According to a statement by the De
partment of Agriculture, there has
been an actual shortage of more than
2,000,000 tons of sugar of more than
2,000,000 tons of sugar annually since
the war began. Prior to the war practi
cally all the belligerent countries ex
cept the United Kingdom and Italy ex
ported sugar, the total amount being
more than 3,000,000 tons. In 1918 it is
estimated that the allies must import
& minimum of 1,200,000 tons.

A NEGRO'S COOLER MOMENT
There was much in the incident in
the negro residence section of Cor
dele Sunday afternoon to justify the
‘ exclusion of cominent, but on the other
hand there was a cooler moment with
‘the negro that hag so impressed itself
Il,hat few men would be inclined to
pass it without special note. Indeecd

has been a matter of wide comment
throughout the community.
There was the bald, unwholesome
gpectacle of a young while man undey
the influence of mean tiger liquor
driving his way into a reputed steady
hard working negro’s home for a pur
pose he did not even care to hide from
the negroes in the strects. For half an
hour they gtood there about the house
and yard and deliberated as to what
should be done, one of them holding
forth seemingly capable of doing what
he desired in the way of keeping
order. No injury was done and the
voung man was eventually delivered
to the offiers still unhurt, although he
had remained easily within the reach
of quite a crowd of enraged negroes.
It was not a case of fear or indeéci
sion on the part of the colored people,
They knew the heinous perpuse of
of the occasion and they had ample
cpportunity to put themselves where
more of their race might have been
lynched. They could have killed this
intruder in a moment. But that would
not have been the end of it. There is
little question that good judgement
prevailed and it is hardly probable
that the colored people of this com
munity have on any former occasion
£0 conducted themselves as to deserve
more credit for their acts.
There is a good negro element in
this community that‘.:zhould have the
confidence and encouragement that
the white people must give. Not many
'will rise to argue a,boui superfority
and inferiority of race. Both sides

good, the steady and the law-abiding

gloom that must fall upon the human
being without hope. The pall of dark
ness that has been lifted for the
black man here ought to enable him
to aspire to a higher civilization, He
has cause to want to be something
better than the jungle man. He i het

because his white benetactor here has
put it into his head and heart.
Is it right to use a Sunday afte =
to run rough shod over that little
decency, that osilgation that the black
man is trying to lead himself up to?
No one thinks it is, not even the young.
man who so brazenly and openly
struck at these negro hopes. It is up
on the negro woman that the future
negro race must depend for stability,
advancement and morality. When the
negro man, fully aware of this, works
to preserve a '«:hastil.y, a racial virtue
that one day must court for a better
negro civilization, the white man must
stand faithfully to his support and en
couragement. There is no other course
to pursue, There can be no gains with
ocut negro effort, and negro effort will
indeed be retarded and discouraged
when the superior race, striking here
and there, undermines the most vil,al‘
fundamentals.
Let the negro learn more to appre
ciate the virtue of the women of his
race. Help him to reach a stage where
he may thus more appreciate the
finer development of this social char
acteristic and his mothers of black
men need not give us the brute to
fear.
