addition to a larger income than is

was presented today to the Western
& Atlantic leasing commission.
The proposal was submitted by
Hooper Alexander, as attorney for
wiliam Hurd Hillyer of Atlanta and
!r's:m-i;i:!.( g, and was preliminary to a
formal proposal which will be laid be
tore {he commission after Sept. 25,
when the detailed requirements will
pe promulgated by that hody. The
hidders offer to make such cash de

their hid is accepted. |
In submitting the proposal, Mr. Alex |
wnder called particular attention to
e fact that in order to finance
iy propesed extension it will he nec
weary for an extra session of the leg
slature to be celled to provide for the
wnance of state honds.
The proposal submitted by Mr.
tlexander read as follows: “On be

build or acauire and deliver to the

necumbrances, an extension of the
Western & Atlantic railroad from a

in the immediate proximity of Savan

rights-of-ways, depots, Stations, sid

“In payment for this property we
will accent State of Georgia 50-year
four per ¢ent bonds, the exact amount
‘0 he agreed upen being necessarily
lcrendant more or less on the speci
deations and reguivements of your
‘ommizsion with reference to the char
wier of the extension of the road and
its terminals, which, we understand,
are to be formulated and announced
m September 25.
“We will then lease from the state
preferably for a term of forty-seven
vears from the date of the expiration
f the present lease, to wit: Decem
her 27, 1919, the entice line from Chat
‘anoogza, Tenn., to Savannah, Ga., at
an annual rental which will yield to
the state of Georgia a retarn on the

of the present renfal, and an additional
sum equal to the interest on all the
four per-cent bonds issued by the

these honds on or before the date of
their maturity, the sinking fund to he
annually invested in the bonds of the
State of Georgia or of its various

“This communication is submitted

sons® The legislation so far adopted
by the general assembly with refer
nce to the leasing or extension of the
state road, as we understand it, au

and accept a proposal to extend. The
encral assembly, however, failed to
wdopt the legislation necessary to en

vay of an amendment to the consti

his matter to your consideration. so
hat if any additional legislation may

MONTFORD ON-TRIAL |
FOR MURDER OF BEACHAM
On This Occacion, However, the De

Life in the Superior Court of
Johnson County.
Dublin, Sept. 25.—For the third time,
the case of Ed Montford, a white man,
charged with the murder of Herschel
Beacham two years ago in this coun
ty, went to trial again—this time in
the Johnson superior court at Wrights
ville under a change of venue granted
in the case the early part of this year.
Nothing more than selecting a jury
was done today. When this was com
pleted court adjourned until Wednes
day morning to await the coming of
several witnesses, of which there are
200 in all.
*The body of Beacham was found in
Oconee river six milgs above Dublin.
Montford was charged with killing
him and throwing the body in the
river. His first trial resulted in a mis
trial, the second in a conviction, but
\n, recommendation for mercy that
prought a life sentence. A new trial
was granted by the supreme ccurt
and it is this which is now being heard.
