Wrangle Between t£e Mayor and
City Council.
There is a dark horizon and blood
on the moon, and we don t know ex
actly where we are ‘-at. Has A1 >

Who is “boss,” the mayor or coun
cil? These seem to be questions of
jlaramount importance now. The
trouble seems to have come about in
this way: The mayor, desiring to
curtail expenses in every possible
way began to cut wherever he, in Ids
judgment, thought it would bear it,
and .on reaching the police force, he
decided the expense of one marshal i
was quite sufficient during the suxn
mrv months, whereupon he demand
ed the club and badge of Marshall
Gates and asked him to retire.
Marshall Gates refused to surren
der his club and badge claiming he
was employed by the mayor aud
council for twelve months. The City
council sustains Gates and places
him back on the force, claiming that
the services of two are necessary.
The .mayor claims that all of Mar
shall Gale's acts are illegal, and
besides he will draw no salary.
Council states that his acts arc legal
and his salary will be paid. The
mayor bases his acts upon a section
of the charter and code where it
states that the mayor and city coun
cil shall elect the marshalls but thc
number required to constitute a police
force is left to the discretion of the
mayor.
The council base their acts upon
another section which states that a
vote of the full board of the coun
cil is necessary to remove a mar
shal! from office.
Xow here is the statement of the
case. The public will watch the
situation with considerable interest,
and hope the mayor, city council and
marshal I will settle their little clash
and get down to business in a digni
fied way.

Jesse C. Clements represents to the court in his
petition duly tiled and entered on record that
he lias fully administered Jesse C Clements' es
tate. This is therefore to cite all persons con
cerned. kindred and creditors, to show cause if
any they can why said Administrator should
not be discharged from his Administration and
receive letters of dismission on tlieiirsl Monday
