Diana Food sewer plant bid cut, still held up
By Ron Bridgeman
The bid for a pre-treat
ment sewage facility at
the new Diana Food plant
at Banks Crossing has
been cut by nearly $1.2
million to fit Commerce's
available funds for it.
But the bid still has not
been awarded because the
Economic Development
Administration, which is
providing $1 million in
grant funds for the proj
ect, requires its approval
of the budget.
Commerce City Man
ager James Wascher said
after city council's meet
ing Monday that the city
has been trying to “hurry
up” the project and “it has
a lot of moving parts.”

CONGRATS TO FFA LAND
JUDGING TEAM! - Congratu

Area 2 Competition this past
week. With the win, the ACS
Land Judging team qualified for
the State Competition and will
compete against the top teams in
the State on November 17-18.
Land judging develops skills in
determining the best land use and
treatment practices to conserve
soil and water while utilizing the
land for its most intensive use. It
is one of many FFA competitions
held each year.
Team members include Matt
Kierulf (1st place individual), Nich
Hopper, Allie Marchman and Blake
Taylor. A big thanks to FFA Super

Division also may need
to approve parts or all of
the bid.
The council's next
chance to award a bid
will be at its work session
Oct. 2. Wascher said he
hopes to have it ready for
that meeting.
The Commerce City
Council did approve
agreements with the
Georgia Environmental
Financing Authority for
two loans for the infra
structure work. One is for
$5.35 million and is for
the pre-treatment sewage
plant. The second is for
$2.13 million and is for
water and sewer lines to
serve Diana Food.
Both loans are for 15
years and both have an
interest rate of 1.9 per
cent.
The low bid for the
pre-treatment facility
was $7.1 million from
Lakeshore Engineering
of Atlanta. The company
and city have agreed on a
series of cuts in the first
plans to lower the cost to
$5.9 million.
Expenses cut from the
bid range from $225,000
for deleting the planned
mezzanine and catwalks
to $4,000 for changing
the lighting package to
another manufacturer.
The city and engineer
ing company agreed on
31 cuts to the original
specifications.
Diana Food has told the
city it wants to begin test
ing its production in the
late spring of 2018 and
wants to be in full pro
duction before the end of
the summer.
The plant is in the
Banks Crossing Business
Park just north of the
Banks Crossing commer
cial area.
Commerce will provide
water and sewer service
and natural gas to the
plant. Banks County and
Diana Food have agreed
to pay the capital debt
service for that work.
