RUSSISANS RE-TAKE 3
FORTRESS OF LUTZK
London, June B.—Having captured
Lutzk, one of the triangle of Russian
forts in Volhynia, from the Austro-
Hungarians, the Russians are pres
sing their adversaries westward. In
numerous places not only have the
Russians, gained the banks of the
Ikwa and Styr rivers, but have cross
ed the streams and cgntinued their
offensive against their foes.
in the region of Kovel, midway
hetween Lutzk and Brest-Litovsk, and
in the vicinity of Roveney southeast
of the fort§y:ss, Russians have begun
action against the Austro-Hungarian
troops.
Likewise in QGalicia there has been
no let-up in the Russian attacks
against the soldiers of the dual mon
archy from.whom they have captured
along the lower reaches of the Stripa
river heavily fortified positions. In
the fizhting the Russians have mate
rially added to their prisoners and
their stores of captured guns, m::-i
chine guns and war material. ]

STATES TO SETTLE J
SUFFRAGE QUESTION
(‘hicago, June B.—The completed
draft of the Republican platform was
read to the convention this afternoon
by Senator Lodge, chairman of the
resolutions committee. The reading
was frequently interrupted by ap
vlause, and apparently most of the
drefit met . with the general ap
proval of the,delegates.
The platform declares for the pro:
tection of American r'ghis, “at home
and abroad, by land and by sea” and
charges the Democratic administra
tion with having failed to maintain
them. It advocates a “firm, consistent
foreign policy as the only true way
to conserve our peace,” and pledges
the aid of the party “in restoring or
der and maintaining peace in Mexico.”
Approval of the Monroe Doctrine is re
afiirmed.

'to a close with the graduation exer

audience which completely filled the
large auditorium. The program was
an interesting one. President Edward
T. Holmes awarded diplomas to forty
young men and young women.
During the commencement two no
table addresses have been made, one
by Dr. I. R. McElroy, of Columbus,
wlho preahced the commencement ser

court. The people who heard them
have been high in praise of the splen

MISTRIAL DECLARED IN
HARRISON LAW CASE
Macon, June B.—The charge in Uni
ted States court aguirnst Hugh Mec-
Kervey, and Dr. W. F. Carroll, charged
with violating section 8§ of the Harri
son anti-nar(coti(_: act, were dropped
vesterday morning when Judge Emory
speer sustained a motion for a mis
tricz.l entered by District Attorney
Karle M. Donalson.
A verdict of not guilty was asked
by the defense, and was refused, but
Judge Speer took a motion to quash
the indictments against Carroll and
McKervey under advisement. Quash
mg the indictment would be equiva
lent to a verdicet of not guilty.
INDICTMENT DROPPED.
New York, June B.—The United
States district, attorney has quashed
an indictment against Representative
J. Thomas Heflin, of Alabama, re
turned eight years ago, charging the
representative with assault with a
dangerous weapon against a negro.
Back in 1908 Mr. Heflin took a pot
shot at Lewis Ludny, negro, {follow
ing a scene in a streez car, in which
the negro had made himself obnox
ious to women passengers.
The Heflin bullet missed the flee
ing colered man but found a place in
he anatomy of a bystander, who de
veloped a case of lockjaw, but later
recovered. Time was when Southern
statesmen carried their shooting
irons in Washington and used them
as occasion required, as witness the
Heflin indictment.
PLATFORM OF DEMOCRATS
; IS NOW COMPLETE‘
Washington, June S.——-President|
Wilson today practically had complet
ad a draft of the platform to be sub-‘
mitted in the Democratic national
cenvention. The principal plank, it is
axpected, will consi;st of a declaratiqn
of the administration’s success in!
guarding the honor and interests of the
United States and a: the same time
keeping the nation at peace.
Foreign Affairs Section. -
Specifically, the foreign affairs
section of the platform probably will
nraise these acts of the administra
tion:
Protection of the neutral rights ef
the United States and other countries.
Refusal (o allow the country to be
drawn into the Mexican internal
troubles, and prompt dispatch of
iroops in pursuit of raiders on Ameri
can territory.
Maintenanee of the Monroe doctrine
and fostering good relations with oth
sr nations of the western hemisphere.:
Support cf the policy of “America
arst.”
The planks on domestic affairs will
refer particularly to the merits of
the Underwoed tariif act, the federal
reserve act.and the administration’s
preparedness plans.
