Man sentenced
for ‘cargo theft’
A man charged with the theft of nearly $1 million worth of
household products has been sentenced to 10 years in prison, 20
years probation and fined $220,000.
Russell Scott Tittle, 44, was sentenced recently in Superior
Court of Jackson County after he pleaded guilty to four counts
of cargo theft.
Tittle was a contract employee for Reckitt Benckiser, which
reported two missing trailers outside the warehouse on HD Rob
inson Boulevard in Pendergrass in April 2015.
He was hired to move trailers around and was the last person
with access, an investigation by the Jefferson Police Department
found.
“Both trailers had merchandise on them and were supposed to
be taken to Old Dominion and were to be transported,” said Sgt.
James McNatt with JPD. “Eventually, they recovered their own
trailers on their overflow lot and they were empty.”
Stolen items included Lysol products, Mucinex DM and con
diments like ketchup and mustard, McNatt said.
Tittle was arrested by Georgia Bureau Investigation agents in
Habersham County.
GBI Special Agent Mark Lavender said in 2015 some of the
missing items were recovered. He would not talk about details
of how much and where.
Cargo theft was made a felony in Georgia in 2014.
JCSO incidents - Braselton
Thief nabs pennies
A man said someone broke into his Braselton residence and
stole $40 worth of pennies.
Officers with the Jackson County Sheriff's Office were called
to Copper Bridge Road on reports of residential burglary. A
man said someone broke into his house sometime in the past
two weeks, looked over several valuable items, but stole ajar of
pennies kept in a drawer in his bedroom.
He caught the suspect on a deer cam. He appeared to be a
white man wearing dark clothing.
A bathroom window had been left open. The complainant
suspects that's how the man got inside.
Officers spoke with neighbors, who didn’t have any informa
tion. One woman said she’s seen strange people walking nearby
and said a skinny, white man often walks in the area.
OTHER INCIDENTS
Other incidents reported to the JCSO in Braselton were:
•information on Hwy. 53 where a man said his boat was sto
len. He parked the boat at a relative’s house in 2015 and hadn't
gotten a response from the suspect for six months. The suspect
reportedly moved and someone told the complainant his rela
tive’s boyfriend sold the boat.
•information on Ednaville Road where a man went to pick
up his daughter who is staying with her grandfather. The girl
refused to go with her father and said she’s afraid of him. The
man said he understood but said it hurts that she doesn't want
to see him.
•possible identity theft and attempted theft by deception
on Davenport Road where a woman said someone called her
claiming her grandson-in-law was in jail in New York and she
needed to send $1,900 to get him out of jail. The grandson was
in Florida.
•civil dispute on Davenport Road where a man wanted
the county roads department to stop mowing the roadside on
his property fearing they would damage the water meter. He
reportedly placed signs up. An employee told officers the man
approached them with a revolver on his shoulder and said if they
came back onto his property, they’d be sorry. The complainant
eventually spoke with the roads superintendent and the issue
was resolved.

Man in dispute over
children with wife
A man said his wife would not let him see their two children.
He said they had been separated for a year and he was seeking
a divorce.
He was concerned about the children’s safety, he said, because
their mother uses methamphetamines and so do the men she has
been staying with.
The children have seen acts of family violence in the past.
He said one of her boyfriends has been arrested and she has
been seeing his cousin, who he also described as a drug dealer.
OTHER INCIDENTS
Other incidents reported to the Arcade Police Department
recently include :
•a man said two men handed out fliers about buying damaged
or wrecked vehicles. It occurred while his 16-year-old daughter
was home alone. She did not go outside. He called the number
and told the man he talked with he did not want them to come
on his property. He said the man “cursed him out and told him
he couldn’t tell him what to do.” Then he hung up.
•two wrecks with no injuries were reported. Both were at the
intersection of Highway 129 and state Highway 82.
City of Hoschton
REQUEST FOR BIDS
The City of Hoschton will be taking sealed
bids on the construction of a free standing
single restroom with a sink and toilet. The
roof will be shingled and the siding will be
HardiePlank. The approximate size will
be 5X7. The construction will be locat
ed next to the stage area at City Hall. For

Neighbors argue over dog
A man said his wife and he had an
“issue with their neighbor.”
The wife said they had an argument
and she felt as if the neighbor “made a
suggestive threat” toward them.
She said they heard their dog barking
and her husband went outside and saw a
dog with no collar roaming around. He
made a picture of the dog and posted it
on Facebook.
The husband said the neighbor came
outside and began calling the dog. He
later talked to her and she was upset he
had posted the picture.
The neighbor’s wife said her husband
was behind her, but “began to step
closer” to the other man and had his
fists clinched “in what appeared to be a
fighting stance.”
WATER CAUSE OF DISPUTE
A man complained that his neighbor
sent him a letter threatening to cut off
his water.
The man’s water line comes across
the neighbor’s property.
The two also have disagreed about the
shared drive.
The neighbor said he needed to move
the water line so he could do yard
repairs to prevent flooding.
He also said two lawyers told him to
send a letter giving the man 30 days to
move the water line and to cap it if it had
not moved it.
WOMAN SCAMMED
BY NIGERIAN MAN
A woman said she met a man from
Nigeria on Facebook.
She said he promised to marry her,
sent her two dozen roses for Mother’s
Day and gave her money to help with
her granddaughter and herself.
He sent her a check for $4,800 and
told her to send him a check for $3,000.
She said the bank told her the check
cleared but it did not. The check was
altered and fictitious, according to the
bank.
The man removed his contact infor
mation from Facebook.
OTHER INCIDENTS
Other incidents in the Jefferson area
reported recently to the Jackson County
Sheriff’s Office include:
•a man said a car he bought recently
was stolen from the drive of his house
while he was gone to Grayson between
about 12:30 p.m. May 12 and 9:12
p.m. May 17. He said he bought the car
about a month ago and he had not had
the money to register it in his name.
Insurance was in his girlfriend’s name.
He said he had oxycodone, most of the
clothes he owns and a large number of
tools in the vehicle. He said it also had a
sound system in it.
•a man said a woman and he had an
argument. She took $5 from him and
damaged his windshield. She came back
in the middle of the night and slept in his
truck. In the morning, she started getting
her stuff. He asked, “What her plan was
and that is when she lost it.” The woman
grabbed the jack out of the truck and
smashed his windshield. He said she
went into the woods.
•a man said he had gotten multiple
calls from an unknown number. A dep
uty listened to a voice mail, which said
if he did not call back and pay a fine,
he would “receive a court date and a
warrant would be issued for his arrest.”
The man said he did not pay any money
and did not answer numbers he does not
recognize.
•a woman reported an argument with
a man. He said they argued because she
lost $100. Both said no physical contact
was involved. She said he accused her
of hiding the money from him. She said
he "threw his arm at her while she was
driving,” but she blocked it.
•the owner of Tabo's Food Market
said he bought two vehicles for a man
who worked for him. A Toyota Camry
was bought in 2014 and a Toyota Rav4
was bought in September 2016. The
man no longer works for him and he
can't reach him by phone. He said the
vehicles were a loan, not a gift. The
worker’s phone is no longer connect
ed.
•a man on Athens Street said his
house was broken into between 9:45
and 11:30 a.m. while he was at a
doctor’s appointment. He said a pane
in a kitchen window was broken to
gain entrance. Blood was found in
several rooms, apparently from the
suspects cutting themselves on the
window. Nothing was found missing.
Four blood samples were taken.
•a man on Lebanon Church Road
said a burglary was committed at his
house. He found a small, red flashlight
in his drive that he knew belonged to a
man who had been to the house when
his mother and stepdad lived there.
The man said a generator, jet heater
and dehumidifier were taken from a
basement of a house where no one
was living.
•a man said someone tried to get
into a shed on his property. There had
been reports of people on the property.
Pieces of wood were nailed to the top
and bottom of the doors of the shed.
The top piece had been broken.
•a man said he was forced off Inter
state 85 going north by a tractor-trail
er. He said the truck went from the
right lane into the left lane beside him
about the 136-mile marker. He said he
had to drive on the shoulder to avoid
the truck coming into his lane. He hit
some debris and got scratches on the
lower body on the driver’s side.
•a woman said she had a temporary
protective order against her husband.
in Jefferson
The TPO said he had to pay the bills
and utilities until their divorce is final.
She said he was not paying the bills. She
also said he had not contacted her.
•a woman said she loaned her vehicle
to a man who did not return it. She said
it was an on-going issue and he had
borrowed her vehicle before and been
late returning it.
The vehicle was returned and he
retrieved his belongings.
•a man reported a stolen vehicle from
Screven County was found on Hunter
Road. The man said a second man had
taken the vehicle from “his secondary
residence” but also had brought the
vehicle to “his primary residence in
Jackson County while it was still dark.”
•deputies found a man and juvenile
girl in a car on Possum Creek Road.
The deputies “observed both parties
attempting to put their clothes on.” The
man said they were “hanging out” and
later said the girl was his sister. One
deputy said the man walked around
the side of the car with “no pants on
and hopping around in his underwear
while carrying his pants.” The girl said
they were changing clothes and “going
to have sexual intercourse,” but the dep
uties showed up. The girl’s mother said
her daughter knows the man, but is not
supposed to be with him.
•a woman said she was dropping
a friend off and the friend’s ex-boy
friend began yelling that her vehicle
was blocking his in the drive. The friend
and ex-boyfriend live together but are no
longer a couple. They also have children
at the house. The woman said her friend
was blocking the drive with her car,
keeping him from leaving. The man told
her to move her vehicle or he would call
the police.
•a woman said she was walking in
River Meadows Subdivision when she
saw a man throwing bags of trash on the
ground. She yelled at him to stop and
took her phone out and made pictures.
The owner of the car called after his
grandmother was told about the event.
He was cited for the trash and removed
it.
•a man said his girlfriend and he
had an argument. The girlfriend began
throwing her things around. He was
going to take her to her father’s but
she did not want to go because he is
sick. She said the argument was about
her dating her boyfriend’s brother 13
years ago. He thought the relationship
had re-started. The woman also said she
was afraid to leave her house because
she was afraid her parole officer would
call. If she didn’t answer, she would go
back to prison.
•a man reported another man was
“speeding up and down the streets with
in the neighborhood and driving reck
lessly.”
