THE JACKSON HERALD
PAGE 5A
CRCT continued from page 1A
in single digits and high exceeds
standards rates across the board.
Over half — 55 percent — of
GSES students exceeded standards
in Math. The school was far, far
above the mediocre state averages.
2. Jefferson Elementary
School
A close second, JES had a high
exceeds standards rate, but fell
into double-digits in its Math fail
ure rate. JES was, like GSES, far
above the state.
3. Commerce Elementary
CES posted extremely low fail
ure rates across the board and
was strong especially in Math. But
CES had lower exceeds standards
in Reading and English/Language
Arts.
4. North Jackson Elementary
While strong in Reading and
ELA, NJES fell just slightly behind
CES in Math with a 13 percent
failure rate.
5. East Jackson Elementary
Tops in the county with a 60
percent exceeds rate in Math, but
it also had a relatively high failure
rate in the same subject. Reading
also fairly strong, although EJES
exceeds rate was mediocre in the
subject.
6. West Jackson Elementary
Strong in Reading and Science,
but mostly middle of the road in
other subjects.
7. South Jackson Elementary
Reading and Science were this
school's best results, but was
below the state in Math and Social
Studies.
8. Benton Elementary
Had one of the strongest results
in the county in Science, but was
otherwise unimpressive.
9. Maysville Elementary
Ok results in Science, but in
other areas had high failure rates
and low exceeds rates. Not much to
brag about in these results.
5TH GRADE:
1. Jefferson Elementary
The top three schools in Fifth
Grade were all so close that there’s
not much overall difference.
However, across the board JES had
low, single-digit failure rates in
every subject and had impressively
high exceeds rates as well.
2. North Jackson & Gum
Springs Elementary
It's impossible to sort these two
schools out as they both posted
strong results. Both schools were
very good in Math.
4. West Jackson Elementary
WJES had very low failure rates
and was knocked out of the top
three only because its exceeds rates
were slightly lower.
5. East Jackson Elementary
Slightly lower Math results and
inattention to Social Studies put
EJES just below WJES.
6. Commerce Elementary
Mediocre results in Reading and
Math put CES out of the top tier,
but it had the best Science results
of all the schools in this grade.
2009 CRCT Failure/Excccds Rates* — The charts below show to the left the percent of students who failed to meet state standards in
a subject and to the right the percent who exceeded state standards in the subject. Low numbers on the left are best while high numbers on the
right are best.

8TH GRADE:
8. Benton Elementary
Strong Math results and suffi
cient ELA results, but Reading was
below state averages.
1. Jefferson Middle
No contest. JMS posted twice
as strong results as any other local
school with extremely low failure
rates and very high exceeds rates.
CMS had higher failure rates in
Math and Science.
4. East Jackson Middle
Mediocre. Low failure rates
except for Reading, but also low
exceeds rates across the board.
9. Maysville Elementary
As with third grade results, MES
was below the state averages in just
about every subject area with high
2. West Jackson Middle
Strongest in Math and ELA, the
school posted low exceeds rates,
several of which fell below the
mediocre state averages.
5. Kings Bridge Middle
KBMS mostly hovers just at or

Maysville to renovate
town’s public restrooms
By Justin Poole
MAYSVILLE approved an additional $3,500 to complete
the work on the public restrooms off of Oak Alley during a
called meeting Monday night.
The restrooms were approved months back as a way
for the city to curb costs during festivals and city events
when portable facilities are rented. The additional funds
coming from the 2000 Jackson County SPLOST set aside
for recreation will cover the $3,500 cost of completing the
restrooms.
During earlier meetings on the project, the council dis
cussed only opening the restrooms during city-sanctioned
events to prevent vandalism.

Silverton Bank, which was
a bank only for other banks,
failed in May.
AREA BANKS
POST LOSSES
Both First Piedmont and
Freedom Bank were relatively
small in asset size and perhaps
failed because they didn’t have
the resources to weather the
economic storm as well as
some larger banks.
But a review of the area
banks’ first quarter results
show that even larger banks in
the area are struggling as only
three out of 10 posted a profit
in the first quarter.
In aggregate, seven local
banks lost $10 million in
the first quarter, including
First Piedmont, which lost
$680,000.
In comparison, the three
banks that posted profits only
garnered $1.8 million between
them. (Large multi-state and
national banks were excluded
from this report.)
The results reflect the impact
of the housing market down
turn in the Northeast Georgia
area and the problems some
banks are having with troubled
loans.
A look at related data in the
first quarter show that most
area banks were in compliance
with capital ratio requirements.
First Piedmont was the only
local bank not in compliance
in March.
In liquidity, six of the 10 were
rated “weak” by Bankrate.com
rating service.
Half of the banks also had
significant problems with their
“troubled asset ratios” being
above the norm. Five of the
banks had TAR numbers above
95. Numbers above 100 are
considered by many to be a red
flag. First Piedmont’s TAR was
440, far above the accepted
standard.
program specialist and airport lineman.
“The airport has been a one-man operation for some time,”
he said at the earlier meeting. He added that the airport
authority considered hiring two people, or contracting with a
fixed base operator.
“We have explored both of those options,” he said. “The
authority is of the opinion we would have more control if
we do it ourselves. It would also be more economically fea
sible.”
He added that $15 million planes would be coming to the
airport after the expansion project is complete.
