Conference Between Representatives
Of United States and Carranza
Now Under Way.
Washington, Sept. 23.—The bill
whicli the various powers, including
the United States, will present to
Mexico for damages on account of the
killing of their subjects and injury to
their interests will be at least $1,005~
00¢,C00 and may exceed that figure. ac
cording to an authority at the state
department.
Ti:e joint commission composed - of
representatives of the United States
and Carranza governments began its
conferences this week. Tt is expected
that at least a month will be occupied
in deliberating. Whether an agree
ment that will amount to anything
wiil result remains to be seen.
ADDITION TO COTTON MILL
TO DOUBLE CAPACITY
Albany, Sept. 22.—Dirt was broken
this morning for an addition to the
Flint River Cotton Mills which will
double its present capacity. The ad
dition to the building will cost about
25,000 and the additional ma(:hineryl
will cost about sls6,ooo,*making a to
tal expenditure of $lBl,OOO.
When the mills were erected five
vears ago the power plant, ware
houses and other buildings were built
large enough to accommodate a mill
double the capacity put in at that
time. The main factory room of the
building, which is three stories high,i
was boarded up at one end, making
it possible to build on to it at small
cost. This three-story building will
be doubled in size, the addition being
106 by 130 feet. The addition will
be left so the mills can again be en
larged at any time.
The mill is now running 260 looms,
vl,OOO spindles and 24 cards. This
equipment will be duplicated in the
addition, giving the mill just twice
the capacity it has at present. The
present power plant of the mill is of
sufficient capacity to operate the new
machinery.
In Great Britain the skins of dam
son plums, of which the yield this
season has been unusually large, are
to be used as a blue dye, especially
by carpet makers, as the ordinary sup-

SCHOOL FOR BAD GIRLS.
Atlanta, Sept. 22.—Completion of the
Georgia Training School for Girls is
to be the crowning work 4n the long
and useful 'life of Mrs. W. H. Felton
of Cartersville, one of the most bril
liant and best beloved women that
Georgia has ever produced.
Known far and wide for her intel
lictual ability and literary talents,
AMrs. Felton is likewise a woman of
splendid executive ability, and was
selected to perform important duties
in connection with the women's de
rartments of the great Chicago Ex
positicn, the Cotton States xposi
tion in Atlanta and the World’'s Fair
at St. Louis.
Spirit of Eternal Youth.
Now in her declining years, al
though an old woman in years but a
weman whose spirit has the quality
of eternal youth, Mrs. Felton has de
voted herself to this state institution
located near Atlanta, which has for
its object the reclaiming of wayward
girls. The Georgia legislature ap
propriated $12,500 to the home at its
recent session and this will be added
to by a contribution of $6,000 se
cured from Mrs. Russell Sage
through the efforts of Mrs. Felton,
making a fund of $18,500 to erect a
dormitory. Wilmer L. Moore of At
lanta, chairman of the board of man
agers, who has worked day and night
for the success of the school, was re
apnointed by Governor Harris.
TOOK DEAD MAN TO WIFE;
TOLD HER HE WAS DRUNK
| Gainesville, Sept. 21.—At a coro
ner's inquest, held yesterday over the
body of Cicero Culpepper. near Gillis
ville, 1. B. Hawkins, Ernest Hawkins,
and Hubert Buffington were held by
the jury without bond for investigation
by the next grand jury.
1t developed that the three men
held and Culpepper, after drinking to
getlier, had started home in a buggy
when a general fight started. After
the fight Culpepper failed to rise from
the ground, so his three companion,
placed him in the buggy and drove 16
home to his wife, telling her that he
was dead drunk. That story, they
story, they claim, they believed at
that time to be true.
Physicians stated at the coroner’s
inquest that Culpepper's neck was
broken, and upon &n:s evidence the
jury held the three men who are now
in jail at Gainesville.
1. B. Hawkins is a man of a little
under middle age, and has a wife
and several children. Ernest Hawkins
is a young single man. Hubert Buf
fington is also a young man, a son of
the tax receiver, Billy Buffiington, is
a graduate of the University of Geor
gia and very popular.
The two Hawkins are members of
one of the oldest and best known fam
ilies in the county and are popular in
the community in which they live.
Culpepper, the dead man, leaves a
wife and several children.
