WEEKLY—Haute rates as for the Daily. Tho Albany News ami Advertiser says this, and says it well; “The Avgusta Chronicle is felicita ting itself upon the approval of its change of opinion upon the tariff question, by tho press. Of course, the Democratic press commends the modification or its ultra protection views. ThC idea oi a compromise, though, on the vexed question of tariff redaction will hardly obtain currency. Democrats, while not bos tile to a movement looking to a re peal of the tax on tobacco, will never consent to it until the tax on neces sitiea are greatly reduced and some placed on tho free fist. Tobacco cul ture has proved a very lucrative bust ness, notwithstanding the tax. It is publicly declared that the profits per acre In North Carolina aro #1105. Besides, the cousumer pays the tariff, anyway, and it is not do facto a tax on the grower. It operates as a pen alty on tho habit of using tobacco. There is no two ways about it. The masses are not willing to take mil lions of tax annually off of tobacco and put it on the necessities. Cloth ing, food, farming implements, cook ing utensils and other necessities must be cheapened by a removal a part of tho tax, before Democrats and freemen will over sanction the plan of removing the tax irorn tobac co. The removal of the tax from whisky will never meet the approval of the people, and he who advocates such fully will lose the respect and confidence of the people.” Hinging Noise* -In tbe ears, sometimes a roaring, buzzing sound, disagreeable are caused by catarrh, that exceed¬ ingly Loas of smell aud hearing very common dis¬ ease. or also from catarrh. Tb o financial condition of tbe United States was truthfully uud powerfully exhibited in the Presi* dent’s message, and the statement has been confirmed by tho Treasury report. It is needless fo say that we agree, iu general and iu particu lar, with tho President. Wo bold with him, that the industries of tho country require a speedy release from oppressive imposts, and that the manufacturers imperatively need an enlargement of the free list for raw materials. Wo use tho word “industries’’ to include all tho pro dnetivo industries of the country, and “manufacturers’* to describe (hose who have hitherto doomed themselves tnoro or less dependent upon tariff protection. Tho President is light. Tho conn try will sustain him. Special inter ests, bloated by steady streams of in direct subsidies through a long peri od of great profits, cannot withstand an appeal for reformation iu this sys tern of taxation. If they attempt it they will most certainly suffer to an extent which no ono at present con templates. The President warns them that unreasonable resistance to reasonable reform will only invite more radical measures. And this is a warning whietvtheymight havegatb ered a9 well from utterances of an il Instrious lino of statesmen since 1832. Benton particularly guarded them agaiust association of their claims with “party.” But that is precisely what they have done since the war, aud are yet doing. It is a \aio expe dieuf. The Republican party lias reached n point where it can no long er protect the monopolies which have formed its real strength, and kept it in power by a free expenditure of tbo profits it has enabled them to wring from the people by a continuous per version of taxation to private advnn tage. The monopolies must go. A tp* x revision to that end will inevitably take place. The Republicans of the West are breaking away. Those of New England are restless, and tbe vivid ntul forceful appeal of tbo Fresi dout, with the vigorous discussion it precipitates, will enlighten the poo pie everywhere. Tho Republican policy of obstruction must bo nban cloned, aud if they propose further maintenance of the abuses arraigned they must defend them in open field. But tbe | rexsihg question is surplus. In the near future—it day go near us to compel tvtiy man in large business to begin the adjust merit to its demands—it will be $140, 000,000 Suppose the Republicans reject the Democratic omtmc, and in the Senate throw out almost any reasonable measure designed to te lirve their “condition,” how are they going to fare before the people at tho elections next year in tbe midst of the business distress which their policy shall have produced and their partisanship refused to prevent? They could not stand up in the tem pest at all. They know it, and they will not try. Tbe Democrats have the whip hand, and it is their duty to keep it and exercise it.
