Strange trip leads to man rummaging in garage
A JEFFERSON family awoke early
Friday morning to find an apparently
drunk man rummaging through their
vehicle and garage, according to police.
The man — identified as Phillip Joseph
Short, 33, of Rome — woke the hom
eowners of a Pintail Lane residence when
he started looking through one of their
vehicles in the driveway, according to an
incident report. A person inside the house
called 911.
Short then used a garage door opener in
the vehicle to get into the garage, where
a Jefferson police officer later found him
shortly after midnight.
Short, who had a strong odor of alco
hol on him, was placing items from the
garage in a book bag, police said. The
items included two sodas and a set of
state quarters.
After arresting Short, an officer asked
him if he had been drinking. Short said
he been drinking alcohol the previous
four days. One of the homeowners also
found a cold beer in the garage.
Short wasn't sure where he was at, but
said he had been walking for days from
Rome.
One of the homeowners later spotted
an unfamiliar pick-up truck at a nearby
house. That vehicle — which had a
license plate registered in Floyd County,
where Rome is located — had numerous
items in it, police said.
Besides empty containers of beer and
alcohol, the vehicle also had a number of
landscaping equipment, Social Security
cards, a couple of purses, several wallets
and a driver's license issued to a black
woman.
Jefferson police said the vehicle was
reported stolen in Floyd County and it
didn't appear that any other vehicles or
houses in the Mallard Cove subdivision
were vandalized.
During the incident, Short said he felt
dehydrated and needed an ambulance. He
was taken to Athens Regional Medical
Center, where he was treated for dehy
dration and released to police. He also
said he had taken a large number of
unknown pills.
While at the hospital, Short told a
Jefferson officer that he believed he was
in Marietta. Before going to the house
where he was located, Short said he
went to the residence of nearby Gwinnett
County officer who lived in the neigh
borhood. There, Short said he knocked
on the officer’s door and sat on the front
porch begging for help.
Short was taken to the Jackson County
Jail. He was charged with burglary, pos
session of a stolen vehicle and entering
a vehicle with intent to commit a theft
or felony.
Dog attacks woman, causes multiple injuries
THE OWNER of a "vicious”
dog that attacked a woman in
a Jefferson neighborhood may
face animal cruelty charges,
according to police.
The woman — who was
checking on the dogs of a
neighbor while he was out
of town — was attacked by
one of the dogs and sent to
Athens Regional Medical
Center, where she spent eight
hours at the hospital receiving
medical treatment.
“If it fractures a woman's
arm and causes 26 stitches
— and that's an adult — I
wouldn’t want it hurting a
kid,” said Jefferson police
chief Joe Wirthman.
The attack occurred on
Wednesday, June 30, in the
Bailey Farms subdivision, at a
Bailey Drive residence.
After the attack, a police
officer and an animal con
trol officer tried to capture
the dog, but it became more
aggressive during one con
frontation. The police officer
shot at the dog, but it ran into
a wooded area, according to
Wirthman.
Jefferson police spent
two days trying to find the
50-pound bulldog that they
considered "vicious” before
it returned to its residence on
Thursday evening.
While trying to apprehend
the dog with a catch pole,
the dog became aggressive
again and it was shot by an
officer, Wirthman said. The
dog’s body is being evaluated
for rabies.
Wirthman said police don’t
know if the vicious dog was
extremely mean or infected
with rabies.
The dog was one of two
dogs kept at the Bailey Drive
residence in a kennel in
the garage without ventila
tion, and little food or water,
according to police.
The second dog was taken
by an animal control offi
cer to Commerce Veterinary
Hospital, Wirthman said.
Police contacted the dogs'
owner, who was in New York
for a civil case and couldn’t
return to Jefferson, Wirthman
said.
An incident report said the
owner refused to return home
to help search for the vicious
dog and showed no concern
for the injured woman.
As a precaution, the woman
received a tetanus shot and
antibiotics, police said.
Following the results of addi
tional medical lab work, she
may be started on a treatment
for rabies exposure.
The owner may be charged
with animal cruelty, Wirthman
said on Friday.
State troopers investigate
fourteen traffic crashes
Electrical problem
causes fire at trailer
STATE TROOPERS from
the Athens Post of the
Georgia State Patrol inves
tigated 14 traffic crashes
during the month of June in
Jackson County.
Troopers said that the
traffic crashes resulted in
21 injuries and one death.
Forty traffic citations
were issued in the county
during the month. The total
includes five arrests for
driving under the influence,
14 citations for speeding
and five seatbelt violations.
Troopers also issued 51
warnings.
Jefferson man charged
in shooting incident
A JEFFERSON man was
arrested in a shooting on July
4.
Douglas Ray Brammer, 46,
was charged with aggravat
ed assault and stalking and
remains in the Jackson County
Jail.
Sheriff's deputies respond
ed to 1124 Mitchell Road,
near Dry Pond Store, on
Sunday July 4, in reference
to a shooting. A man reported
that Brammer had been in the
woods behind his home earlier
in the day stalking him and his
wife and, when confronted,
had ran into the woods.

rocks at the victim who then
shot at Brammer twice, strik
ing him once the leg.

AN ELECTRICAL fire
caused a blaze under a
Braselton trailer on Thursday,
according to the West Jackson
Fire Department.
A man at a double-wide
trailer on Cooper Bridge Road
said there was a fire in a
crawlspace under the trailer
and that it was coming out
of the walls. He turned off
power to a breaker box before
firefighters arrived.
There was no fire or smoke
showing from the exterior of
the residence when firefight
ers arrived, but the crawlspace
had smoke and smoldering
insulation.
The fire was extinguished,
and firefighters checked for
additional blazes in the trailer
using traditional methods and
thermal imaging cameras.
The West Jackson Fire
Department said the blaze
was caused by electrical arc
ing at the breaker box. The
homeowners said they have
had electrical issues recently.
Firefighters told the hom
eowners that an electrician
should repair the trailer's
electrical system.
The Jackson County
Correctional Institute Fire
Department and the North
Jackson Volunteer Fire
Department were dispatched
to the incident, and provided
overhaul and exterior sup
port.

although there were no inju
ries in the incident.

Office last week include the

•public drunkenness at
a Wehunt Road, Hoschton,
address, where a man said
another man was urinating in
his yard.
•burglary at an Ednaville
Road, Braselton, address,
where a man said a deacon
at his church reported that
someone stole a base guitar
and electric flat top guitar
from the church. The deacon
had noticed that glass from a
window was missing when he
arrived and then discovered
the theft.
•criminal trespass at a
Hickory Walk, Hoschton,
address, where a woman
said there have been sev
eral incidents of vandalism
at the neighborhood pool at
The Village at Hoschton. The
woman said she had items left
at the pool by the vandals, but
she had been unable to give
them to a deputy for an inves
tigation. She asked another
deputy to take them to the
deputy investigating the case.
The items included two terry
cloth robes from Chateau
Elan, a pair of flip flops, two
beer cans and an empty water
bottle.

Hoschton, address, where a
man said an air conditioning
unit was stolen from a house.
The man said he checks on
foreclosed houses in the
neighborhood because of pre
vious problems. The man also
reported that a hot tub was
stolen from another residence,
after someone cut the screen
of a back porch. A deputy said
one of the walls around the
screened porch was torn down
and the hot tub was stolen.

had a dispute about one of
them moving into a residence
with another.

where a woman said someone

two brothers were involved in
a minor scuffle.

where a man said a window
on a rear door of a building
on his family’s property was
broken. Nothing was taken
from the residence.
•domestic dispute at a
Whitney Road, Jefferson,
address, where a woman said
her step-daughter was at her
house and refused to let her
in. The woman tried to push
the step-daughter out of the
way and the step-daughter
kicked the woman in the
stomach. Later, a deputy was
stopped at a gas station by the
step-daughter, who said she
recently moved in with her
father. The step-daugher said
she got into a scuffle and she
was held down by her father
and threatened with the knife.
The deputy said she had a
small cut on her ankle and
a bruise. The step-daughter
was taken to the residence
by a deputy to get her per
sonal belongings. The deputy
said no arrests were made
because of insufficient prob
able cause.

bers had a dispute about mar
tial problems and a dog. A
man who had a previous his
tory of drinking and domestic
violence apparently threat
ened to harm a dog and was
injured by the dog. One of

her get her personal items
from the residence.
