Candler, compiler of state records, Georgia. Tech Trustees After Broughton. Rev. Len G. Broughton appeared be¬ fore the committee of trustees of the Technological school at Atlanta and formally made his charges in regard to that institution. There was present, besides Dr. Broughton and Captain Lyman Hail, president of the school, the commit¬ tee. composed of Caotain W. B. chairman; George Win's hip, William Kelly and Colonel N. E. Harris, chair- man of th© board of trustees. Dr. Broughton had reduced what he had to say in writing and read this P a P er To The committee. The Western Union made no return of Its franchise, though the comptrol- ler general called the company’s at- tentton to that feature of the law which makes the penalty for failure a double tax. Attorney General John C. Hart, how- ever, holds differently, and says that the company is liable for a franchise tax. Under the decision of the comp- troTler general, based on the opinion cf the attorney general, the Western Union will, therefore, have to pay taxes on a $1,040,583 franchise tax value. Tbe question will, of course, be submitted to arbitration. Brown Has Opposite View. Hon. J. Pope Brown, of tips railroad commission, has filed a dissenting opinion in tbe case of the Atlanta and West Point freight rates, in which he takes a different view of the matter from that presented in the recent or- ! der signed by Chairman Spencer R. Atkinson and Hon. G. Gunby Jordan. j This order, as will be remembered, allowed the West Point to continue the present rates, or 10 per cent on j certain classes in addition to the I standard tariff, for one year, or until ' April 1, next. : Mr. Brown contends that the former rates should have been restored and that the road -should have been allowed to charge only the standard tariff out additional percentage. In other words. Mr. Brown takes the view of the case as presented by the people of LaGrange, West Point and ■ other places along the line.
