Smalley, tba acooua pUebed oorreepondent end able wn tar vbo, for more than twenty year*, ba» represented the New York Trib one in London, shows the perverse influence of bia English sorroaod togs and the misleading tendency of hie long sojoorn in England, through the excessive estimate which he pats npon Mr. Matthew .Arnold’s yawp in the Nineteenth Century. If onr absent countryman had kept ap with the wondrous develop ment of everything'in the United States daring the two decides of bia residence abroad, be would know that nothing that any Englishman can say of America possesses the •lightest importance, Mr. Arnold is certainly a critic of no mean preten •tons—very charming to read e?en •then be is abasing us—bat he has never composed a page which will long survive bis exit from the scene. His opinions alike of ourselves and of his own people, whom be has of ten taken as roundly to task, are made up of the nerest shreds of ob serration and patches of thought, whimsically woven together by an exceedingly deft band. It is simply absurd to treat the lucubrations of •nob a person either with dignity or respect. The late Mr. Poniard used to laugh heartily at the bits ot Creole lingo, which some of our Southern tourists brought back with them from New Orleans, and which they insisted ou lugging into conversa tioo as French. You must have fall en into very bad company, the kind old gentleman was wont to say, with a twinkle through bis glasses. Bo of Mr. Matthew Arnold. Ho must have formed his conception of Ameri can society from the flabby Anglo maniacs, who think it a mark of cul lure to lisp and drawl about the new ly arrived British celebrity, and have got bis ideas of American journalism from the Police Gazette, and it* oc cssional copyist* among the daily newspapers. Undoubtedly much that Mr. Ar uoid says is true enough, but more efitie false, and none of it is enti Ued to aoy other than that passing notice which we give to the smart ; raiieries and ignorant braveries of pertnees and conceit, common to the self confident and supercilious En glisbman, who, having in his migra tions wiped the vapor from the win dow of his railway carriage, imagines that be has seen America, and fath omed the depths of its domestic char ! octer and political institutions. | ! Toe Monroe Advertiser, judging from sn editorial in its last issue, de sires to be better informed about the immigration scheme of tbc Central railroad. From what the Advertiser •ays, we judge it bas got the Cen¬ tral aeVfne mixed up with the Chat tannooga convention, and the con veotion of Immigration Commis¬ sioners and others, to promote a Catholic scheme for immigration, to be held at Hot Springs, X. c. on April 25tb. The bureau recently organized by the Central has no connection what¬ ever with either of the above con¬ ventions, only in so far as each are working for the common good of the country. The Central Bureau was organized for the purpose of making a strong and systematic effort to in* duce Northern people to visit and settle in the Seutb. As the Adver¬ tiser says, it may induce people to come, and it may not. But if the press and the people of Georgia will back up the efforts of the Central railroad, and assist it as far as possi¬ ble, there is no doubt but that many hundred, and perhaps thousands of Northern people car. be induced to settle among us. The prejudice of the North must be first removed, and they must be induced to visit our State; look it over; inspect our lands; see that what we offer we are earnest in. Let them go back home and think it over, tell their friends about it, and in the end we venture to say that such a tide of immigration will pour southward as will astonish the most sanguine. Hut it all requires work, and hard work, systematic work. It must cost money. Many hundred thous¬ and papers must be sent to the right parties in the North. Already many thousand, discontented with poor crops, sborl seasons and long am] severe winters, are looking South¬ ward. They must be fed on the right kind of material and induced to make a tvital trip That will settle it. The Central railroad is prepared so spend a great deal ot money to accomplish this, but it wants the co¬ operation of all the people along its line, and along other lines. Every* body must help, and when the North ern people begin to come, our peo¬ ple must meet them half way and show' that they would be glad to call them neighbor. None but the very best farming class is sought after, and great care is always takeo,so far as the Central Bureau is concerned, that none of its literature, inviting unworthy people, is sent to the wrong place. The Central road is engaged in a good work, and it should have people the help and sympathy of all the of Georgia.—[Americus Reeorder- Savannah News; The iihode la land liomocta’s assert that they have snatched victory ont of defeat* Their State ticket wte defeated and the next Legislature will be JUepnblican, bm a constitutional smtndmeat was adopted by which the property qaaii fication for voters of foreign birth is abolished. Haul, now f ur year.- When 12 month* old a lump appeart*l on her heel, which slowly grew larger. The family physician thought It was caused by a piece of broken glass or needle, but failed to bring anything to light. The child became feebler all the time, seeming to lose the use of her leg, and finally quit walk ■ mg entirely. The middle finger and thumb ot either handiecame enlarged, the flesh be¬ coming hard. The hip Joints became Involv¬ ed, so that when seventeen months old she could not stand, having lost the use of leg and arm. Partial curvature of the spine also followed. The nervous system was wrecked, muscles contracted, and there was general wasting ot flesh and muscle. At eighteen months ot age she was placed under the treatment of a prominent physician of Boe- ton, Mars., but at the end of ten months she had declined to such a degree that she was In a dying condition. This was In April, 1S6S. We took the child away not knowing what to do. In this dreadful dilemma we were over persuaded by friends to try " one bot¬ tle " of Swift s Specific, whlnfc we did, and before it had all been taken we sew a change for the better In her symptoms. We kept It up, and have done so to this day, and will keep It up. If the Lord wills, for many day* to come, for It has brought our dying Hazel to life, to vigor, to strength and health again. The aahen hue of her checks has changed to a rosy tint. Sho is able to walk anywhere, her languor and melancholy have passed away, and she is now a blithe, cheerful, hap¬ py romping child.
