UPBUILDING OF NAVY
YARDS IS URGED
Washington, D. C., March 20.—The
immediate upbuilding of navy yards
on the Atlantic and Pacific coasts was
urged upon Congress today by repre
sentatives and senators from South
Carolina, Virginia, Washington, and
Pennsylvania. The House Naval Com
mitte, which is hearing testimony on
the naval programme, was told that
the Charlston, Norfolk and Philadel
phia yards had been neglected and
should be developed into first-class
‘ condition.

Whaley of South (Carolina joined
forces in urging the necessity for a
naval dry dock at Charleston, S. C.
After reading to the senate a let
ter from Rear Admiral Benson, chief
of naval operations, in which the ad
miral emphasized the need of a dry
dock south of Hatteras, Senator Till
man charged that the Charleston navf
vard for years “had been a target for
misrepresentations and a falsehood.”
“Had the Navy Department been}
friendly or even willing to be just to
Charleston,” Senator Tillman said,
“the Cooper river would have been
dredged out long ago and the yard
made accessible to the whole fleet.”
The South Carolina senator quoted
a part of Admiral Denson’s letter in
which it was stated that the only
example so far in the European war
which emphasized the necessity for a
dry dock in the vicinity of an action
was the case of the British battle.

County Officers Are Nominated for En

Abbeville, March 16.—1 n today’s
election the Warren vote was 1,031 to
775 for T. C. Mann, Jr., for ordinary.
Gibbs, for sheriff, received 902 and his
opponent, John A. McCall, 889. W. I
Hancock, for clerk of superior court,
received 114 votes, while his opponent,
Dennard, received 676. The Hutchinson
vote for tax collector was 1,154, against
646 for Lacey. E. Y. Bowen was elect
ed tax receiver over five opponents.
For county treasurer, D. M. King re
ceived 994 votes to 795 for L. F. Nance.
J. S. Cook wags elected county school
superintendent over five opponents,

Washington, March 20.—The 1915
cotton crop of the United States ag
gregated 11,059,430 running bales, or
11.183,182 equivalent 500 pound bales,
cxclusive of linters, and counting the
round bales as half bales, the census
bureaun today announced in its final
ginning report of the season. The de
partment of agriculture on December
10, last, basing its calculations on re
ports of its agents throughout the (rot-i
ton belt, estimated the crop at 11,-
161,000 egnivalent 500 pound bales.
The census bureaus final figures of
the crop compare with 15,905,840 run
ning bales, or 16,134,930 equivalent
50 pound bales produced in 1914; 13,
982,811 running bales, or 14, 156,486
equivalent 500 pound bales in 1913,
and 13,488,539 running bales, or 13,
703,421 equivalent 50 pound bales in
}191& The 1914 crop was the record
‘1'(;1‘ production. Included in the fig
ures are 29,633 bales which ginners
estimated would be turned out after
the March canvass.
Round bales included numbered
111,116 campared with 57,618 in 1914,
99 962 in 1913, and 81,528 and 1912.
Sea Island bales included numbered
91,920, compared with 81,654 in 1914,
77,563 in 1913, and 73,777 in 1912,
The average gross weight of bales
for the crop was 505.6 pounds, com
pared with 507.2 in 1914, 506.2 in 1913,
and 508. in 1912,
Ginneries operated for the crop
numbered 23,146, compared with 24,-
547 in 1914, 24,749 in 1913, and 25,279
in 1912.
