f/V«» the Mere York Evening Posi.l ARRIVAL OF THE LIVERPOOL. This morning, about nine o'clock, the steamer Liverpool arrived, bringiue*is Lou don date* of the 20th September, and Liver pool papers of the 21st, the day of sailing, both inclusive. The commercial news is of the highest interest. In the cotton traJc the prevalent feeling was that cottou would fall to the price which it bore two years ago, which feeling connected with the dishonor ing of the drafts of the United States .11, ink, and the very uncertain state of the harvest, had given a gloomy aspect to commercial affairs generally. » We present our readers with copies quota tions from the English prints relating to to pics of the most importance. . . The greatest excitement was Caused in London during the week proceeding the sail ing of the by an announcement made in the London prints, of the refusal tn accept bills to a large amount drawn by the Bank of the Uoited States by Messrs. Hot tinguer ic Cos. of Baris ami Havre. This house, which had hitherto acted as the a gents of the Bank of the United Slates, had refused to accept any more drafts from that establishment, ami hail allowed bills to the amount of :w j millions and a I naif of francs to be protested. These bills were sold by the bank in this city previous to the last sailing of the Liverpool, and were subse quently negotiated in Loudon by various bankers and merchants, into whose hands they had come iu the regular' course of business. The following comments from the most prominent of the. London journals, show in what light this transaction is viewed bv different parties in England. The'Leu* don Glob* s.iys:— “A* first it was imagined than’ni* proceed ing w.iulil destroy the credit of'ihe Batik of the United Stales, an I lea Jr-to other urn. pleasetit consequences; but upon inquiry it was ascertained that many of the bills had been accepted by third pSrties ftnr hon or of the endorsers, aod that the remainder would probable be taken up by Messrs. Rothschild ACif for honor offhc United States Bar.k. This arrangement would leave the affair in a satisfactory state, mere ly changing th» agency from one house to another. Wc shall hear further on this subject next Wednesday. There were Home bills mi liainbtirge and Amsterdam, ijbld at the same time; drawn by the United Bank, which there rs tio reason to ifctflieve will be dishonored.” We have brought together all the infor fe&tion which ha* t atispired concerning tUo refusal of a banking house at Paris anil -at’ Havre, to answer the drafts of the United Sff.tes Bank. According to current reports, the. credit and stability of that Bank had ah re::(3y become doubtful, s»r«il measures of all nature have already been had* recourse to, both in London'and Amstci'- daia, to support it. A serious blow to bs credit will produce very important ■effect* •n'\l»e United States, where it is the princi pal Hank and the m tin stay of a consider aSilr num’ier of subordinate (tanks. Nor wiJi England escape the reverberation of' ahock. A commefc al disorganization United States would prevent reinit ta*c«■* of all kinds tn Europe, ami commer-, cial credit here, which i* hut in a very muLad state, may retd Under the blow.— We li ive no wish to paint tilings blacker t«J» they are. but wc have let us own a gefot mistrust of nnr »y«trm, which seems tnWsfcl be lotmded ou false, or at least little lliwlcr-rood principles, and. like rtvany oilier: persons, we are i,*p rehensive dial ii must at •owir.time o-oilier terminate in an immense, crash-— Timet. Considerable sensation has been created in the city this morning, especially among persons interested iu ffr connected with American matter*, bv the iutelligeivce fro ill, Paris of the refusal of Messrs. Hottiric.orf * (Jo. to accept a large amount of Hills drawn on ihent by the Bank of the Unjte.d States. Wc find that this mi xpected in telligence is perfectly correct,, and that the q jaitit* 'if paper refused amounts to nearly 7.000.00” francs. Beyond the mere fact, however, we know nothing; jnd therefore H hall refrain from entering into any com ment until we are in possession of the causes which have led to this strange occurrence, It is necessary tn stale,,however, that the transaction in question, was wholly apart from the, London agency of the United States B mil, the eeutleuicn attached to which are iu a* much ignorance as anybody else as to the origin of this affair. Mr. Jaudon. the agent here, set off for Paris on Friday last, as soon as lie received intelli gence of what had occurred; and wejie- IHve it will be found Ire i* g?«e quit? pre pared to liquidate the bills in question, and tn remove the line isiuess which must ne cessarily exist in the French capitol. It is also important to slate, lest unneces sary alarm should continue here, that the amount of gold receiycit by Mr. Jaudon from tire United States by ’he two last packets, is »f itself uearly sufficient to can cel the trills refused acceptance by Messrs. Hottingiter We shall of course not fail, to furnish ail the particulars of this transac tion with as little delay a* jiossible. We a vail ourselves of this opportunity to men tion, tint wc-arc authorized by tuc agency of the United States Bank to give a most unqualified contradiction to the assertion ot the Titties, that assistance had been render ed to Mr Jaudon. ei*her direc»lv or indirect ly. by the Bank ol England, and that there has not been any transaction between the two establishments, further than, the sale by the former to the latter of the gold just ar rived from New York.— Mom. Chnordrlc. . Lo-*do!», Friday, Sept. 20- -It was gener ally believed in the city ywipttUy,-.that, the house of RothJchild,;-Mi-3 > «ri*»'. W-iil inter fere to cov*r the draft* of the United States Bank on Messt*. Hott.inguer A. Cos. The current version* of the- transaction .oitjst accredited, for their .tewwl uflyeL-is, that of the whole amount .of .these drafts,, which is 6,200,000 francs, or about: £48.0001, the amount of 90,000*.’ had been accepted for honor of third parties, and that the re maining amount of 297,000?, had been, 0r would bv, accept'd by Messrs. Jtotlisrfii|,i f nf course under security given. Nothing is 33 yo’ however, certainly known on t ] ie subject. From the Alexandria Gazette. The spirit of, indomitable mu retire, in a political party, is one of the surest si<?n* of the excellence of i*s manciples, and the patriotism of those who form it* hodv. Dis aster and defeat will happen sometimes to the t.r-t cause, but the cause itself is not iniure-l, ultimately, bv reverses.— When know-that they contend for the best inieresi* of the country—for a .virtuous and honest administration of its affairs—for purity iu aft the Depaitmenis of *he Gov ernment-- for a reform of all nhi.nes, am) the elevation of the must deserving, thev rnay be defeated, tun t’*ey cannot.be pro»tn*ed. Even those who triuiHph over them ipnst Vhepcct tlrem. Let no one, then, whatever may Ins hut political |«rtiplities, if he knows himself to bo honest, and believes himself to be right, ever quail under a temporary de feat. “Heidi up.” THE MIRROR • nisaisfiftjfifrßnia ail, Aiiliirda)', Oct. 26, I Kill*. -'For Prewiden I. ....
