is du” twelve or fifteen inches wide, in which lhe
wires are placed side by side, hut so as not to touch
each other. Liquid bitumen is thin poured on,
which surrounds the wires and completely isolates
them, securing them from damage by accident or

J-fV By the last arrival from Europe it is rumored
that Mr. Marey, Secretary of Suite, received a des
patch from Mr. Seymour, our Minister at the Russian
Court, notifying him of an extraordinary diplomatic
appointment to the I nited States. The person thus
selected is known in the diplomatic world for more
than ordinary ability, besides having possessed the
confidence of the deceased Emperor. He c,mes
clothed with the highest diplomatic power known to
the Russian court.
BT A letter from nn officer at Srbastopol, in the
Paris Constitutional, says: “It was a corpora! of the
Ist Zouaves who planted the first division, the hoist
ing on the other points. The General gave him the
standard with his own hands, with tho words, ‘This
is the signal flag—go!’ Libaut was the first to
soring out of our trenches. While getting into the
enemy’s ditch he was struck by a stone, but, not
withstanding the pain, he scaled in the parapet in
the midst of a hail-storm of projectiles of every kind,
and at length planted the flag, around which our
brave soldiers soon flocked and maintained their
ground.”
According to a correspondent of tho New
York Tribune, a large number of men have been en
livened in New Orlennsfor the Central American ex
jKiditionaof Kinney and Walker, all of whom will
go out armed. It is said, also, that several wealthy
planters have subscribed a large amount of money to
the enterprise, while others have agreed to go down
as soon as things are more settled, and take with
them their slaves. Many who have enlisteued have
agreed to take their families along. Tho fund guar
anteed to Kinney for the promotion of his enterprise
amounts to over five millions of dollars, and it is
alleged that the object of the whole effort is to se
cure the organization of a slave State in Central
America, to be annexed to the Union.
