Cooper completes basic combat training
ARMY PFC. Nichole A. Cooper has grad
uated from basic combat training at Fort
Jackson, Columbia, S.C.
She is the daughter of Margaret E. Cooper of
Holly Springs Road, Pendergrass, and is a 2008
graduate of Jackson County Comprehensive
High School.
During the nine weeks of training, the
soldier studied the Army mission, history,
tradition and core values, physical fitness,
and received instruction and practice in basic
combat skills, military weapons, chemical
warfare and bayonet training, drill and cer
emony, marching, rifle marksmanship, armed
and unarmed combat, map reading, field tac
tics, military courtesy, military justice system,
basic first aid, foot marches and field training
exercises.

Head-Neck Step Nursing.
She played pivotal roles in

them to a recent tournament, the Kohl’s American Cup in Fayetteville. The team

Jefferson, Georgia 30549 until:
10:00 A.M. FRIDAY, DECEMBER 12, 2008
For the project known as:
JACKSON COUNTY BOARD OF COMMISSIONERS
LIPSCOMB LAKE ROAD BRIDGE REPLACEMENT
Proposals will be opened and read aloud at 67 Athens St., Manager’s Conference Room,
Jefferson, Georgia 30549 at 11:00 A.M. EST. Proposals received after the designated time will
not be considered. The OWNER of the project is the Jackson County Board of Commissioners.
The Engineer for the project is Jackson County Department of Engineering - Capital
Project Management Division. Plans were prepared by J. B. Trimble, Inc.
The approximate extent and character of the Work is generally described as follows:
Removal of an existing one-lane wooden bridge, including substructure and
construction of a new two-lane bridge with concrete deck and parapet on Lipscomb
Lake Road over Pond Fork Creek.
Bidders shall inform themselves concerning Georgia Laws and comply with same.
Bidding Documents will be available for review and purchase by prospective Bidders at the
Jackson County Purchasing Department, located at 67 Athens St., Room 204,
Jefferson, Georgia 30549, Telephone Number: 706-367-6309. Questions regarding the bid
process should be directed to this same office. Questions regarding the plans or specifications
should be directed to Don Clerici, Consultant Capital Projects Manager, at 706-387-6436 or
dclerici@jacksoncountygov.com.
Bidding Documents may be obtained upon payment of $25, non-refundable. All Bids must be
on the BID PROPOSAL UNIT PRICE FORM furnished with the Plans and Contract documents.
Any deviation from the bid proposal or the construction drawings must be explained on a
separate sheet of paper and attached to the bid proposal.
The time allowed for Completion is 150 days from the date of the Notice to Proceed.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties
approved by the owner for faithful acceptance of the contract. Payable to, in favor of, and for
the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount
payable by the terms of the contract or, in lieu thereof, in the form of a certified check,
cashier’s check, or cash in equal mount.
The Successful Bidder will be required to furnish performance and payment bonds, for 100%
of the contract amount, with the executed Agreement meeting the requirements of the Contract
Documents and executed on the forms attached to the Agreement. The terms and time for
payment are set forth in the Agreement.
Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in
the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on
Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of
State to do business in the State of Georgia.
Requests for payments are due by the Fifth (5 th ) of the month for the payment by the
Twentieth (20 th ) of the month less 10% retainage. Retainage will be held until final acceptance
of the project by Jackson County.
All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but
OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that
date.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Each
sealed envelope containing a Bid must be plainly marked on the outside as, “Lipscomb Lake
Road Bridge Replacement.” If bid is forwarded by mail, the sealed envelope containing the
Bid must be enclosed in a separate mailing envelope to the attention of the OWNER at the
address previously given.
The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
