THE FIRST DOWNWARD STEP. Frank L, Haralson, the Georgia State Librarian, haa famished Allan la’s regular daily sensation for Its last three day*. The account of bia difficulties with the pawnbroker Abe Fry—forcibly carrying off a waich from bis shop, which he told lbe clerk be bat) traded a colt for. arrest ed by Fry for. robbery, and then “vindicating bis honor” by a ridica Jons and futile attack on the tame small Fry with a cowhide, and again being broogbt into tbe police courts —all (Less bate been folly related in tbe Atlanta papers each day and made tbe gossip of tbe quidnuncs who are so numerous at tbe State capital. That these episode# eboold ; have been followed by a request from j tbe Governor for Haralson's resigns tion from bis State office. and then, upon this being refused, by his sua pension, was but natural and proper. It was tbe more natural because it « was simply tbe culmination of Haral son's career for the past two or three years, bringing other matters into such notoriety that they could no longer be passed over in silence and indulgence. Visitors to tbe State Library for tbe past two or three years know just bow often tbey have found the L brarian in. and tbe knowledge is not such as to burden their memory. He bad always "just stepped out” or “would be back in a minute;” but tbe visitor might stay all day and cot see him. “Tbe man" that Mr. Haralson stepped out to see was pos »bly not bard to find, but be stayed with him too long Of course, of Mr. Haralson's private habits the Niws has nothing to say, except that tbey should not have caused such a complete neglect of bis public office But there may life other papers and other people less considerate. With such a condition of affairs. Governor Gordon performed an obvious duty in appointing Capt. John Milledge and W, R. Rankin Jr., to examine into tbe affairs of tbe State Library and report upon tbe same. Mr. Haralson has been State Librarian for eight years. He was a genial, pleasant and efficient officer for tbe first two terms, and very popular with everybody whom be met. But in an evil boar be neglect ed to pay bis newspaper subscription and this neglect finally seems to have grown into a determination not to pay. He owes tbe Daily News several years subscription, which be refuses to pay. and be is doubtless equally direiiet with any other paper which be may take. It has been our observation that when a man has once taken tbe step of rob bing a newspaper publisher of bis hardly earned and just dues, any thing else may be expected of him. A lack of honesty and morality is at onoe shown that can not end in any thing else than the man becoming a general dea 1 beat, though the end is often worse and occasionally \ comes upon the gahows. If he is not—if be is really not planning to oppose the Mills bill with some of bis appro priation bills, and honestly intends to stand by those professions of good faith and square dealing which were so pronounced about tbe time the speaker w s making up bis commit¬ tees— why it it that none of bis ap¬ propriation bills bare as yet been re¬ ported to (be House? It is impossible to recall a time in tbe history of the House wbea its ap¬ propriation bills were so far behind as they are now. It was bad enough in the Forty-ninth Congress, when the Randall tactics of holding back the work of tbe appropriation coni' mitlee in order to block the way of the tariff reform bill were shameless ly employed. It is worse now than it was then. Wbat excuse is there for this state of things: Wbat explanation is there for it, unless it is the same old game of the Pennsylvania subsidise His committee has been relieved of much nf its roost exacting work in order that it might more expeditious ly attend to what was left in its hands, and that there might be no shadow of reason for just such an inJefensible delay , as the , prefer t one.
