Caballero’s men are gradually realizing that under the new order of things here the Americans will severely punish brigandage, and that a safer living can b“ made in fol lowing peaceful pureu is. Gen. Leonard Wood, the military governor, issued a decree today declar ing that all marriages contracted be fore tba regular representatives of any religious body or sect shall be legal upon registration at the city registra tion office. Marriages contracted in the last three yexrs in any manner, according to the rules of any church or before competent witnesses, shall I also be recognized as legal upon regis tration This sets aside the old Span ish law requiring the sanction of the Roman Catholic church to make mar riage legal. The new law will validate nearly 3,000 morally true marriages < that were entered into by Cubans dur ing their war with Spain, when the conditions of expense or danger ren- < dered the ordinary method of marriage impossible. I Direct From Aguinaldo Holds a Long Conference With Otis Manila, May -I.—There was a con ference lasting iwo hours today be tween Major General E. S. Olis and the envoys, who came here from Gen. Antonio Luna, bearing a proposal for a cessation of hostilities. General Otis adhered to his refusal to recognize the s -railed government of the insurgents. The Filipino envoys abandoned the pretenes under which they came to J ( General Olis that they represented General Antonio Luna,aud today they 1 announced that they came as represen tatives of Aguinaldo himself. The ( emissaries used all their wiles to se cure a reply from General Olis to (he , latter from Seuor Mabini, Aguinaldo’s prime minister and minister of foreign ... . , ” i aflairs in the dictator s cabinet, which they presented to General Oiis on yesterday ; but General Otis refused to make any reply, on the ground that to j do so would be equivalent to a recog nition of the so-called government of the Filipinos. The question of the release of the Spanish prisoners in the hands of . Filipinos mentioned, Major Manuel j Argueles, the chief member of the t deputation, said that be considered them as being in the same category as r the Americans, the United States being the successor of Bpain in domination ( over the island and acquiring, by { treaty, all Spanish rights and obliga- £ tions. In commenting upon tlm criticism of some of the eastern papirs in con demning the people <f the south f r protecting the sanctity of their homes and the honor of their women, the Houston Post says: "Cur eastern Phar.-ei s may wail and condemn, hut they cannot, at last, hurt the south.
