DON STEWART, Jackson Electric Membership
Corporation (EMC) Jefferson district manager for 19
years, has announced he will retire in early 2011 following
20 years of service with the cooperative.
Scott Martin, Jefferson district senior
commercial/industrial representative has
been named to succeed Stewart. The dis
trict serves about 43,000 meters in Barrow,
Jackson and Banks counties with 66
employees.
“Don made a big impact during his years
of service, both to the communities in the
Jefferson District and to our organization.”
said Jim Crawford, vice president of cus
tomer/district services, in a statement. “He has overseen
a period of tremendous growth in the Jefferson District,
including a surge in commercial customers, and a 70 per
cent increase in meters in Barrow County alone over just
the last 10 years. Under his leadership, the district rose to
the challenge.”
Born in Rabun County and raised in Watkinsville,
Stewart graduated from the University of Georgia with
a bachelor of business administration degree. He joined
Jackson EMC in 1990 as Gwinnett district director-office
services and was promoted to the newly created position of
Jefferson district manager in 1991.
Stewart’s contributions to the area community include his
service as a member of the Winder-Barrow
Rotary and the Barrow County Economic
Development Commission, where he served
as chairman of the marketing subcommit
tee. He is also a member of the chambers
of commerce in Barrow, Jackson and Banks
counties, where he has served in various
leadership capacities, including chairman of
the Banks County chamber.
Martin joined Jackson EMC in 1995 as a
commercial/industrial marketing represen
tative after working with Oxford Industries in Monroe as a
co-op and division engineer for six years.
He received a bachelor’s degree in industrial engi
neering technology from Southern Polytechnic State
University. Martin is also a graduate of the Georgia
Academy of Economic Development, University of Georgia
Management Development Program, the National Rural
Electric Cooperative Association (NRECA) Management
Internship Program and Leadership Jackson.
“Scott brings to this position a wealth of business and
community leadership,” said Crawford. “During his ten
ure with Jackson EMC, he has led economic development
efforts throughout the Jefferson District during the most
active period in the district’s history. He has served on
numerous civic and professional organizations and forged
lasting relationships with national developers, Realtors,
construction management companies and engineering
firms.”
Currently serving a third five-year term on the Jackson
County Industrial Development Authority, where he has
been elected chairman for 11 consecutive years, Martin
developed the public/private partnership of IDA, City
of Commerce and Rooker & Associates that led to the
Commerce 85 Business Park.
He has served on the board of the Jackson County
Chamber of Commerce for 13 years, serving as chairman
in 2006; has chaired the economic development committee
for eight years, establishing the ongoing “Developers Days”
in 1999; and was named the chamber’s 2001 “Volunteer of
the Year” and 2009 “Citizen of the Year.” He is a member
of the Georgia Economic Developer’s Association, Jackson
County Comprehensive Plan Committee and Jackson
County Roundtable.
In addition, Martin is a member and past president of
the Commerce Kiwanis Club, an active member of the
Barrow County Chamber of Commerce and Banks County
Chamber of Commerce, and has been involved with the
Jackson County Habitat for Humanity, Tumbling Waters
Society and Jackson County Boys & Girls Club.
