stales,” the Republican majority in
Congress has voted to put an import
duty on all Porto Rican products
brought into this country .-Ex*.
