Tlio St. Loui« Globe D niocrat i« as sorry about ibe failure of tbe ef fort todivido $17,000,000 of the moo ey of tbo tax payers of the whole country aiaotig a few Nor*hern States iu restitution of direct taxes collected as it could be if houio great pun,on bid faile 1, llut if I ho Globe Democrat will take some little pains to refresh its memory in respect of the financial events of 1802-75, it will readily discover that, if the Gov ernuient undertakes to right all the fiscal wrongs committed by tbo lie publican party in that period,it would empty every public Tseasury iu Christendom to pay tbo losseB and redeem tbe legalized and official thefts. It paid the soldiers in green backs when at the biggest discounts, and tbe bond holders in gold; it bound the people for a gold interest beanug debt of $2,-100,000,000, in creasiug the sarao between tbo last year thereafter by $1,021,000,000; it sold tho bulk of the bonds on a greenback basis when tbo discount on greenbacks ranged between 32J and 60 per cent., and then passed a law making the bonds payable in gold and silver alone, and then turn pered with tlio Revised Statutes with the result of making them paya ble in gold alone; and with $1,814, 000,000 interest bearing gold bonds standing against the Treasury (for which it or its parent issues it rec<iv ed payment on tho greenback basis), it organized a conspiracy in 1873 to increase the value of tho debt io capi talists, and its cost to tbo people 40 to 50 per cent, by making,‘gold tho single standard medinm of axebango iu lien of gold and silver combined, thus conspiring in an effoit to double the exchange value of gold, etc , etc. But the list is too long, nnd we turn from it in weariness of spirit. All these nefarious operations were frauds upon the nation’s tax payers infinitely more ilagitious and enorm ons than tho amount collected by di rect taxation; nnd it is very obvious that any attempt by a party already itself bankrupt to lend tho Govern ment into anything like an honest res titution to taxpayer! at the expense of the public Treasury would batik rapt Uncle Sam incontinently. 1 Is a Curious Fact That the body Is now more susceptible t,> benefit from medicine than at any other sea. •on. The London Economist laments I i ■ '4 which the marked degeneracy is crop plug out of late among tho standard double-first houses of St. Swithin’s Lane. In their absurd adhesion to things that are old and quaint, if musiv-, tf;e English of all classes love their ancient names, and nothing could induce them to speak of the London Wheat Market when they could call it Mark Line Corn Ex¬ change. St. Swithin’s Lane is the Wall street of thegil -edged varieties of English capainl. The Economist ■hakes its head very knowing, and withal very sorrowfully, at the in vesting public, and wants them to beware of “the lead of St. Swithin’s Lane” in respect to certain new de¬ partures into which the Lane is seek ing to conduct them. Just listen to tho talo of woe: “Such houses as Barings, Gibbs, Rothschilds, are dabbling in such depraving kinds of stockjobbing as capitalizing brewing firms into im¬ mense joint stock companies which they finance with the obstreperous pertinacity of circus agents) they support and boost copper syndicates which run up the metal from $200 to $400 a ton by a year’s forestalling and engrossing, the while booming the copper ruining shares of the world,” etc. But the worst is to be told: “They essay to compete with men of the Jay Gould and Vander¬ bilt type/’ and, horible dictu, they obtain “direct representation on the New York Stock Exchange. The Economist grimly observes alter this harrowing recital that it “is their business and not ours,” and that their entering upon such courses at their mature age is “absolutely a matter of their own discretion.” From which wo must perforce infer that those frisky old bucks of St. Switbin’s Lane are absolutely bent on wooing the jade Fortune with all the wild abandon of bucIi financial satyrs us Gould and Vanderbilt, and that they are indeed “joined to their idols.” Monsieur Secretnn. as we recall it, who is the inventor and engineer in chief of the French metal syndicate, which has already contracted for the product of nil the important copper mines of the world for thiee years, claimed a copartnership last, year with tho French Rothschild, only to provoke that magnet of capitol to a blunt denial, in which he lied, as a matter of course, merely for tho in nocc-ut purpose, perhaps, of conceal mg from the sellers of tho immense properties they wanted to buy the magnitndo of the resources of tho scheme contemplated and tho mil nite range of prices they could af ford to pay. Tho copper deal was probably safe enough to the etior moiis capital which tackled it origi nally at < xtremely low prices, aud it was easy to make Paris tho center of all the buying orders of the world Tho copper output of all tho mines of the United States is now being shipped to France as fast as it is turned on*, and American consumers must buy American copper of John ny Crapeaud, and Johnny makes him pay 120 per c< nt. more than it erstwhile cost him. But it is a rea soniible inference that this fat take on the copper commodity was merely a side issue of the enterprise, ns the i con in copper must neeessa rily send skywaid tho previously dragging quotations of mining shares. With bis death, one of the brightest intel Iectual lights of America went out, and our common country suffered a loss Partisan as Mr. Cook'ing was, he disdained l >w measures and refas- d political connection with impure men. and preferred the retiiacy of private life to enjoying tbo sweets and emoluments of office gained in any other way than pure and proper methods. Mr. Cor’ i* g was born at Albany, New York, in 1 829, and was only 58 years old, in t full enjoyment of a vigorous, rc ast manhood. His last illoesi wab superinduced by tbe terrible suffering from tbe exposure in tbe fatal and fateful snow storm that wrapped the metropolis of the new world in its icy mantle, last March. This sickness has kept the people of all sections in constant up prehension of the final results, and it must be dot-’- regretted that their worst fee ve been realized. Cockling Las left a name for bril liancy of intellect and integrity of character that will prove a richer leg acy to bis family than tho princely fortune which be acquired in the practice of bis profession. It is said that his eha* f ' ,r -r has never been as porsed, eve; the days of corrup tion that fo. 1 tho war.- when men iu high places were tainted and men ns pure as ico did not always ercapo calumny, Tbe general sor row over the sad death of this iueor ruptibie man is an expression of tbe public appreciation of integrity of character, as well as a manifestation of pride in splendid intellectual en dowments. Suspicion has dogged the footsteps of many who have aban doned public life, but Conkling uass ed through the fiery furnace of poli tics without even the smell of taint on his garments.
