Joe Alvin Brown, 73, passed
away Friday, July 28, 2017.
Mr. Brown was the son of
the late George A. Brown and
Geraldine Harrison Phillips. He
was a member of New Emman
uel Church
and also a
member of
the Winder
Masonic
Lodge. He was
Army veteran
a United States
and made his
career in law enforcement with
the Winder Police Department,
Phillips Correctional Institute
and the Barrow County Sheriff’s
Department.
Survivors include his wife,
Julia Carter Brown; children,
Travis (Sandy) Brown, Joey
Brown, Lisa (Bill Steed) Brown,
Debbie (Charlie) Greeson; broth

WINDER - Donald Casper,
65, passed away July 29, 2017.
A native and lifelong resident
of Barrow County, Donald was
the son of the late Herbert and
Irene McClellan Casper. He
was a former owner of P & H
Mechanical of Winder. Donald
was a 1970 graduate of Winder-
Barrow High School, where he
played on the football team as a
tackle and was a member of The
Church at Winder.
Family members include the
mother of his children. Pant Frost
Carter, Winder; daughter, Molly
Casper and son Michael Casper,
both of Winder; and brother, Tim
Casper, Winder.

Milton Coffia, 73, passed away
Wednesday, July 26, 2017, at
his daughter’s residence in Wat-
kinsville.
He was bom July 29, 1943,
in Piedmont, Ala., the son of
Fred Pierce Coffia and Lillie
Mae Motes Coffia. He served in
the United States Army and was
retired from
Ferguson
Enterprises as
a tiuck driver.
Mr. Coffia
was preceded in death by his
parents and his brother, Charlie
Leroy Coffia.
Survivors include his loving
wife of 52 years, Brenda Coffia,
Jefferson; daughter and son-in-
law, Sandra and Randy Carter,

Class. James
was a United
States Army
veteran and served in the Philip
pines during World War II. He
later retired as a Master Sergeant
in the Army National Guard. He
spent most of his life as a carpen
ter working for several compa
nies including his own. He was
member of The Masonic Lodge,
James was preceded in death
by his parents, John Smith Mann
and Lillian Brown Mann; his
first and second wife, Claudene
Eavenson Mann and Pearl Mann;
and 10 brothers and sisters.
Survivors include a daugh
ter, Brenda Meyers, Alpharetta;
a son, Wayne Mann (Brenda),
Conyers; sister, Gladys Sams,
Forest City, N.C.; eight grand
children; and 16 great-grandchil
dren.
Funeral services will be at 2
p.m. Thursday, August 3, in the

Matthew Kevin Wheeler, 41,
died suddenly on Monday July
17, 2017, at his residence in
Statesboro, Ga., follwing a heart
attack and COPD.
Matthew was bom in Com
merce and attended Commerce
City Schools except for his senior
year, where he graduated front
Jefferson High School in 1994.
He then attended Valdosta State
University and became a member
of the Kapaa Alpha Order and
graduated in 1997 with a B.A. in
finance. Afterwards, he moved
to Ponte Vedra, Fla. and worked
there for 18 years working with
multiple banks and financial
institutions, including SunTrust
Bank, BBVA Compass Bank,
Morgan Stanley, the Jacksonville
Bank, First Citizens Bank, and
RFW Wealth Advisors. Matthew
was a member of Rotary Inter
national and a member of Ponte
Vedra Presbyterian Church.
It was not until 2016 until he
moved back to Statesboro.
Survivors include his son,
Matthew Kevin Wheeler, II; his
daughter, Ella Morgan Wheeler;
ex-wife. Dee Anne Wheeler;
mother, Iris Wheeler; father,
Chuck Wheeler (Nicholson);
brothers, Bryan Keith Wheeler
(Jefferson) and Joshua Kyle
Wheeler (Statham); sister, Kim
berly Wheeler Bennett (Nichol
son); grandmothers, Betty Bolton

Rita ‘Meme’ Cook
Rita “Meme” Cook passed
away July 26, 2017 suddenly at
the age of 55.
Rita was bom June 5, 1962 to
the late Quilla Ardel Graham Sr.
and Annie Ruth (Allen) Graham.
Bom in Athens, she lived most of
her life in Madison County where
she attended Madison County
High School. She worked the last
17 years at Comar, where she had
recently been promoted.
Survivors include her mother
Annie Ruth (Allen) Graham,
Hull; husband of 37 years,
Mitchel Cook Sr., Homer; son,
Mitchel Cook Jr. and daughter-in-
law, Amber Cook, Colbert; two
grandchildren, Gracie Faith Cook
and Cooper Janies Cook, Col
bert; daughter, Mandy Allmon
and son-in-law Austin Allmon,
Bogart; three brothers and three
sisters, all from Madison County
and numerous nieces and neph
ews.
Rita’s greatest passions in
life were her grandbabies, (she
was, and will always be, the best
Meme ever), her children, and her
husband.
She was a lover of life and
enjoyed making people laugh,
while always being ready for a
good laugh herself. There was a
certain light that shined from Rita
which made people take to her
quickly. Her personality was one
that just seemed to draw others
in. When she would hug you, it
was with her whole being. There
was nothing quite like it and those
hugs and laughs will be dearly
missed.
Rita was willing to lend a help
ing hand to those who needed it.
She was a lady who worked hard
her whole life and made sure that
her family was well taken care of.
Even though Heaven gained an
amazing angel, those left here on
earth mourn such a great loss. She
will be thought of often through
out each day that remains for her
family and friends. Her smile,
hugs, and laughter will live on
in their hearts. Many tears have,
and will be shed, but I can hear
her telling all of us to suck it
up because we have a lot of liv
ing left to do and she is resting
peacefully in Heaven, where the
streets are gold and the sky is
always blue.

COLBERT - Rickey Kitch
ens, 59, passed away on Monday,
July 31, 2017, at the Piedmont
Athens Regional Medical Center
in Athens.
He was employed at Cer-
tainteed Corp for 36 years until
his recent retirement in February
of this year. To his family, friends
and coworkers he was known to
be a giving, loyal, and resilient
person with a sharp tongue and
even sharper sense of humor. To
his children, he was a wonderful
father whom they respected and
loved dearly. He was an avid
craftsman and outdoorsman who
could talk about trout fishing for
hours.
Mr. Kitchens was preceded in
death by his mother and father,
Anna Mae and J.B. Kitchens;
brother, Steve Kitchens; sister,
Sandra Jarrell; daughter. Sherry
Kitchens; and grandson, Vance
Najour.
Survivors include his daughter,
Ashley Kitchens, Colbert; sis
ter, Joyce Williams, Camesville;
brothers, J.T. Kitchens and Barry
Kitchens, both of Virginia, Mike
Sanders, Martin, Ga., and Toney
Kitchens; and several nieces and
nephews.
A celebration of life will be
held at a later date. All family and
friends will be welcome to attend.
