THE VETO.
WHAT WE THINK OK IT.
Some one will want to know
onr opinion about the president’s
veto of the Bland Silver bill, anl
what we t' ink about the general
financial policy of the adminbtia
tion. We must confess that we do
not certainly know whether to ap¬
prove or disapprove the adminis¬
tration policy. This question of
finances is a knotty question, about
which «isc and greet men differ.
We are not one of those to raise
a great hue anil cry, and to run
down the administration, simply to
be or. the popular side.
Heft-ring to the veto, a great deal
depends upon whether the silver
ce'tilirates now out are to be paid
in gold or silver “at the option of
the holder” or at the option of the
Government.
If, at the option of the, govern¬
ment, or 111 other words', at the dis¬
cretion i f the Secretary of the
treasury, then bow is it possible in
tins case to maintain tho pafitv of
gold and silver. Hear what Mr
Cleveland says m his veto message.
Manifestly, mnititslnoiie* "f Uii" parity
can only b« aecninplislicft s<> f ir as it is
nffcctoil by tli.se treasury nol<-s ami in
the estimation of lli 1 liolilers of tlm same
l»y giving 1<* such hoVlers. on their re.
demplion, the coin, wlicthf-r it Is gold or
silver, whichever they prefer, if fallen*
thnt while, in terms, the law leaves the
choice of the coin to be paid on such ro
itomption, to the discretion of tbcuc-rc
lary of tin* treasury, tti* cxon-lso of this
discretion, if oppose,1 to the dootamtiof
the bolder, is entirely Inconsistent with
the effective and beneficial maintenance
of tli parity between tho two metals.
If both gold and silver are to serve us
ns money, and If they together are to sop
jdy to onr people a safe and stable cur¬
rency, fho ne esslt.y of preserving tlds
It city is obvious.”
Wfccnover the gold is refused and
silver offered ill its stead against
the wishes of the holder of tl esc
treasury notes, gold at onco goes
at a premium and silver is below
par.
We see no way to avoid this eon
elusion. If a farmer should give a
series of notes payable, either in
corn or u heat, at iho same value
or in corn say at tho value of two
of com or ,»- o ot who t; on the very
day that he refused to redeem his
notes in wheat, this article would
g 1 at a premium, Evcry body
would want wheat.
What possible good, wo ask, can
l>o gained by filling the treasury and
flooding the country with silver
when such an act would take all the
gold utit of circulation or put it at
a big premium.
The fact is, it matters very little
to the poor man—and we of the
south aro al! poor—it matters very
little to us Ik w many dollars are
coined and \ il *d up in the treasury.
We will never get a dollar of that
money, without furnishing the best
collaterals—unless wo choose by
some means to steal it.
More silver means less go’d and
this tends rapid'y to stiver nonmet*
a,ism.
Much as we like silver, an 1 like
to handle it, we cannot see that a
currency of it alone wou’d be atall
desirable.
A careful study of tho financial
question for the last few months
j,is led us to believe in that intor
p rotation of the Democratic Nation
ul phtfo-rn on the silver question
which holds that ^ equality ,. With gold
in intrinsic Value is a condition that
must pioceed its coinage. We be¬
