HARRIS COUNTY TAXES, 1885.
November was a blue month in
our county. I went to Waverly Hall
the 26th,—tax pay day. I remem¬
bered something of Fenclon's picture
of the court at Paris in the time of
the inquisition and the massacre of
St. Bartholomew—gloom reigned sat all on around. every
brow and silence
Discouraged before at the output of
their year's toil, their taxes had leap
ed high up over all thought and
crowned them with iurther dishonor.
All were in the dark—no one able to
inform his n.ighbor why thus, borne
had sent about their pievious amounts
by friends, but they didn t pan out
by long odds-one handred and fifjy
per cent on the state tax for county
tax, or within a fraction.
In view of these facts as a tax sub¬
ject, in common with others, tax pay¬
ers, we would have some one or more,
Mr. Editor, posted in these matters,
to answer, for our information, the
following questions:
j. What are current expenses of a
county? and what per centum on the
state tax is authorized for them ?
а. What is extra tax and its limit
without local law ?
3. For what purposes are extra
taxes allowed ?
4. to pay debts accumulated,
can a tax of more than one hundred
per centum be assessed ?
5. Was the present tax imposed to
pay such debts?
б. Was it for building and repair¬
ing public building and safe keeping
the records?
7. Why did not the spring term
Grand Jury, 1885, recommend?
8. Was there made before it an
exhibit of the necessities Ot the conn
ty for this extraordinary tax require f the
9. Does the law now
order to be entered on the minutes
of Commissioner’s Court,and for each
specific object with the per centum
therefor?
10 Does the law now require a copy
of that order to be published at the
court house door and in the public
gazette of the county, if there be one?
Mini wis it done ?
11 Are A the t , monies mr)n i>c raised raised bv by tax- tax

ation kept sepaiately asspecinc order drawn funds
respectively and every
only on its appropriate fund ?
12. Is it material or immaterial to
have funds designated specially to be
drawn on respectively? Does the
law require it now ?
13. What proportion is annually
appropriated to the poor ?
14. Is this last claim list increas¬
ing ? and if so, what are the prospec¬
tive prpbabilities of communism ol
property when it will take one halt to
support the other half?
About two years ago, if memory
be correct, nearly hall of the revenue
was given in this way.
This last is not put in by way ot
complaint, but for information for
future and provision, and we are
promised to always have the poor !
among us, and many that now have 1
