By the end of 'his year there will be four largo cotton mills in operation in Grillin—the Kincaid Mil's, the Gritlin Mills, the Spalding Cotton Mills and the Rushtoo Cotton Mills. The Spalding Mills received their charter last week, and the Rushton Mills will get their’s as soon as the necessary publication has been made, i They will not wait on that, however and have already bought the brick for the building and are having side tracks run from the Cential railroad to Lyn don Lake, where the factory will be located. While most cities of the country and especially of the s. ,uih, are complain ) ing of hard times the local capitalists . of Griffin will have put, within one year, $450,000 in cotton mills, .to say [ nothing of several small enterprises of a few thousand each. In St. Louis a Yankee >s understood loosely to be any one from the extreme northeast. Here in New Orleans the term includes pretty nearly everybody above Mason and Dixon’s line—in short, ‘northerner’ and‘Yan kee’ are more or less synonymous. ‘‘Now conies the really absurd part of it, although quite in lino with what I hgye just remarked. While I was in London I found myself continually re ferred to as a ‘Yankee’ by natives who had learned I was from New Orleans. ‘I think you Yankees are very charm ing people,’ said a big wholesaler who wanted to be extra pleasant. ‘I know several from your state. ’ I tried to ex plain at first, but I soon got tired of that. An Ordinance Be it enacted by the Mayor and ( <iti< of the City of Griffin, and it is hereby in acted by authority of the same 1, That it shall bi unlaw! >1 son or persons to ride a bicycle, tricycle, I tandem or other vehicle propelled by' the j rider, upon any sidewalk within the limits ; of the City of Griffin. 2, It shall be unlawful fir any person : or persons to ride any such vehicle named | in the city limits of the City of Griffin, I without having on such vehicle a hell or | gong, in good working order, and all per- I sons are required, when approaching street I and sidewalk crossings, corners of blocks, I and sudden turns in streets, in the 'city ' limits of the City of Griffin, to ring said | bell or gong, so that sufficient notice may ■ be given to persons of their presence, and I all persons riding such vehicles are re- i quired to ring their bell >r g proaching anV i e.lestrian .t vehuG the streets of the City of Griffin. 3.
