Too Many Reforms.
Gen. Ludlow and Gen. Brooke will
likely get themselves disliked in Ha
vana if they continue their efforts to
reform the manners, customs and
habits of the people. There were good
reasons for sending the c>.w», which
were kept in stables on the lower floors
of the residences, to the country, but
there was no good reason for the order
making it an offense for met' to appear
in the doors of their residence s in their
shirt-sleeves, or to smoke in the streets.
The cows, being kept on the lower
floors of residences, endangered the

and appearing at the front doors of
