ORDINARY'S REPORT
State of Georgia, Jackson County.
In obedience to the Section of the
Code of Georgia, of Vol. 1, 1910, re
quiring the Ordinaries at each term
of the Superior Court, to report to
the presiding Judge, the estates in
their hands un-represented by guar
dians, executors, administrators, to
gether with the condition of the
same, I beg to submit through your
honorable body, the statement that
all the estates in this county of
which I have any knowledge, are
duly represented, as required by
law, except those estates wherein
application is of file awaiting ap
pointment by the Court of Ordin
ary.

Report of the Jackson County De
partment of Public Welfare to the
Grand Jury now in session.
Gentlemen:
Enclosed is a report of the Jack
son County Department of Public
Welfare, summarizing the work for
the period from July Ist, through
December 31, 1948.
These months have seen a great
increase in the volume of work han
dled, and we believe, definite pro
gress in the organization of the De
partment for more effective work
and more effective service for those
whose benefit this Department ex
ists, the needy people of Jackson
County. The County Commissioners
have cooperated with us in making
possible the recommendations of
our Board insofar as limited County
fund'' permit.
Other agencies, The American
Red Cross, the civic clubs, the Coun
ty Health Department and church
organizations have cooperated as
never before in meeting the needs
of those who cannot get along with
out assistance. The rising cost of
living has been largely responsible
for our growing case load, and the
decrease in employment and the dis
continuance of military allotments
has also been responsible.
Those receiving assistance repre
sent only those who are too old or
who are physically unable to work.
The Blind and children whose par
ents are dead, ill or who have been
deserted by them.

To assist these three categories of
needy, the aged, blind and depend
ent children, this Department has
paid out in the past six months for
Old Age Assistance, $38,712.50; The
Blind, $364.00; and Aid to Depend
ent Children, $4,811.00. Total
amount paid out in past six months,
$44,491.50. The County has paid 5%
of this amount, the State 45%, and
the Federal Government 50%.
During the past six months 50 Old
Age Assistance cases have been add
ed and 6 Aid for Dependent Chil
dren cases have been added. These
6 cases include 17 children. At the
present time there are 572 Old Age
Assistance cases receiving $7,089.00
and 5 Blind cases receiving $61.00,
and 30 Aid to Dependent Children
cases with 92 children receiving
$868.00. Total amount being re
ceived in the County as of this
month is $8,018.00 per month.
There are 9 applications pending
as of this date. All have been in
vestigated by our Department and
are awaiting approval of the Coun
ty Board.
The handling of a case necessi
tates not only the initial investiga
tion of need, resources and other
points of eligibility that must be
established, but subsequent service
such as yearly reviews to establish
continued eligibility, preparation of
the various forms required by State
and Federal Government and the
issuance of checks each month.
We have often been asked why
the amount of grants vary and this
may be explained in one sentence.
Circumstances of individuals vary.
We realize, however, that whatever
the amount given is not sufficient
for meeting all the needs of the men
and women whose working days are
over.
The children whose needs we are
trying to meet are our greatest con
cern. The most frequent reason for
dependency in the past 6 months has
been due to broken homes, the de
sertion of the father or imprison
ment of the father. Even if the law
r equires the deserting parent to con
tribute toward the support of his
children, far too often the amount
contributed is inadequate and the
support of these children falls on
public funds.
This Department investigates those
persons who need medical aid in the
treatment of cancer. Children who
need the services of Crippled Chil
dren’s Department. We make social
case histories on every person sent
to State Hospital at Milledgeville.
We also secure needed information
for children sent to Training School
for boys and girls and assist in mak
ing plans for them when sent back
to their homes. We investigate appli
cants for General Relief disbursed
by the County Commissioners. We
also make studies on all adoption
petitions for Judge of the Superior
Court. These investigations require
mu.h work and much responsibility
is involved. It is a serious thing to
make a recommendation regarding
the future welfare of a child and it’s
adoptive parents. During the past
8 months we have referred 12 cases
to the State Health Department for
cancer treatment. This includes only
those who have been sent to us by
our local doctors. We do not know
how many more need this service.
8 patients have been sent to the
State Hospital during the past six
months, this is more than one a
month which is enough to sicken
even the most hard-hearted of us,
and nc doubt is most amazing to the

majority of you. We see every day
the effects on human lives of insuf
ficient food, poor and crowded hous
ing and the insecure feeling that our
children have in their broken homes.
Our program may be costing mon
ey, but can you realize what the
county would be like without it. We
believe that we should be grateful
to the Federal Government and the
State Department, as well as the
County for making the program
possible.
We realize that every effort must
be made by all of us to render better
and more effective service to those
who cannot help themselves.
The Welfare Board meets once a
month to discuss and act on the ap
plications and also to plan with and
assist the Staff in the work. The
Board members are Chairman, Mr.
L. J. Lyle, Mr. Carl Porter,' Mr. Joe
Wood, Mr. Leroy Lavender and Mr.
L. L. Williamson.
The Staff members are Director,
Mrs. W. B. Gunter, Public Welfare
Worker, Mrs. Charles Potts, and
Stenographer, Mrs. Bob Kreeman.
We hope that you will send a com
mittee to visit our office and inspect
our Department.

PUBLIC HEALTH DEPARTMENT
Your local Health Department has
done the following work from Jan
uary Ist, 1948 through December
31st, 1948:
Tuberculosis
In the tuberculosis control divis
ion we have admitted to medical and
nursing service the following num
ber—33s. Out of this 335, we have
found 17 individuals to have active
tuberculosis; 46 of these are sus
picious to tuberculosis, which means
they either have a shadow on their
lung which was shown in X-ray, or
they have, or have had a positive
sputum test run by the State. The
remaining of these are contacts to
positive cases, which totals 202.
X-ray Clerics are held in your
county every three months. At this
time all positive, suspicious cases, or
contacts are X-rayed as advised by
State or doctor. During the year ap
proximately 110 have been X-rayed
for tuberculosis in Jackson County.
One hundred and thirty-five visits
have been made to these tubercu
losis patients, and only 7 of them
have visited the office on their own
free will and accord.-* Eight patients
from your county have been admit
ted to Battey State Hospital through
your Health Department.
Maternity
No one can realize how much
needed work is being done in the
maternity field by your local County
Health Service. During the past year
25 women have been taken care of
through this clinic inhere otherwise,
they would not have seen a doctor
their entire period. Fifteen of these
patients came back after their pe
riod for monthly check-ups. Most
of these patients are being taken
care of by midwives who were for
merly instructed by the nurse.
Infant and Pre-School Hygiene
During the year 98 children have
been checked in our clinic for vari
ous reasons. Mothers were instruct
ed, during these visits, as to the
feeding and general care of the child
by the county nurse or the Nutri
tionist from the Regional Office.
School Hygiene
The following work has been done
in most Jackson County schools:
Hearing tested, approximately 1,000
students; vision tested, approxi
mately 50 students—this service is
going to be extended through the
county during the present year; im
munization for smallpox, 186; diph
theria, 69; typhoid fever, 2,306:
whooping cough, 91; and tetanus, 50.
inspections have been made at many
of the schools for perdiculosis and
• abese, and classroom talks have
been made by your nurse to the
students on cleanliness and general
health activities to prevent such
diseases.

been, previously, under other or
ganizations or private physicians,
but in the coming year it is going
to be taken over by your County
Health Department, and this service
will be increased. At the present!
time we are giving service to only
four positive cases.
Crippled Children
This service, also, has been in
cluded in the Welfare Department,
but it. too, will be worked up in the
coming year. At the present time
only 15 children in this county are
posted with the Health Department.
Venereal Disease Control
This branch of service is very act
ive in the county. We have, during
the past year, sent 13 individuals to
Alto for treatment. Twelve patients
have been transferred to private
physicians for treatment. These
patients, after returning from Alto,
come back to the Health Depart
ment, periodically, for blood tests.
Other Activities
The County Health Nurse assisted
the Civic Improvement Club as
chairman of the Christmas Cheer
Organization. I am sure all fo you
realize how much was profited by
this work.

We had a serious out-break of
scaalet fever in the Braselton Gram
mar School which affected nine chil
dren. This was brought under con
trol, mainly, by quarantine.
The Health Board has met five
times during the year; four of these
being official meetings, and one call
meeting.
During the month of October the
Nurse was requested to give cold
shots to Mill employees. This service
was rendered to those desiring the
service.
We have distributed bulletins
throughout the year; written news
articles for local papers; sent circu
lar letters, and had personal confer
ences with physicians, dentists and
others. The number of miles travel
ed on duty during the year was 2337.

is stored in the undersigned ware
house seven bales of cotton, six bales
being numbered as follows: 2105,
4180, 6301, 6504, 6599, 6777 and one
bale not numbered.
This cotton was weighed in prior
