Grand jury Presentments, February 1949 Term, Superior Court
We, the Grand Jury sworn for the
February Term 1940, of the Superior
Court of Jackson County, Georgia,
hereby submit the following report:
Through committees or as a body
wc have inspected and examined the
various offices and agencies of the
county:
County Commissioners Office
We, the Committee appointed to
investigate the County Commission
, r’s Office, find the books in good
order as well as we are able to de
termine.
Clerk's Office
We, the Committee appointed to
invi ligate the Clerk’s Office find
everything correctly and neatly kept
so far as we are able to ascertain in
.50 short a time.
W T e wish to recommend that the
Clerk’s Office be enlarged to give
more room, which is badly needed.
We recommend that the lighting
system be rearranged for the con
venience of the office force and pa
trons of the Clerk’s Office.
Tax Receiver's Office
We, the Committee appointed by
the Foreman of the Grand Jury to
investigate the Tax Receiver’s Of
fice, wish to report that everything
is correctly and neatly kept so far
as we are able to ascertain in so
short a time.
Tax Collector's Office
We, the Committee appointed to
check the Tax Collector’s Office find
same neatly and correctly kept, as
far as we are able to ascertain. Re
port attached.
County Treasurer
We, your committee appointed to
check the condition of the County
Treasurer’s office, find the records
in proper order and the Treasurer,
Miss Cully Roberts, competent and
courteous in her duties of the office.

Sheriff's Office
We, the Committee appointed to
inspect the Sheriff’s Office, find that
same is in a satisfactory condition.
County Agent's Office
We, your emomittee appointed to
inspect the office of the County
Agent of Jackson County, beg to
submit the following:
We find the office and books in
order and neatly kept. The books
were posted to date.
Welfare Department
We, the Committee appointed to
inspect the Jackson County Welfare
Department, find that same is in a
satisfactory condition.
We would recommend that this
Department be furnished some of
fice equipment, desk and filing
cabinets.

Health Department
We, your Committee appointed to
inspect the County Health Depart
ment, find the same to be in good
condition.
RECOMMENDATIONS
We, your Grand Jury recommend
that Mr. W. H. Maley be appointed
to succeed himself as a member of
the Jackson County Board of Edu
cation.
We recommend the following
Notary Public appointments for
their respective districts:

A. D. Murphy District 1407
J. W. Massey District 257
Jewett Barnett District 253
We recommend that the County
Commissioners have necessary re
pairs made to the Clock on the
Court House so as to put it in satis
factory operating condition at the
lowest cost consistent with good
workmanship, labor and material.
Wc, the Grand Jury, recommend
that the Foreman and Clerk be paid
SI.OO extra per day for their ser
vices to this body.
We recommend that the Commis
sioners finish repairs on the County
Jail as early as possible.
We, the Grand Jury, after receiv
ing the final report of Mr. T. T.
Benton gave him a rising vote of
thanks for his long and successful
service as School Superintendent for
more than 28 years and his most
efficient management of the fiscal
affairs of the office.
That the Presentments of this
Grand Jury be published in The
Jackson Herald and The Commerce
News and that each be paid $22.50
for the space.
That the members of the State
Senate and House support measures
for expanded teaching of medicine,
preparing for doctors in our State.
We also recommend that an en
abling act be passed by the General
Assembly, affecting only Jackson
County, which will permit the Com
missioners of said county to levy
additional taxes t o supplement
funds for the training of students
who desire to become doctors and
who will agree to practice in said
county for a certain period of time
upon completion of their study. The
required time for the practice in
Jackson County will be determined
by the Commissioners of said coun
ty and based on the amount of
County funds furnished said stu- j
dents. In no case will the required
time be less than three years. Said !
funds secured from the County will,
be considered as a donation from
Jackson County as an inducement
to increase the number of medical
doctors. Details to be formulated by
Jackson County Commissioners and
Representatives from Jackson Coun
ty.
We wish to express to His Honor,
Judge Clifford Pratt, and Solicitor
Hope Stark our sincere appreciation
for all court matters and for their
kind and worthy service to our body
in session. We also extend our
thanks to our Foreman, C. E. Hardy,
C. H. Drake, Clerk, and Worth
Wilkes, Bailiff, for their efficient
service in disposing of all matters
coming before the Grand Jury.
We express to the County Com
missioners and their assistants our
appreciation for the hospitality and
courtesy shown this Grand Jury and
Court Officials in providing an ex
cellent meal at the County Camp.

It is hereby ordered that the with

ordered that these General Present

mended by said Grand Jury.

COMMISSIONER'S REPORT
TO THE FOREMAN AND MEM
BERS OF THE GRAND JURY IN
SESSION, FEBRUARY, 1949:
Gentlemen:
Complying with the requirements
of the law for the Chairman of the
Board of Commissioners to make
report of the affairs of the county,
I am submitting to you a report as
to the Roads, Bridges, Prison Camp,
County Home, Finances, for the
period of July 1, 1948 through De
cember 31, 1948.
Roads and Bridges
The county roads are in very good
condition for this season of the year.
This fall season has been very hard
on road maintenance, as the heavy
washing rains have filled the ditch
es as fast as we can get them fixed,
although the rains have not im- j
paired the roads as much as the!
previous winter. We continue our j
patch work of crushed stone from
day to day, and endeavor to fix the
worst places with stone when they
are reported. We try to give first
attention to the school bus routes
and the mail routes. The bridges are
in good condition over the county.
Our bridge crew can get to the work
on bridges as soon as they are re
ported.
Prison Camp and County Home
Our main crops on the Prison
Farm are small grain crops, corn and
vegetables. We raise much of our
meat on the farm and at present
have about 40 head of hogs. We have
two mules on the farm and 7 cows.
We have had much of our wheat
and oats crop and are planning for
our 1949 planting. We have 27 pris
oners in Camp. This number varies
from time to time, and as the num
ber of prisoners varies, the demand
for supplies varies. We give our
prisoners good wholesome food, and
they have regular working hours
and a comfortable, sanitary place to
eat and sleep. A physician makes
weekly inspection of the physical
condition fo the prisoners. We have
recently been commended by the
State Camp Inspectors on our rating
of the sanitary condition of our
camp. We have only two inmates of
our County Home, as we find it more
suitable to pay them a fixed amount
and let them remain in homes of
relatives or friends.
Finances
The County has no outstanding
indebtedness. We pay our bills on
the first and fifteenth of each month.

the audit of Stapleton Audit Com
pany which accompanies this re
port and also a copy of which is on
file in the office of the Clerk of
Superior Court and is open for in
spection at any time.

CLERK SUPERIOR COURT
Mr. Foreman and Gentlemen of the
Grand Jury, Sworn to the February
Term, 1949, Jackson Superior Court:
As Clerk of the Superior Court I
do not handle any funds belonging
to the County.
As Clerk of the City Court of
Jefferson there has been received
since last report $4,455.25, the por
tion of said funds due county being
$1318.34, which amount has been
paid to the Treasurer of the County.
