JCSO arrests
Hoschton man arrested after using knife in fight
A Hoschton man was arrested last week after he
pulled a knife during a fight with a woman.
Billy Edwin Griffin, 54, 304 Cedar Rock Road,
Hoschton, faces charges of aggravated assault.
Griffin and a woman reportedly got into an argument
over doing the dishes. The woman reportedly asked
Griffin to wait to wash dishes until she got off the
phone, according to the Jackson County Sheriffs Office
report.
“No, b***h. You can use the phone in the other
room,’' he allegedly said.
The argument escalated from there, according to the
incident report. At one point, Griffin admitted to grab
bing a knife to scare the woman.
He allegedly leaned towards her with the weapon. She
was only a few feet away. He reportedly said if he was
going to use a knife, he was “going to make it good.”
The victim and another witness said Griffin also fol
lowed the woman to the bathroom and splashed water
on her.
The victim also said that when she threatened to call
the police, Griffin said, “I’ll just give them a reason to
come out here” while he was holding the knife.

er — probation violation on charges of aggravated

ville — giving false name, address or birthdate to a law

failure to appear on charges of criminal trespass; and
theft by taking.
•Cecil Dean Walker, 38, 332 Park Street. Pender
grass — possession of marijuana less than an ounce;
possession and use of drug-related objects; possession

methamphetamine; probation violation on charges of
burglary and second degree criminal damage to proper

NOTICE OF PUBLIC HEARING
Jackson County Board of Health Rules
and Regulations for Public Swimming
Pools, Spas and Recreational Water Parks
Pursuant to the Official Code of Georgia Annotated
Chapters 31-40-1 through 31-40-9 and 31-5, the Jack-
son County Board of Health is considering revising
the Rules and Regulations Public Swimming Pools,
Spas, and Recreational Water Parks. If adopted, the
Jackson County Board of Health will also recommend
that the Jackson County Commission adopt them as a
local ordinance.
A copy of these regulations may be obtained by email,
by calling the Jackson County Environmental Health
Office at 706-367-3643 or viewed at the local envi
ronmental health office, located at 260 Lee St., Jeffer
son, GA during normal business hours.
The Jackson County Board of Health solicits your
comments for this action. Comments can be made in
writing by mail to the Jackson County Environmental
Health Office to be received prior to the public hear
ing date, or orally at a hearing before a Hearing Offi
cer from 12:00 p.m. to 12:30 p.m. on Tuesday, August
8, 2017, in the Jackson County Health Department
auditorium, 623 South Elm Street, Commerce, GA
30529.
All comments received will be presented to the Board
at its regular meeting. This notice is issued pursuant to
the Jackson County Board of Health By-Laws.
JCSO - Pendergrass, Talmo
Woman reports
kidnapping, suspect
takes child to hospital
A woman reported a kidnapping in Pendergrass last
week after another woman took her toddler to the hospital.
Jackson County Sheriff's Office deputies were called
for an information report for an incident that took place
on Eagle Lane in Pendergrass.
A woman said someone took her 13-month-old daugh
ter without her permission. She said she allowed another
woman to watch her child while she went to Six Flags, but
one of the babysitter's friends took the toddler and refused
to give her back.
The suspect reportedly took the child to the hospital and
called the Department of Family and Children Services
after she changed the baby’s diaper. She allegedly saw a
rash on the baby and suspected she had been molested and
had a sexually transmitted disease.
The mother said the suspect sent her strange text mes
sages, demanding she come to her house and later to the
hospital.
The woman and her baby were reunited and the child
was cleared by doctors. They said there wasn’t anything
medically wrong with her.
The mother was upset the suspect took her child to the
hospital, made the allegations and contacted DFCS. She
said the suspect also took photos of her child’s genitals,
claiming it was for documentation.
An investigation is pending.
MAN SAYS HE WAS ATTACKED
A Pendergrass man said he was attacked and his truck
was stolen last week.
JCSO deputies were called to a Hwy. 60 location on
reports of theft by taking and battery.
The complainant said a man who lives with him
attacked him after he told him he couldn’t take his truck
to drive to cosmetology class. The suspect reportedly
punched the complainant in the nose and eye.
While he was cleaning himself up, the suspect alleged
ly stole the complainant’s truck. He wants to press
charges.
OTHER INCIDENTS
Other incidents reported in Pendergrass were:
•fraud on Old Gainesville Hwy. where someone
used a business’ bank account for a fraudulent trans
action. The complainant believes a former employee
scanned some of his checks multiple times.
•verbal dispute on Beck Road where a father and
son argued. The son, who admitted he has been
stressed over health problems, agreed to leave the
residence to keep things from escalating.
TALMO
Incidents reported to the JCSO in Talmo were:
•dispute on Benyon Creek Drive where neighbors
argued. One said the argument started after he con
fronted his neighbor about money and DVDs that he
owed him. As he was leaving the property, he reported
hearing a gunshot, but he wasn’t sure where it came
from. He suspects the neighbor shot at him. When
officers spoke with the neighbor, he denied shooting
the gun. He said the complainant keeps coming to his
property and he thinks he’s stealing things. He doesn’t
want him to come back to the residence.
•suspicious person on Old Gainesville Hwy. where
a juvenile sat on the side on the road. He had rolling
papers and burned marijuana “roaches” on him. Offi
cers gave him a courtesy ride.
PUBLIC HEARING
The Jackson County Planning Commission will hold a
public hearing at 6:00 p.m. on Thursday, July 27, 2017 at
the Jackson County Administration Building Auditorium,
67 Athens Street, Jefferson, Georgia 30549, to consider

3. Jackson County is proposing to adopt a new Unified
Development Code, official zoning map, overlay

driveways, parking and loading; signs and advertising
devices; soil erosion control, land disturbance and
development permitting; utility encroachment;
floodplain management; stormwater management;
buffers, tree protection and landscaping; zoning
amendments and procedures; variances, special
exceptions and appeals; subdivision of land; streets
and sidewalks; outdoor lighting; nuisances and

enforcement; and standard drawings.
The Jackson County Board of Commissioners will
address the recommendations of the Planning
Commission Board at a public hearing on Monday,
August 21, 2017 at 6:00 pm at the Jackson County
Courthouse, 5000 Jackson Parkway, Jefferson, GA
30549 in the Jury Assembly Room.
