Arcade announces plans for Centennial Celebration
No costume required
IN RECOGNITION of its
100th birthday, the City of
Arcade has announced its plans
for a Centennial Celebration in
2009. Mayor Doug Haynie and
the five-member city council
have approved a framework
for the commemoration that
includes several events for citi
zens, businesses and officials.
The official founding date of
the City was Aug. 17, 1909.
“Our 100-year anniversary
is cause for celebration and a
way to involve our citizens in
shaping the future of Arcade,”
said Doug Haynie. “Planning
has already begun and we
are encouraging volunteers
to serve on committees that
will develop these activities
and, we hope, be active par
ticipants in the future events of
the city.”
The mayor and council
approved the creation of a
spring festival, plus a summer
family-style gathering on the
Saturday before the anniver
sary. There will also be an
official recognition ceremony
on Monday, Aug. 17, 2009, at
Arcade City Hall, involving
dignitaries, plus city, county
and state officials.
The mayor and council are
also working toward the cre
ation of a special Veterans’
Memorial as part of the com
memoration. The proposed
location is the promenade
between the Arcade Police
Department and Arcade City
Hall. Citizen involvement will
be encouraged to assure that
all the county’s veterans are
properly remembered by the
memorial.
As a rural cotton town in the
south, Arcade has forged its
own history over the years. It
was the site of the first airport
in Jackson County, and one of
the county’s earliest schools
was in Arcade. But this centen
nial is to do more than look at
the past.

Newspaper accepting kids photos for annual section

Christmas section will be
Wednesday, Dec. 3, at 5 p.m.
Parents are asked to submit
photos early, as photos received
after the deadline will not be
published.
The special section will be in
the news stands of The Jackson
Herald, The Commerce News
and The Banks County News on
Wednesday, Dec. 24.
The newspapers will be
accepting photographs of chil
dren age 8 years and younger.
The child must live in Jackson
or Banks counties. Photos of
grandchildren will be taken
only if the child resides with
the grandparents (which must
be stated when submitting the
photo).
Please submit the follow
ing information along with the
child’s photo: The first and last
name and age of each child
shown, as well as the parents’
names, their city of residence
and phone number. Photos sub
mitted without all of the infor
mation may not be published.
Black and white or color pho
tos can be used, but no Polaroids
or photographs printed out from
a computer onto laser paper
will be accepted, as they do not
reprint well.
Digital photos with the above
information may be e-mailed
to news@mainstreetnews.com.
The e-mail MUST contain the
subject line “Christmas Kids
Photo” as a title, or the child’s
photo may not be published.
Also, the child’s photo and
information requested above
must be submitted in the same
e-mail. Do not submit multiple
e-mails for the same child.
Once photos are submitted,
they may not be replaced with
another photo.
The photos may be dropped
off at or mailed to any of the
newspaper offices and may be
picked up there after Dec. 24.

Traditions plans
tour of homes
for Dec. 6-7
TRADITIONS OF Braselton
will hold its first annual Tour of
Homes on Saturday and Sunday,
Dec. 6-7.
Six houses in Traditions of
Braselton — Jackson County’s
largest residential golf commu
nity — will be open to the public.
All of the houses will be deco
rated for the holiday season.
Tours will be held on Saturday,
from 10 a.m. to 6 p.m., and
Sunday, from 1-5 p.m. Guests
are asked to park at West Jackson
Middle School, which is located
next to Traditions. Tickets are
$20 in advance and $25 at the
door.
Proceeds will benefit the
Amanda House, a home in
Nicholson serving girls ages
10-18 on a temporary and long
term basis. The Amanda House
serves children in the Piedmont
Judicial Circuit.

W ITH last Friday
being Halloween,
there were a lot of
people out and about
wearing different cos
tumes. When walk
ing through the mall, I
couldn’t help but notice
the oversized pink
bunny, the dinosaur
with the long floppy
tail and the imitation
movie stars prancing
from store to store col
lecting treats.
Most of the charac
ters were children and teenag
ers dressed in outfits of choice.
Observing the many costumes
that passed me by, I thought about
how instead of just being them
selves, most youngsters search
for their own identity by wearing
a variety of disguises.
More than likely, throughout
their lifetime they will try on sev
eral costumes before finding the
one that they find fits them best.
Some try on the clown suit acting
silly, taking life anything but seri
ously. Others like the drama of
the cowboy outfit: they fail off of
the horse a couple of times before
learning a lesson.
Many try on the superhero cos
tume, being courageous, certain
that they can tackle any circum
stance without assistance. Others
grab the princess dress,
disappointed to find
that life is not always
as glamorous as one
thinks.
Another may choose
the fairy suit and wand
with determination
to turn bad situations
into good ones. Some
put on the acrobat’s
suit and flip back and
forth as they try and
make decisions about their future.
Others wear the bumblebee outfit
and buzz right through the years
with few problems.
As parents, we need to let
our children know that we will
always love them no matter what
costume they try on. They need
assurance, guidance and support
as they grow into adults.
Over the years, more than like
ly they will decide to throw out
the costumes anyway and just
be themselves. In the end they
usually realize that people like
you just for who you are — no
costumes required.

Noah Jaxon Nichols
Tim and Jennifer Nichols of
Commerce announce the birth of a son,
Noah Jaxon Nichols, on Friday, Aug.
29, 2008, at Northeast Georgia Medical
Center, Gainesville. He weighed seven
pounds, seven ounces and was 22.25
inches long.
The grandparents are Ernest and Betty Nichols, Lawrenceville, and
James and Judy Owensby, Homer.
Addyson Grace Elrod
James Gregory Elrod and Ashley Lawson Elrod, Talmo, announce
the birth of a daughter, Addyson Grace Elrod, on Sept. 18, 2008, al
Northeast Georgia Medical Center, Gainesville.
She weighed 7 pounds, 13 ounces, and was 20-1/2 inches long.
She joins a sister, Morgan Elisabeth Elrod, 3.
The grandparents are Mike and Connie Lawson, Gainesville, and
Brenda Townsend Elrod, Commerce, and the late James Howard
Elrod. The great-grandparents are Dennis Lawson, Gainesville; Lois
Gables, Gainesville; Mr. and Mrs. Lester S. Townsend, Ringgold; and
the late Mr. and Mrs. Weldon Elrod, Commerce.

JOHN B. BROOKS ROAD IMPROVEMENTS
Proposals will be opened and read aloud at 67 Athens St., Manager’s Conference Room,
Jefferson, Georgia 30549 at 11:00 A.M. EST. Proposals received after the designated time
will not be considered. The OWNER of the project is the Jackson County Board of
Commissioners. The Engineer for the project is Jackson County Department of
Engineering - Capital Project Management Division. Plans were prepared by Arcadis.
The approximate extent and character of the Work is generally described as follows:
Reconstruction of 0.94 miles of existing 2-lane roadway with a new 12
foot center lane including base, drainage, and plant mix, as well as 3 at-
grade rail intersections on John B. Brooks Road from SR 332 to US 129.
Bidders shall inform themselves concerning Georgia Laws and comply with same.
Bidding Documents will be available for review and purchase by prospective Bidders at the
Jackson County Purchasing Department, located at 67 Athens St., Room 204,
Jefferson, Georgia 30549, Telephone Number: 706-367-6309. Questions regarding the
bid process shall be directed to this same office. Questions regarding the plans or
specifications should be directed to Don Clerici, Consultant Capital Projects Manager, at
706.387.6436 or dclerici@jacksoncountygov.com.
Bidding Documents may be obtained upon payment of $150, non-refundable. All Bids
must be on the BID PROPOSAL UNIT PRICE FORM furnished with the Plans and Contract
documents.
Any deviation from the bid proposal or the construction drawings must be explained on a
separate sheet of paper and attached to the bid proposal.
The time allowed for Completion is 560 days from the date of the Notice to Proceed.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties
approved by the owner for faithful acceptance of the contract, payable to, in favor of, and
for the protection of the OWNER in an amount equivalent to five percent (5%) of the total
amount payable by the terms of the contract or, in lieu thereof, in the form of a certified
check, cashier’s check, or cash in equal amount.
The Successful Bidder will be required to furnish performance and payment bonds, for
100% of the contract amount, with the executed Agreement meeting the requirements of
the Contract Documents and executed on the forms attached to the Agreement. The terms
and time for payment are set forth in the Agreement.
Surety and insurance companies must have an AM Best rating of A-6 or greater, to be
listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable
Sureties on Federal Bonds, be licensed by the Georgia Insurance Department and the
Georgia Secretary of State to do business in the State of Georgia.
Requests for payments are due by the Fifth (5th) of the month for the payment by the
Twentieth (20th) of the month less 10% retainage. Retainage will be held until final
acceptance of the project by Jackson County.
All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but
OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that
date.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Each
sealed envelope containing a Bid must be plainly marked on the outside as, “John B.
Brooks Road Improvements.” If bid is forwarded by mail, the sealed envelope containing
the Bid must be enclosed in a separate mailing envelope to the attention of the OWNER at
the address previously given.
The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
