Croix and St. John, constituting the
Danish West Indies, will help to ce
ment Uncle Sam’s control of the Car
ibbean Sea, and thos of the entrance
of the Gulf of Mexico. The territory‘
shown on the map in black will all
then be under the American flag—'
the three islands, Porto Rico, the
Panama Canal strip, Florida and Port
au Prince in Haiti, if the treaty ne
gotiated between ‘the TUnited States

Hughes% tonight outlined in his speech
of acceptance of the Republican
nomination the issues upon which he
will conduct his campaign for the pres
idency. §
He assailed the administration for
the course is has pursued with ref
erence to Mexico, maintenance df’
American ' rights during the Euro
pean war, preparedness and other
great questions of the day. He de
clared for a policy of “firmness and
!consistency" toward Mexico, for the
unflinching maintenance of all Amer
‘ican rights 0 land and sea.” and for
“adequate national defense; adequate
protecticn on both our western and'
eastern coasts.”
“We denounce all plots and con
spiracies in the interest of and for
eign nation,” Mr. Hughes said. “Ut-,
terly intolerable.is the use of our
soil for alien intrigues. Every Ameri- |
can must unreservedly condemn them “
and support every effort for their sup
pression.” ‘
The nominee assailed the adminis
tration for its “direction of diplomatic
intercourse,” from the beginning, de
claring thdt where there should have
been conspicious strength and ex:
pertness there had been weakness and
inexpertness. He cited San Domingo
as an instance where - appointments
had gone to “deserving Democrats”
and to the failure to continue Ambas
sador Herrick at his post in Paris
after the war had started as a ‘“la
mentable sacrifice of international
repute.” '

Americus, July 31.—Although in the
midst of his campa’ign for re-election,
(tongressman Crisp may be called back
to Washington at any time in view of
his measure in District of Columbia
appropriation bill which provides a
“yalf and half” plan of taxation for
the district, having struck a snag in
the senate. It is highly probable that
the measure will come back for con
ference between the senate and house
and in this event, Congressman Crisp
may return for the conference.

social revolution, following agitation
by laborers for higher wages and bet
ter living conditions. It is mainly the
planters who are desirous of being
brought under the American flag, ex
pecting under such a condition with im
proved methods of agric:ulture and the
use of large tracks of land now un
cultivated_, a large production of su
gai' and rum, the island’s chief pro
duction, wduld enjoy free and ready
market in the United States. The is
land of St: John also expects to bene
fit should the sale be consummated,
the gré}afiter part of the island there
being uncultivated and uninhabited.

London, August I.—Germany enters
upon- the third year of the war with
her forces in nearly all portions of the
main theatre of operations on the de
fensive, and with her lines at numer
ous places in France and Russia
pressed back from where they stood
a year ago.
Her allies also have yielded the in
jative to the Entente almost every
where—the Austro-Hungarians in Vol
hynia and Galacia, and in Italy, re
spectively, to the Russians and the
Italians, and the Turks in Asia Minor
to the Russians. In addition, along
the Greek frondier unofficial reports
indicate that Serbians, British and
French are preparing to throw down
the gage of battle to the Bulgarians
and the soldiers of the central pow
ers.
The Russians, according to tne lat
est Petrograd communications, dare
continuing their forward march on thyp
Teutons in the Stokhod river region
of Volhynia, and there have captured
the entire Thirty-first Honved Regi
ment together with its commander
and his staff.

To the south, near Brody, the Rus
sians also are pressing the Austro-
Germans, who are answering the at-%
tack by bombarding Brody and the
cressings of the Boldurovka river, en
deavoring to hold their lines of de
fense. Large reinforcements are be
ing brought up to keep the Russians
from additional gains toward their ob
jective, Lemberg.
While an unofficial report from
Petrograd says the Russians have
crossed the Stokhod river between the
Kovel-Sarny and Kovel-Ropitch rail
roads, Berlin says that on both sides
of the Kovel-Sarny railway, south of
the Turga river, and on both sides of
the Lipa, attacks by the Russians
against Gen. von Linsingen’s troops
were repulsed with heavy casualties to
the attackers and that nearly 2,000
Russians were taken prisoners. In
the sector of Buczacz, Galacia, Russian
attacks also were repulsed, Berlin as
serted.
In the Somme region of France the
British and the French are consoli
dating positions won Sunday. The
French were’ forced to sustain coun
ter-attacks Monday in the Hem wood
and at the Monacu farm, which Paris
says were put-down with serious loss
es to the Germans. There was no fight
ing on the British front during the
day. :
In Asto valley the Italians are keep
ing up their pressure against the Aus
trians on Monet Cimone, and have
put down “Austrian attacks in the
‘Adige valley~ and the Travigolo val
ley. :
" Petrograd reports a further advance
for the Russians in the region of
Erzingan, Turkish Armen,;a,.and the
‘repulse of a Turkish attack in the
Mosul district, while Constantinople
}says the Turks have driven the Rus-

COMMISSION EMPOWERED TO
SUBLEASE PROPERTY OF ROAD
—ACTED UPON BY SENATE.

‘Western and Atlantic railroad com
commission will be considerably en
flarged as the result of the action of
the House as today's afternoon session
in passing two bills affecting the state
road. They now lack only the Gov
ernor's signature to become law.
The first put upon passage is the
bill to authorize the Western and At
lantic commission to sublease ceriain
property belonging to the road, and
it was passed by a vote of 95 w 0 -0,
quantities of supplies for the allies.
The smaller plate shows three am

in the affirmative. The second em
powers the commission to “deal with
the dispose of any encrachments up
on” or any uses being made or any oc
cupaucies of any portion of the right

tions. It was carried, 108 to 0. The
bills are companien measures, intro
duced in the senate by Senators Dobbs
of the Thirty-fifth and McLaughlin of
the Thirty-sixth.

MRS. T. B. HICKS, DUBLIN.
Dublin, July 31.—Funeral services
over the remains of Mrs. T. B. Hicks
who died Saturday morning were held
today at 10:30 a. m. in the First Meth
odist church. Rev. W. F. Mott and
Rev. J. W. Tyndall conducted the ser
vices. ~ Interment was in Northview
Cemetery,

made here today that Thomas Edgar,_
Stripling had been offered his former
place as chief of police following his
release from prison in Georgia by par:
don.
Stories that the mayor and: board of
aldermen had invited Stripling to re
{urn were stated to be unfounded, it
being explained that police officers are
chosen by the board of ipolice cote
raissioners and that there was no vas
cancy in the office of chief of. police.
Stripling, who, under the name of
P. E. Morris, was serving:as chiet of
police here, was returned‘to ' Georgia
several years ago to complete'a prison
senvence for killing a: -neighbor. He
