Braselton to hold hearings on zoning requests
THE BRASELTON Town
Council will hold a public
hearing on several zoning
requests when it meets on
Thursday, April 8, at 4 p.m.
Those requests include:
•Halvorsen Development
Corporation seeks annexation
and rezoning of 34.5 acres
on Ga. Hwy. 211 in Barrow
County.
The company wants the
property zoned from AG
in Barrow County to PUD
(Planned Unit Development)
in Braselton. The company
proposes to add the property
to an existing PUD develop
ment in Braselton.
•Century Center at
Braselton, LLC seeks rezon
ing of 11 acres located on Ga.
Hwy. 211 and Beaver Dam
Road in Barrow County.
The company wants the
property, which it owns,
rezoned from GC (General
Commercial) to O-I (Office
and Institutional).
•Covenant Faith World
Outreach Church seeks a con
ditional use permit to use an
existing facility at the inter
section of Ga. Hwy. 124 and
Josh Pirkle Road in Jackson
County as a church or place
of worship.
The property is owned by
Stephen P. Garner.
The Braselton Town Council
is expected to vote on the
proposals on Monday, April
12, at 7 p.m. Both meetings
will be held at the Braselton
Police and Municipal Court
Building, located at 5040 Ga.
Hwy. 53, Braselton.

proposals, contact Braselton
planning director Kevin Keller

‘LifePath’ for carts, bikes, pedestrians a vision for Ga. Hwy. 211
n
THE DEVELOPMENT
partner of Braselton’s Liberty
Village and co-owner of ACE
Hardware, Scott Snedecor,
envisions the region's first
LifePath corridor for pedes
trians, bicycles, Segways and
golf carts.
Utilizing legislation passed
in 2007 authorizing the creation
of a Community Improvement
District (CID) in Braselton, he
and business colleagues seek
that designation for a section of
Ga. Hwy. 211 and Thompson
Mill Road. The goal is to link
these business areas and resi
dential areas with multi-use
pathways, which will enable
full access.
“Ultimately, the goal is to
make the area less reliant on
automobiles,” said Snedecor,
“I can see people going out
to dinner or going to their
hardware store by bicycle or

WORKING ON PLANS

golf cart. I’ve been taking my
scooter to nearby restaurants
for lunch.”
The vision gained momen
tum earlier this year when
Snedecor teamed with Guy
Herring of McFarland-Dyer
and Associates of Gwinnett
County.
While discussing sidewalks
for the Liberty Village devel
opment along Ga. Hwy. 211,
they began to contact property
owners and initiated steps to
implement a CID to obtain
funds for the 8’-12' wide side
walks and crossings that will
comprise the initial phase of
the LifePath.
“Guy and I clicked on this
vision. It is general knowledge
that multi-use paths help create
the development and connec
tivity that can enable the type of
livable communities we should
strive for and achieve. Braselton
is already a great town, but this
initiative will solidify the com
munity as one of the premier
communities in the southeast,”
Snedecor added.
Snedecor and Herring are
seeking full approval of prop
erty owners and plan to bring
the vision to the Braselton Town
Council for official approval
soon.
ment team and the employ
ees.”
The management structure
will include an owner board
that will meet regularly, and
eventually an advisory board
comprising community lead
ers.
The BJC Medical Center
Authority will continue to
serve as directors of the medi
cal center's foundation, a fund
raising arm of the facility.
“We're trying to get physi
cian input to make the facil
ity a better place,” Clapp
explained. “We want to earn
(the public's) business. We
have to earn a good reputa
tion. We have to earn those
relationships. We want peo
ple to choose to stay at BJC
as opposed to going down
the road to Athens or down
the road to Gainesville or to
Atlanta.”
Clapp said the goal is to
“get our share” of the people
who currently go out of town
for health care.
“The staff here is top-notch,”
he said. “They are all board
certified, just like the hospi
tals in the bigger communi
ties. You get more personal
service and you can go to the
emergency room and not have
to wait for hours.'
In addition to BJC Medical
Center, Restoration owns
Woods Memorial Hospital
in Etowah, Tenn., and
Cumberland River Hospital in
Celina, Tenn., and manages
Claiborne County Hospital,
Tazewell, Tenn.

the fire districts. That issue
may be addressed “as time
goes by,” but not immedia
tely, he added.
Another service with great
er potential of being consoli
dated soon into a countywide
program is animal control.
Each of the nine cities and
the county handle animal
control differently.
Jefferson, Commerce and
Pendergrass provide their own
animal control service, while
the other cities have contracts
with the county to provide
animal control. Talmo is con
sidering its options for animal
control.
But officials from Jefferson,
Commerce and Pendergrass
each said they want the coun
ty to provide animal control in
their cities. They cited aging
equipment as a key reason for
the proposal. Jefferson mana
ger John Ward added there's
also duplication of services,
at times, with animal control.
“Sounds as though it’s
moving to a countywide ser
vice,” Bicknell said.
While Jackson County has
animal control, it doesn't
have a shelter to keep ani
mals. Jefferson, Commerce
and Jackson County each use
a limited number of pens at
the Commerce Veterinary
Hospital for animals.
“We all use the same vete
rinary clinic,” said county
manager Darrell Hampton.
“We all deal with the same
challenges from the modest
number of pens.”
The issue of animal control
is expected to be addressed
again at another meeting.
“We need to study this and
come back with some propo
sals,” Hampton said.
Jackson County and its
cities will hold another meet
ing to discuss the shared serv
ices agreement — as mand
ated through House Bill 489
— on Wednesday, April 7,
from 9 a.m. to noon, at the
fire training facility class
room.
That's when officials are
expected to discuss potentia
lly contentious issues in the
agreement — such as water
and sewer service area maps.
The last time that Jackson
County adopted its shared
service agreement in 2004,
water and sewer issues were
among the most debated
topics between the county
and the cities.
The county and its cities
plan to adopt the shared ser
vice agreement in June. The
state requires that the docu
ment, along with its compre
hensive plan, be completed
by October.
