The Jackson County Area Chamber of
Commerce is hosting a Town Hall Meeting on the
upcoming SPLOST vote on Wednesday, August 18
at 8:00am in the Auditorium at Jackson EMC. The
meeting is open to the public and a light break
fast will be served.
"The purpose of the meeting is to present
information to Jackson County citizens on how
the proposed renewal of SPLOST will impact the
County and its Municipalities," said Shane Short,
president/CEO of the Chamber. According to the
Intergovernmental Agreement between Jackson
County and its nine municipalities, should the
voters approve the upcoming renewal of SPLOST,
it would generate an estimate of $47.5 million for
capital projects and reduction of existing debt.
"Renewal of SPLOST is very important,"
said Short. "Of the estimated $33.7 million allocated to the County, $23.7 is earmarked for jail debt
service. That's 70% of the County's portion going to pay down existing debt on the jail."
According to Short, if just the jail debt was transferred from SPLOST to the general fund, and if
the Commissioner's raised taxes to simply make up this shortfall, the millage rate for property owners
would go up approximately 1.72 mills.
"Presently, the value of one mill is equal to approximately $2,304,376 on the County tax digest.
Therefore, if we quantify, in terms of our current net taxable digest value, the additional millage needed
for debt service for the jail on an annual basis ($3,957,943) would equate to approximately 1.72 mills,"
said Short. "Moreover, the impact on a home with a fair market value of $125 thousand with a $2 thou
sand homestead exemption would be $84.62 of additional tax. Likewise, the impact on a $150 thou
sand home would be $101.82," Short continued.
This is the fifth SPLOST placed on the ballot for Jackson County residents. Projected collections
are down from SPLOST Four by approximately $3.5 million. This is due primarily because of the down
turn in the economy and the lack of sales tax collections.

Leadership Jackson recently celebrated the graduation of its
Class of 2010 and kicked of the beginning of the Class of 2011. The
event was held Thursday, July 28 at The Georgia Center for Continuing
Education at the University of Georgia in Athens. The Class of 2010
adopted the Jackson County Literacy Program for their project and
presented the organization with a check for $5,000 at the
graduation.
