Woman arrested, man flees after chase
JCSO incidents - Commerce
Neighbors have conflicting
stories in dispute
A man called officers with the Jackson County Sher
iff's Office to his residence on Sandy Creek Road about
his neighbor’s dog coming onto his property to kill his
chickens.
The man said he fired his gun away from the dogs in an
attempt to scare them, but they wouldn’t leave so he just
chased them away himself.
That started an argument and he claimed that his neigh
bor threw a milk crate at him. He also said that in the past,
the neighbor threatened to burn his house down with him
and his mother inside.
The neighbor however had a completely different story.
She claimed that he yelled at her for going up to her moth
er’s house to do laundry, threw her clothes on the ground,
pulled the tarp off of the tent that she was living in, and
kicked over a barrel with the milk crate on top.
The man then changed some of his story and made no
mention of the dogs or shooting his gun. And he admitted
to throwing the clothes on the ground and pulling the tarp
off the tent.
OTHER INCIDENTS
Other incidents reported to the JCSO in Commerce
were:
•financial transaction card fraud on Kathryn Drive
where a woman complained about her daughter-in-law
stealing her debit card and using it.
•verbal dispute and criminal trespass on Woods Bridge
Road where a man would not allow his brother to stay at
his house because of past issues and he wanted the brother
criminally trespassed.
•harassing phone calls on B. Wilson Road where a
woman complained about another woman constantly
accusing her of stealing her car.
•damage to a vehicle on Hwy. 15 where a tire came off a
vehicle, causing damage to the front bumper.
•child custody dispute on Ridgeway Way where a
woman complained about the father of her child being
on vacation and not able to return the child to her at their
scheduled time.
•verbal dispute on Erastus Church Road where a married
couple were arguing about the wife tracking the husband
via his phone.
•theft by taking on Steven B. Tanger Boulevard where
a woman complained about her brother laying their shop
ping bags down and them being gone when they returned
to them. Security footage from Tommy Hilfiger showed a
woman grabbing and taking the bags.
•suspicious activity on B.T. Minish Road where a man
complained about a wrecker driving onto a property he
owns late at night. The resident at the property told the
man that her vehicle was being repossessed.
•civil dispute and criminal trespass on B. Wilson Road
where a woman complained about her grandmother not
letting her and her boyfriend back to her residence to pick
up the rest of their belongings. However, the grandmother
refused to let them in and told them that all of their belong
ings were in a vehicle of theirs that was repossessed.
•vehicle taken without permission on Hoods Mill Road
where a woman complained about her cousin taking her
vehicle during a party, driving it to Stephens County and
getting in an accident there.
•theft by taking on Hwy. 82 where a woman working at
a gas station told police a man left without paying for $55
worth of gasoline.
•information on North Bowden Street where a woman
complained about someone stealing $10,000 from her
residence.
•suspicious activity on White Hill School Road where a
man caught two men trying to steal bales of hay from his
elderly father’s property.
•stalking on B. Wilson Road where a woman and her
cousin complained about the cousin’s wife parked outside
of her apartment. The cousin said that his wife is not
accepting their divorce and follows him around.
•harassing emails on Mount Olive Road where a man
complained about his former roommate accusing him of
opening a Sprint account in his name and wanting him to
pay the bill.
•hit and run on Veterans Memorial Parkway where a
vehicle was rear-ended on Hwy. 441. The driver of the
vehicle tried to follow the other vehicle to get the driver’s
information but lost him.
•missing medication on Waterworks Road where a man
believes either someone stole pills from his bottle or that
the pharmacy gave him less than they were supposed to.
•theft by conversion and exploitation of the elderly on
W.L. Williams Road where a man complained about his
cousin stealing from their grandparents. He said that the
cousin has access to their bank information so she could
make their house payments but she had been funneling
money through PayPal to her account. The grandparents’
home was foreclosed on due to lack of payments.

PUBLIC HEARING
The Jackson County Board of Commissioners
will hold a public hearing at 6:00 p.m. on Mon
day, August 21, 2017, at the Jackson County
Courthouse at 5000 Jackson Parkway, Jefferson,
Georgia, to inform the public and take comments
on the abandonment of a portion of Big Bear
Road off of Savage Road and Highway 330. The
abandonment sketch is available for viewing at
the Jackson County Public Development Dept.,
67 Athens Street, Jefferson. GA during regular
office hours Monday thru Friday from 8:30 a.m.
to 4:30 p.m.
All interested parties are encouraged to attend.

One woman was arrested for a probation violation in Com
merce after a vehicle chase that started in Jefferson. The male
driver is also wanted after he fled the scene.
Laura Ashley Warren, 29, 3030 Davul Oaks Drive, Dacula,
was arrested for a probation violation. She was one of four
people involved in a chase with the Commerce Police Depart
ment, Jefferson Police Department and Georgia State Patrol.
The male driver, who has an active probation warrant,
refused to stop for JPD officers. The passengers in the vehicle
said they asked him to stop. He was reportedly afraid to go
to jail.
The driver eluded intervention attempts by officers includ
ing a tire deflation device.
At one point, a GSP vehicle was damaged during a pursuit
intervention technique. The suspect’s vehicle was involved in
the collision, but the driver regained control and fled towards
Commerce.
The suspect was reportedly driving 107 miles-per-hour on
Hwy. 98 (a 55-mph zone). Officers were eventually successful
in stopping the vehicle and the car lost control, left the road,
struck a power pole and street signs and overturned.
The driver fled into the woods.
The three others were extricated and two, including Warren,
were transported to Piedmont Athens Regional Medical Cen
ter. The third passenger refused treatment.
OTHER ARRESTS
Other arrests made by the CPD were:
•Joel Darrack Armstead, 26, 1149 W.L. Williams Road,
Commerce — possession of marijuana less than an ounce.
Armstead was pulled over for aggressive driving, displaying
exhibition of speed and illegal after-market exhaust after he
accelerated quickly. Officers had to tell him to turn the radio
down when they approached. Armstead was also allegedly
argumentative and began taking photos of the officer. After
Armstead got out of the vehicle, officers saw suspected mar
ijuana beside the car. They said Armstead threw the baggie
out when officers approached, according to dash cam video.
He was arrested and told officers he last smoked earlier in
the morning. Officers found three marijuana cigars inside the
vehicle.
•Richard Thomas Ginn, 53, 725 Carson Road, Commerce
— possession of marijuana less than an ounce and failure to
stop at a stop sign. Ginn was stopped for running a stop sign
and officers smelled marijuana in the vehicle. He first denied
smoking the substance, but later admitted it. Officers found
marijuana hidden in a cigarette pack.
•Kayli Nicole Nulph, 18, 108 Heritage Hills Drive, Com
merce — underage consumption/purchase/fumishing of alco
hol and disorderly conduct. Officers were called to an apart
ment pool for underage drinking. Nulph reportedly became
upset when a manager came to close down the pool. When
a property manager told officers to ban Nulph from the pool,
she repeatedly replied “bulls**t.” Officers warned her that if
she didn't stop cursing, they would arrest her. She didn't lis
ten. On the way to the jail, officers smelled alcohol and Nulph
admitted to having a beer.
•Madison Virginia Cagle, 19, and Nicholas Aaron Farmer,
21, both of 108 Heritage Hills, Commerce — disorderly
conduct. Cagle and Farmer reportedly got into a fight. Farmer
A man on Pleasant Acres Drive said another man was living
in the woods behind his house.
The man said the man had been living in the woods about
three months.
The property is owned by a bank, and the man did not have
permission to be there, he said.
The man was living in a small wooden building and three
tents.
He said he had permission from an adjacent property owner.
The person at that address said the man in the woods did not
have permission to be there.

County Sheriff’s Office recently include:
•a woman said she argued with her son over him living with
her. If she would buy him an air conditioning unit and give
him her spare refrigerator, he said he would move out volun-

them fell down the stairs. Cagle said she ran at Farmer and he
kicked her, which caused her to fall down the stairs.
•Jeremy Lee Elrod, 20, 335 Old Harden Orchard Road,
Commerce — two counts of warrant service. Elrod was
stopped for running a stop sign and arrested after officers
learned he had a warrant.
•Stewart Christopher Hines, 26, 2276 Basswood Drive,
Augusta — driving while license is suspended and speed
ing. Hines was stopped for speeding and officers learned his
license was suspended.
•Charles Cameron Sayne, 18, 296 Cedar Creek Drive, Alto
— possession of marijuana less than an ounce. Sayne was
the passenger in a vehicle pulled over for speeding. Officers
smelled marijuana and Sayne admitted the substance was his.
•Steven Eugene Morales, 25, 905 Wilson Cemetery Road,
Nicholson — disorderly conduct. Officers were called to a
convenience store after Morales and his girlfriend were report
ed for arguing. Morales was reportedly hostile and cursed
several times, despite being warned of arrest. He allegedly
told officers, "You might have a badge on, I'm a civilian, I pay
your f*****g taxes’’ and “This little dude right here (pointing
at an officer), this big a** fat dude right here.” Morales also
reportedly told his girlfriend that officers weren’t legally sup
posed to talk to them and told her to walk to the car. Officers
told him not to, but he said "watch me.” He was arrested, but
reportedly refused to put his legs in the patrol car and laid
down in the seat to stick his head out of a door that officers
were trying to close. During the drive to the jail, Morales
allegedly said he would be seeing the officer when he got out
of jail, that he would remember who the officer was and “f**k
the Commerce police.” Morales’ girlfriend and a juvenile who
was in the vehicle drove from the scene.
•Karina I. Starks, 41, 139 Linda Way, Cornelia — driving
under the influence (DUI)-alcohol, endangering life of a
child while DUI and failure to stop at a stop sign. Starks was
stopped for running a stop sign and officers smelled alcohol
coming from her. She said she only had one beer. During a
sobriety test, Starks said multiple times, “I can't even do this
sober.” She had a .095 blood-alcohol level on the scene (it was
.086 at the jail). She later told officers she had at least three
drinks. An 8-year-old girl was in the vehicle and released to a
family member.
•Marcus Michael Turner, 26, 149 Spruce Valley Road, Ath
ens — failure to appear. Turner was the passenger in a vehicle
pulled over for suspended registration. He was arrested after
officers learned he had an outstanding warrant.
OTHER INCIDENTS
Other incidents reported to the CPD were:
•criminal trespass on Madison Street Ext. where two juve
niles broke things inside a building.
•theft by deception on Piedmont Street where a man took
$400 from another man and reportedly had his truck towed to
Royston. He agreed to bring the money back.
•theft of lost or mislaid property on South Elm Street where
someone left a wallet in South Carolina.
•fourth degree forgery on Maysville Road where a man
cashed a check after altering it from $6.70 to $670.

slammed the door. She climbed into the bed of the truck and
sat down, trying to get him to talk. He backed down the drive,
then shifted gears and went forward, slamming on the brakes
and causing her to hit her arm on a piece of metal.
•a man on Silver Dollar Road said a former employee had
sent text and voice message about an item the man had. The
former employee said he was coming to get the item and “to
fight with” him.
•a woman on Bob Mann Road reported an argument with
a man she lives with. The argument was over when a deputy
arrived and they were in the swimming pool and drinking
beer.
•a woman on Beacon Drive said her son and daughter-in-
law left at 9 p.m. to get groceries and were not back at 3:45
a.m. She had the couple’s two small children and they bor
rowed their employers’ vehicle. The vehicle was not found in
the Beacon Hill Subdivision.

& Notice of Qualifying
Pursuant to O.C.G.A. §21-2-131 (a) (1)
the following qualifying fees were set by
the City of Jefferson Mayor and Council
in the January 23, 2017 meeting:
Mayor $216.00
Councilperson $75.00
The City of Jefferson will hold a General
Election on Tuesday, November 07,2017.
The offices to be filled for election are
Councilmember District 2, Councilmem-
ber District 4 and Mayor.
The last day a person may register and
be eligible to vote in the General Election
will be October 10, 2017.
The School Board Districts to be filled are
School Board District 2 and School Board
District 4 and School Board Chairman. The
qualifying fee for the school board districts
will be $36.00 and Chairman will be $54.00.
Qualifying for the offices listed above
will begin at 8:30 a.m. on August 21,2017
and will end at 4:30 p.m. on August 23,
2017. The General Election will be held
on November 7, 2017. Qualifying will be
held at City Hall at 147 Athens Street, Jef
ferson, Georgia 30549.
