Development Act of 1974,

and expand the existing 6,414
SF Jackson County Senior
Citizens Center by 1,707 SF
to better serve the 176 Senior
Citizens currently benefiting
from the Senior Center’s pro
grams as well as the growing
population of Jackson County
senior citizens.
Finding of no Significant
Impact (FONSI)
It has been determined that
such request for release of
funds will not constitute an
action significantly affecting the
quality of human environment
and, accordingly, Jackson
County has decided not to
prepare an Environmental
Impact Statement under the
National Environmental Policy
Act of 1969 (PL. 91-190).
The reasons for such deter
mination not to prepare such
statement are as follows:
The project will have no sig
nificant adverse impact on the
environment.
An Environmental Review

project has been made by the
County which documents the
environmental review of the
project and more fully sets
forth the reasons why such

Public Comments on
FONSI
All interested agencies,
groups and persons dis
agreeing with this decision
are invited to submit written
comments for consideration
by the Jackson County Board
of Commissioners to the
Commissioners Office. Such
written comments should be
received at 67 Athens Street,
Jefferson, GA 30549, on or
before December 11,2008. All
such comments so received
will be considered and the
County will not request the
release of CDBG funds or take
administrative action on the
within project prior to the date
specified in the preceding sen
tence.
Notice of intent to Request Release
of Funds (N0I/RR0F)
At least one day after the
termination of the public com
ments period for the FONSI,
but not before comments on
the FONSI have been consid
ered and resolved, Jackson
County will submit a Request
for Release of Funds (RROF)
and Certification to DCA. By
so doing, the County will ask
DCA to allow the County to
commit funds to this project
certifying that (1) it has per
formed the environmental
review prescribed by HUD
regulations (“Environmental
Review Procedures for Title
I Community Development
Block Grant Program” - 24 CFR
Part 58), and 2) the Certifying
officer, Chairman Patricia Bell,
consents to accept the juris
diction of the federal courts if
an action is brought to enforce
responsibilities in relation to
the environmental review or
resulting decision making and
action. The legal effect of the
certification is that by approv
ing it, DCA will have satis
fied its responsibilities under
the National Environmental
Protection Act thus allow
ing Jackson County to com
mit Community Development
Block Grant funds to this proj
ect.
Objection to Retease of Funds
DCA will accept objections
to this approval of the release
of funds and the certification
only if it is on one of the follow
ing bases: a) that the certifica
tion was not in fact executed
by the certifying officer, or b)
that the County’s environmen
tal review record for the proj
ect indicated omission of a
required decision, finding or
step applicable to the project
in the environmental review
process. Objections must be
prepared and submitted in
accordance with the required
procedure (24 CFR Part 58)
and may be addressed to
DCA at CDBG Section, 60
Executive Park South, Atlanta,
Georgia 30329-2231.
Objections to the release
of funds on bases other than
those stated above will not
be considered by the State.
