L-proay is re'-l to bo developing itself in
Various par sos the world, with all its an
cient repulsive characteristics. It prevails
•t the j resent time in the West Indies and
ia Norway, two wid< ly separated countries,
according to rcccn ly published statistics,
there being no h as tliau two thousand lepers
in the latter country.
There arc now nearly or quite eighty dis
tinct manufactories of paper collars in the
United States. There arc some seventeen
in active operation in the New England
Slates. The Union l’aper Collar Company,
of New York, has a capital of three millions
of dollars From two to three millions of
paper collar* are consumed in the United
States alone. The American Molded l’upcr
Collar Company manufactures two or threo
millions monthly.
John C. llrcckinriJge is stopping at the
Queen’s Hotel, in Toronto, lie deuies hav
ing offered his services to the Canadian Gov
ernment in resisting tho Fenians, and says
ho only desired to defend his homo at Niag
ara against their attacks.
A Presbnt to Andy.—A party of our
most prominent cotton buyers in Macon pur
chased a hale of new cotton that had been
received by Hardeman <fc Sparks, as a pres
ent to Andrew Johnson, President of the
United States. The cotton, we learn, was
•hipped to tho President by tho National
Express. —Augusta Constitutirjnalist.
The lightning struck in a marsh in the
town of Kttrick, Wisconsin, a few days since,
and ploughed a channel through it nearly
two miles iu length, and from throe to six
feet in depth. This singular electrical fur
row revealed a valuable peat bed, about five
feet in tbickncss.
Financial —On the first of this month
(August), the publio debt was 8:57,189 081
less than it was on tho Ist of June; and since
the first of August, twelve months ago, there
has been a reduction in tho interest hearing
debt of moro than one hundred and twenty
four millions, nnd a reduction of greenbacks
and compound interest bearing obligations
to tho amount of ono hundred and twenty
•ight millions and over.
Cotton Planters Convention—Post
ponement.—For satisfactory reasons, the
Vice-President has determined to postpone
the meeting of tho Cotton Planters' Conven
tion of Georgia, from the 15th of August, to
the oth September. Our brethren of the
Georgia press will ploaso make the note of
tho exchange, and also stato that an effort
will bo made with tho Hail road Companies
to rcduco the faro to one half.
A New Material rou Paper.— The
Secretary of the Interior yosterday received
from a gentleman in New Jersey samples of
paper manufactured from sedge grass—a
gruss which grows in great abundance upon
all tidewater flats. 'J he paper is very white
and clear, and will undoubtedly prove a good
substitute for ordinary writing paper made
of linen rags. It is estimated that it can be
manufactured for twenty per cent, less than
any variety now in use— Chronicle.
Pen Palsy. —A literary gentleman in
Washington is afflicted with what is called
the “ pen palsy,” an affection wieli is sup
posed to bo caused by the use of French
coyping ink, which, it is said, contains arsen
ic. Hoth his hands and feet are badly swol
len, and his health is in a precarious condi
tion.
Tho President has made a further dona
tion of 8-00 in aid ol a high grade colored
school in New Orleans, to Dr. Randolph, the
colored philanthropist, who recently excited
the dissatisfaction of tho Tribune lor avow
ing his conviction that Andrew Johnson was
* true friend to tho negro.
"To Rent.”—Tho Nashville Banner of
tho 4th inst., says :
‘‘l'or Rent,’ in great, broad, long, slim,
and square letters, in ink, chalk, lampblack,
charcoal, and paint, on door?, blinds, boards,
fooncap, and cards, bedots tho city in every
quarter. Tho merry music of tumbling

An Italian Joan.—A I'endoe named
Ilcrminia Morillie, died about the tho 20th
of July, at Florence, Italy, of wounds re
wired at Custozxa. In the war of 1859,
■gainst Austria, she lost two brothers, nnd
had vowed to avenge their death on tho first
oeceaion.
Attorney Goneral Stansbnry has

A General Massacre of the Whites
Intended. —The Picayune says R. F. Pau
noy, one of tho party arrested at the Mechan
ics’ Hall, on being released stated to Gen.
Kautx that a fellow prisoner (Blanchard),
confined in the same cell, had stated to him
that through the instigation of l)r. Postie,
it was arranged by tho negroes of the Third
Distriot that a general massacro of tho whites
should take place last night in tho event of
the Convention being intefered with. The
force was to be led by ona Bcrtrin. The
commanding General at a late hour was
thoroughly investigating tho matter.
A large force of the military was stationed
in Lafayette square during the night.
A Substitute for an Ice Pitcher.—
People who have no ice pitchers will bo glad
know that there is n very simple method
of water for a long time ia a
common pitcher, Detween two abaets of
paper, place a layer of cotton batting about
half au inch in thickness, and form a cylin
der by fastening the ends of the paper and
batting together. Then sew or paste a crown
on one end, so as to make a box the shape of
a stove pipe hat, minus the rim. Tho cylin
der should be made large enough to go en
tirely over the pitcher, so that the opcu end
will rest upon the table or sideboard, and
this excludes the air. Any one trying this
simple method of keeping ico water cool, will
be astonished at tho length of time it will
preserve the coldness of the water:
