Two arrested; one on drug charges in 1-85 stop
A man and woman, both from Greensboro, N.C., were
arrested recently after a traffic stop on Interstate 85 in Jefferson.
Crystal Rene Isbell, 28, 507 Andrew Street, and Jackie
Joseph Myers, 218 Sussmans Street, were arrested.
Isbell was charged with possession of cocaine, possession
of any controlled substance, possession of a firearm in the
commission of a felony and possession of a drug-related object.
Myers, who was the driver of the car, was charged with
speeding and driving on a suspended license.
An officer stopped the car because he clocked it at 85 mph.
The officer found $1,600 in cash in Isbell’s bra. He also
found three packaged bags of marijuana, more cash, a plastic
bag with more marijuana - all in a small box.
In a bag on the rear passenger floorboard, was a Springfield
Armory XD-9.9 mm gun, with a round in the chamber and 14.9
mm rounds. Two digital scales, one that had cocaine on it, were
found. Another bag “consistent with belonging to one of three
that contain suspected marijuana” also was found.
Isbell admitted the marijuana, scale and money belonged to
her. She said the gun belonged to the man passenger in the car.
WOMAN ARRESTED ON DRUG CHARGES
A Jefferson woman was arrested on drug charges after a traf
fic stop on Jett Roberts Road at Washington Street.
Allison Jane M. Biddle, 21, 2917 Brockton Loop, Jefferson,
was charged with possession of methamphetamine.
An officer said Biddle and her passenger were “nervous”
after the stop. He asked the woman if he should be aware of
anything in the vehicle.
The woman said “maybe.” She said she had something on
her and pulled a bag of methamphetamine out of her pocket.
The officer also found a glass bowl inside the car.
WOMAN FACES DRUG CHARGES
AFTER TRAFFIC STOP
An Athens woman was arrested on drug charges during a
traffic stop at Highway 129 bypass and Old Pendergrass Road.
Brittany Nicole Hunter, 28,187 Fairfield Circle. Athens, was
charged with possession of a drug-related object and posses
sion of less than an ounce of marijuana. She also was held on a
Walton County warrant.
An officer said he smelled marijuana in the car. Hunter said
she smoked in the car and there was a roach in a cup in the
center console.
The officer found a grinder with marijuana in it in a backpack
in the passenger seat.
MAN ARRESTED ON DRUG CHARGES
An Athens man faces drug charges after a traffic stop on
Highway 129 bypass.
Sergio Manuel Banda, 19, 116 Chesterton Drive, Athens,
was charged with possession of a controlled substance, pos
session of a drug-related object and use of a communications
facility to violate the law.
Banda was one of three people in the car. All three admitted
to smoking marijuana before they left for work.
The officer said he smelled raw marijuana and both passen
gers admitted having some.
The officer found a “Crown Royal" bag with a plastic bag of
marijuana about $120 in cash and a digital scale. The bag was
in a book bag that Banda said was his.
Banda’s cell phone also was in the rear passenger area and it
had a message from a man “consistent with the distribution of
marijuana as it is often sold in specific weights.”
ARRESTS
Other arrests made by the Jefferson Police Department
recently include:
•Lance David Gambuti, 45, 7087 58th St. North, Pinellas
Park, Fla. - driving while unlicensed and failure to maintain
lane.
•Danny Keith McDougald, 52,306 Reisling Drive, Braselton
- held on a Barrow County warrant.
OTHER INCIDENTS
Other incidents reported to the JPD recently include:
•two employees at KFC/Taco Bell on Highway 129 bypass
said a woman ordered, including a side order. She became
angry about the receipt and “began knocking over items on
the counter and grabbing and throwing items that were stored
beside the counter.” She threw an order of mashed potatoes at
the employee who rang up the order. She broke the display
cookie jar, threw several paper goods items on the ground and
did about $100 worth of damage.
•a Winder man was cited for speeding, possession of a
drug-related object and possession of an open alcohol container
after a traffic stop at Highway 129 bypass and Holders Siding
Road. A partially empty Budweiser bottle and a glass pipe with
burned marijuana residue were in sight in the car. A black dig
ital scale was found in the trunk.
•a woman on Long View Drive said her daughter sent her a
Snap Chat of her crying. She said her father hit her and tore her
shirt. She eventually said her father wanted her to take him to
the store. It escalated and he yelled vulgarities at her. He kicked
his shoe off, hitting her in the back. She kicked him in the groin
and he hit across the face and tore her shirt.
•officers responded to two calls at a business on Gordon
Street Sept. 21. The first call came from the back freezer door
alarm going off. Officers checked the building and the owner
found nothing stolen. A later call from the man showed video
of a man covering the security camera about 6:15 p.m. - when
the earlier call was made.
•a man reported he was driving a tractor-trailer out of a park
ing lot when a deer ran in front of it. The woman who was with
him fell into the front windshield, causing it to crack.
•two neighbors on Elberta Drive accused the other of bump
ing or hitting the other. The second man said he was walking
on his property when the neighbor "approached him in an
aggressive manner." He accused the neighbor of hitting him on
the back with a stick. The men have had disputes at least three
other times in the past 10 months.
•a man on Athens Street said a woman was living in a tent
in the woods on his property and did not have permission. The
woman was given a criminal trespass warning.
•a Statham man was issued citations for speeding, driving
without a license, possession of less than an ounce of marijua
na and possession of a drug-related object after a traffic stop
on Highway 129 bypass near Holdings Sider Road. The man
admitted he had marijuana and a grinder inside his car.
•a woman said a man she knew knocked on her back door
and then on her front door when she told him to leave. An
officer went to the man’s apartment and found him at the back
door of another building. He was taken to Athens Regional
Medical Center.
•two men were accused of taking a pitcher of beer from Beef
‘O’ Brady’s and they were found at their respective houses with
the pitcher. The two men were issued criminal trespass notifica
tions from the restaurant.
•a man who has a wedding venue business said he left a
check for $2,628 near his drive entrance and it was not there
when the contractor came to pick it up. The check was later pre
sented for cashing at the Lavonia branch of North East Georgia
Bank. The bank did not cash the check because the man had put
a stop payment on it.
•a man said he was smoking with another man in the parking
lot of a business when he drank from a water bottle after the
other man told him not to do so. The man said “he started to
feel really good,” then got sick and fell asleep in a bathroom.
He said he went from work to a hospital where he was tested
and found to have meth in his system. He said he was mad and
damaged the other man’s car and was arrested.
•a woman at Pine Street apartments said she was cooking
on the grill about 1:20 a.m. Sept. 22 when someone took her
plastic bag that had her wallet. She had gone into her apartment
when it was taken. The wallet had $20 cash, a Georgia driver’s
license, food stamp card and miscellaneous items.
•a man said he was charging a tablet and fell asleep. The
tablet and charger were gone when he woke up.
•a woman said she broke up with her boyfriend Sept. 17
and he had been harassing her. She said she told him she was
blocking his number and not to contact her. He left her 12 voice
mails and 14 texts after that. She also said she suspects he post
ed an ad on Craigslist in her name, saying she was soliciting
sex. Another man sent her a Facebook message saying he got
a message from her ex-boyfriend about the Craigslist ad. She
also said nude photos post on the ad were not her.
•a woman said a man on Jett Roberts Road had been “repeat
edly” shooting a gun from 2 until 5 p.m. Sept. 16.
•ten accidents with no injuries were reported. One wreck
involved a driver running off the opposite side of Benton Road
to avoid a deer that was in the middle of the road.
JCSO incidents - Pendergrass and Talmo
Man says he was handcuffed, pepper-sprayed
A man said he was handcuffed and pepper-sprayed in
Pendergrass last week, but two female witnesses had a
different story.
Jackson County Sheriff’s Office deputies were called to
Hwy. 129 North for a man who said he was pepper-sprayed,
placed in handcuffs and robbed.
He said he dropped off a woman and another man asked
him for a ride to get cigarettes. He said after they returned
to the residence, the man accused him of being law enforce
ment because he wouldn’t smoke methamphetamine with
him.
The complainant said the suspect pepper sprayed him,
placed him in handcuffs, took him out of his seat and told
him he had a gun. He said he ran away and called for help
after the suspect got distracted.
Officers found pepper spray inside the vehicle, along
with a hammer which had reportedly been used to damage
the ignition.
Nearby, another officer found two women. They said
the complainant gave one of them a ride home and he was
“acting weird and seemed mental.” He reportedly showed
one woman a video of him playing Russian Roulette with
a pistol.
When he dropped the woman off, he told another woman
at the residence “she is safe now.”
Later, the complainant reportedly came into the women’s
camper and told them they were going to die. He reportedly
had something in his hand.
One of the women pushed the complainant out the door,
causing him to fall. She took off running and the man struck
her in the back of the head (possibly with a pipe that was
found nearby). Officers felt a knot on her head.
The two women ultimately got away.
They both denied knowing anything about the other man
who the complainant claimed assaulted him.
OTHER INCIDENTS
Other incidents reported to the JCSO in Pendergrass
were:
•verbal dispute on Old State Road where a man said his
son refused to leave after showing up at his residence to
take a shower. During the two weeks after, he reportedly
brought his girlfriend and her children to the residence. The
homeowner wanted them out, but the son refused until the
complainant called 9-1-1.
•fraud on Forest Lake Road where a man said someone
used his information to make a $67 purchase for car insur
ance.
•welfare check on Park Street where a man wanted offi
cers to check on his father because he wasn’t answering
his phone.
•harassment/stalking on Old State Road where a woman
said her daughter's ex-boyfriend harassed her via phone
calls, texting, Facebook and through friends. He also
reportedly slapped her face once and the complainant sus
pects he damaged their vehicles, but a deputy previously
told them an animal likely caused the damage.
•verbal dispute on Cottage Loop where an apparently
intoxicated couple argued.
•hit and run on Beck Road where someone struck a vehi
cle and left the scene.
•theft by deception on Nichols Road where the com
plainant reported a man took a trailer that the complainant
bought from him.
•simple battery, criminal trespass and theft by taking on
Old State Road where a man said his estranged wife and
her mother attacked him. The wife reportedly hit him and
demanded to know where her father’s medication was. (The
father reportedly left it with the complainant fearing the
women would steal it.) The wife reportedly choked the man
and yelled for her mother to get a baseball bat. A witness
confirmed the story. They also reportedly took the man’s
wallet. Officers issued a look-out.
TALMO
Incidents reported to the JCSO in Talmo were:
•road hazard on Belmont Hwy. where lines and a pole
were down in the road.
•information on Pleasant Hill Drive where a couple said
a man didn't return their vehicle which they let him borrow.
•dog call on Main Street where a man reported an injured
dog.

Woman’s check

A woman said a check that had been issued to her by
her employee, and canceled, was given back to her at a
local store.
An employee said a woman who is a regular customer
turned in the check, saying it was on the sidewalk
MAN REPORTS ‘UNRULY’ SON
A man on Pleasant Court said his 13-year-old son was
being unruly, “slamming doors in the residence, cursing
at his father and not minding.”
A staff member for the Department of Juvenile Justice
told the boy by phone that if law enforcement was called
again, she would order him taken into custody.
OTHER INCIDENTS
Other incidents in the Maysville area reported to the
Jackson County Sheriff’s Office recently include:
•a deputy tried to stop a motorcycle going 86 mph on
Plainview Road just off Holly Springs Road Sept. 14.
The motorcycle passed a vehicle on a double yellow
line, leading to the attempt to stop it.
•a woman on Unity Church Road said a couple fishing
on the property should not be there. The couple said they
fished in the pond because of permission from a man
who had lived at the house.
•a man on Hillside Way said a man and woman who
had been living at his house for a couple of days should
leave. He said they came home “high.”
•a man on Highway Way said he was getting out of
the shower when he heard a loud bang. He saw a man
he knew in the drive and yelled at him to leave. The man
left but said, "I’ll be back.” The resident found his tail
gate and rear bumper on his Dodge Ram truck damaged.
He said it was about $1,000 worth of damage.
•a woman on Red Oak Road said another woman
came to her house and demanded that the woman’s
boyfriend give her her son's carjack and other tools she
said belonged to her son. The resident said she believed
the woman’s son broke into her house and stole $200.
•a woman on Plainview Road said she believed shots
were being fired at her dog. She said the dog was bark
ing at “what she thought were people.” She went to the
door and heard a single gunshot. She said a few minutes
later she heard about 15 more shots.
•a woman said her driver’s license was stolen from her
Toyota. She said she leaves it in a compartment in her
purse with debit and credit cards, but only the license
was taken. She said she keeps the Rav4 locked, and no
forced entry has been made.
•a woman said about $5,000 damage was done to her
Buick Rainier while she was at the Civil War reenact
ments at Art in the Park at Hurricane Shoals Park Sept.
17. She said the front passenger side headlight and her
bumper and front hood were damaged.
•a man on Saddlewood Court said his driver side win
dow on his Nissan Altima was busted. A deputy said the
window was intact but broken. It had a "small impact
spot” in the bottom center of the window.
•two calls about a man who had suicidal thoughts
were received a week apart, Sept. 13 and 20. The man on
Plainview Road said his daughter accused him of call
ing the Division of Family and Children Services “on
everyone” Sept. 13. He also said his wife “got mad and
stated she was going to kill him and bust his head wide
open.” He said his wife also threatened to "shoot him
up with meth.” The man told a deputy Sept. 20 "he has
been (lying) in bed all morning thinking about harming
himself.” He was taken to Northeast Georgia Medical
Center in Gainesville.
PUBLIC HEARING
The Jackson County Board of Commissioners will
hold a public hearing at 6:00 p.m. on Monday, Oc
tober 2, 2017, at the Jackson County Courthouse,
5000 Jackson Parkway Jefferson, Georgia, to con
sider the following matter:
New Business:
1. Jackson County is proposing to adopt a new
Unified Development Code, official zoning
map, overlay district map, and environmen
tal overlay maps. The proposed code includes
content for the following: general provisions;
zoning district provisions; specific use provi
sions; overlay district requirements; environ
mental overlay district requirements; access,
driveways, parking and loading; signs and
advertising devices; soil erosion control, land
disturbance and development permitting; util
ity encroachment; floodplain management;
stormwater management; buffers, tree pro
tection and landscaping; zoning amendments
and procedures; variances, special exceptions
and appeals; subdivision of land; streets and
sidewalks; outdoor lighting; nuisances and
property maintenance; boards and commis
sions; building regulations; illegal discharge
and illegal connections; administration, in
terpretation, and enforcement; and standard
drawings.
