Braselton CID picks logo

munity Improvement District
(CID) — the group responsible
for the town’s LifePath — has
picked a logo.
The CID board of directors
selected a logo that features the
key concept of the LifePath
— which will connect residents
to businesses along Ga. Hwy.
211. The 10-foot wide multi-use
path can be used by pedestrians,
cyclists, and those driving golf
carts and Segways.
The Braselton LifePath will
be installed in existing rights-of-
way along Ga. Hwy. 211 from
the Liberty Village development
to the RiverStone Park subdivi
sion. It will also continue down
Thompson Mill Road (Ga. Hwy.
347) past a residential gate to
Chateau Elan and a new hos
pital to eventually connect to
The Village at Deaton Creek.
The LifePath will further extend
down a small section of Liberty
Church Road to the Braselton
Mulberry RiverWalk at the
Barrow/Jackson county line.
Currently, the first segment of
the LifePath — from The Gates
of Braselton subdivision to the
intersection of Ga. Hwy. 211
and Thompson Mill Road — is
almost complete. It is expected
that the entire LifePath will be
finished sometime in 2012.
The 1.7-mile LifePath is the
only project of the Braselton
CID — a self-taxing district
among the owners of 24 com
mercial properties along Ga.
Hwy. 211.
During a brief called meeting
Sept. 16, the CID board of direc
tors set the millage rate for those
commercial properties in the

Barrow County portion of the
district at 5.0 mills. The group
had previously set the millage
rate also at 5.0 mills for those
properties in Gwinnett and Hall
counties.
The Braselton CID has taken
a $450,000 loan to fund con
struction of the LifePath and
plans to use property tax revenue
collected within the district to
repay the loan.
Guy Herring, the administra
tor of the Braselton CID, told
the board of directors that he
is continuing to look at a state-
funded grant to help pay for
construction of the LifePath.
The Georgia State Road and
Tollway Authority (SRTA) has
grant money earmarked spe
cifically for CIDs, according to
Herring. There’s no deadline to
apply for the funds.
Herring said he has been in
discussions with officials from
the SRTA to determine if the
Braselton CID is eligible for
grant funds, which are collected
through the state’s motor fuel
tax.
In other business, the Braselton
CID board of directors named
Crash Media to launch the
group’s website. The company
also designed the CID’s logo
and promotional materials.
Herring said he expects that
a website may be launched in
five weeks.
Peace Place holds art exhibit
AT THE 11TH annual candle light vigil Tuesday, Peace Place also
opened an art exhibit to be on display all month at the old Barrow
County courthouse as a tribute to victims of domestic violence. The
exhibit features the works of artists such as June Frazier Johnson and
Barbara Odil.
Additionally, the Banks County Lunch and Learn to be held from
11:30 a.m. to 1 p.m. Thursday, Oct. 13, at the Banks County Parks
and Recreation Department will focus on domestic violence aware
ness. The program will feature a victim and survivor panel.
A second annual Giving Campaign will kick-off with breakfast
from 7:30 to 8:30 a.m. Wednesday, Oct. 19, at Constance Manor,

Peace Place is a safe haven for victims of domestic violence. Peace
Place offers a crisis hotline, shelter and transitional housing, as well
as outreach services, legal advocacy and counseling.
Shopping center gets new owner
THE VINEYARDS at
Chateau Elan is one of 36 shop
ping centers in the nation that
will get a new owner, according
to a press release.
Equity One, Inc., announced
on Sept. 26 that it has entered into
an agreement with Blackstone
Real Estate Partners VII to sell
the shopping centers for a total
of $473.1 million. Most of the
shopping centers are located in
the Atlanta, Tampa and Orlando
markets and many are anchored
by Publix stores.
The Vineyards at Chateau
Elan is located on 10.33 acres on
Ga. Hwy. 211 and is anchored
by a Publix store. Equity One
purchased the development in
2004 for $ 13.2 million, although
it is currently valued at $5.8 mil
lion, according to the Barrow
County tax assessors website.
The development was built
in 2002 and includes about
80,000 square feet. Equity
One didn’t specify in its press
release the individual amounts
of the shopping centers that
Blackstone Real Estate
Partners is purchasing.
Closing on the real estate
transaction is expected to hap
pen in the fourth quarter of
2011.
Equity One intends to use the
proceeds from the sale to retire
debt, fund its redevelopment
pipeline, for future acquisitions
and other corporate purposes.
Equity One estimates that
as a result of entering into the
transaction it will recognize a
net impairment loss of approxi
mately $32.0 to $36.0 million in
the third quarter of 2011, which
includes approximately $17.0
million related to unamortized
debt discount costs on mort
gages that are to be assumed by
the buyer. Once there is more
certainty on the exact closing
date. Equity One will update
its 2011 earnings guidance. The
company’s previous guidance
specifically excluded impair
ment related charges and trans
action costs and did not include
the other effects of the sale of
income producing properties,
according to the press release.

HOSCHTON COUNCIL HONORS CERT
The Jackson County Community Emergency Response Team (CERT) was given the Outstanding Citizen Award
by the Hoschton City Council on Monday. Hoschton Mayor Erma Denney gave the group a plaque noting the
volunteers’ commitment to safety in the city during special events. Council member Theresa Kenerly called
the group the city’s “guardian angels” for helping at special events. The CERT program trains citizens about
disaster preparedness to help their communities in the event of an emergency. Volunteers also help in other
capacities in their communities when emergency responders are not available. The Jackson County CERT has
35 members and six potential members currently attending a training class. About a dozen members attended

Cities, schools again applying for sidewalk grant
THE TOWN OF Braselton,
City of Hoschton, West
Jackson Primary School and
West Jackson Intermediate
School have teamed up to
renew their application for
the Safe Routes To School
Infrastructure Grant Program
administered by the Georgia
Department of Transportation.
Starting last year, the groups
formulated a plan to use the
program funds to develop
pedestrian facilities within a
one-mile radius of the schools
to link 11 single-family subdi
visions with 496 lots and three
apartment complexes with 57
units to West Jackson Primary
School and West Jackson
Intermediate School located
between the Town of Braselton
and the City of Hoschton.
The plans include infra
structure that gives greater
accessibility from the schools
to public spaces that the stu
dents often frequent, such
as, the Braselton Library,
the Braselton Park and the
Hoschton Park.

PUBLIC HEARING
The Arcade City Council will hold a PUBLIC
HEARING on Monday, October 10, 2011,
beginning at 6:00 p.m., in City Hall, 3325
Athens Highway, Jefferson, GA, to consider the
following two items:
1. Annexation and Rezone request from
Walton Georgia, LLC., and Walton
International Group (USA), Inc. to annex
and rezone parcels 056-019A (both sides of
B. Whitfield Rd.) and 056-013 from AR
(Agricultural Residential) and R1 (Single
Family Residential) respectively to PCD
(Planned Community Development) and
combine with and rezone parcels 055-
015,055-015D, 056-007, 056-008, 056-008A,
and 056-008C from PCD to PCD to allow for
a master planned development encom
passing approximately 1600 acres along

tation money and there is no
requirement for any matching
contributions from local gov
ernment or boards of educa
tion and does not in any way
affect current school transpor
tation opportunities.

Public Hearing
The Jackson County Board of
Commissioners held a public hearing on
September 19, 2011 at 6:00 p.m.and tabled
the case until Monday, October 10, 2011 at
6:00 p.m. to rehear the case at the Jackson
County Courthouse in the Jury Assembly
Room at 5000 Jackson Parkway, Jefferson,
Georgia, to consider the following matter:
