The closing days of the general do

marked by brilliant feats of oratory
and keen argumentation that show
that the race of statesman orators
has not disappeared in America on
der the influence of utilitarian times.

have taken a more practical tarn and
dMeended to somewhat lower plane.

be tone regarding addresses like that
of Mr. Breckinridge, and a speech
on a bii! to regolate tax schedules
wonld be valneless if not very practi

RUSSIA’S AIHJRSHIYK POLICY
There is no room for doubt that
while England is worried about hsr
defenses and Germany hesitating
in all her policies during the life and
death struggle of her Emperor, Rus¬
sia is steadily advancing arrange¬
ments for a war, not of defense, but
of offence. On the Austrian fron¬
tier little remains to be done, and
attention of the Czar’s engineers is
now turned to Poland and the line
of aggression on Germany.
With a population of 110,000,000,
in which every man capable of bear-
lag arms is enrolled ior warlike
duty; with the fierce sons of the
Caucasus now the most devoted
•oldisrs in the flower of her army,
Russia is an enemy to be feared by
no matter wbat nation that may con¬
tend with her.
There was sound reason for the
friendship for Russia which Emperor
William entertained through life and
until the hour of death. He re¬
spected the Czar, not merely as the
Incarnatian of Imperialism, but be¬
cause he feared that onslaught of
“the pale hordes of the North" of
which the great Napoleon was always
dreaming, and the terrible strength
of which, even when badly bandied
on the defensive, ho felt in the dis
astrous campaign in Moscow.
The Russian army of to-day is
lacking in nothing, not even in re
cent military experience and the les
sons that are learned only in great
wars. In the contests with the Turks
Russia fought against a determined,
valiant and fanatioal foe, well com
manded and desperately resolved on
death before defeat. The army that
went through the school of Flevna,
Shipka Pass and the Balkans, under
Skobeicff, Gourko and Rodetzky, is
sure to remember that instruction
for at least a generation. There is
no chance that Russia will repeat the
mistake of the Turkish war, when
she at first sent only 200,000 men in
to the fight which half a million
were needed to finish. In any
single handed struggle against a
European power he would be a rash
eritic who would predict speedy vic¬
tory lor the antagonist of the
Bear, who, if worsted, would always
have the chance of 1812—to take re
venge on an enemy drawn into fast
nesses of an impracticable country.

CARLISLE AND SEED.

Mr. Carlisle and Mr. Iieed are
types of the Democracy and Repnb

men of bigb culture,keen intelligence,
ripe political experience and forcible
address. But the contrast between
them is even stronger than tbo simi
larity. The Democratic Speaker de
lights in the appeal to reason baBed
on the rock of principle, and ruing
tier on tier with increasing grace of
illustration until the symmetry of his
completed address delights the irnag
ination as folly as the solidity and
force of his premises attract the
reason of his auditors.
The Republican leader directs his
abilities to the work of convincing
his fellow partisans that the inter
ests of tbo conntry, but, above all,
those of their party, are at stake.
His ratiocination is from the par
ticalar to the general, not, like Car
lisle’s, from the general to tbo par
ticalar. Read’s appeal is such as
this;
“The bill affects you and your
constituents financially and politic
ally. Tbs enterprises that have so
cared yoar election and must sustain
the Republican campaign are for
high protective tariff, as the Repnb
lican party has created it and mast
defend it. The readiness of our
people to bear the burdens of the
war saved the Union and gave rise
to the present tariff. You must
stand by it and the memories of
that struggle."
Carlisle’s Democratic thesis and
its exposition proceed on a far dif
ferent line. He argues :
“Unnecessary taxation is unjust
taxation. The whole people mast
not be burdened for the benefit of a
few. A great sarplas is a monstrous
danger that no monarchical conntry
coaid endure. Its continuance is
against the interests of the whole
land and threatens tbo liberty and
prosperity of every citizen. We
must destroy the surplus by ceasing
to collect what the government can
only take to waste. In doing this
we mast so manage as to inflict the
least possible injury on individuals
or special interests that have vested
privileges foBtered by law, but, above
all, we must respect, protect and
promote the interests of the whole
people. Let not the epitaph of this
Congress be ‘Whilo tbo leaders
wrangle, the people mourn 1 ’’
The people are with Carlisle for
popular rights and the common wel
fare, for tbo duty of the present and
assured hope of grandly growing
prosperity through a long future of
fraternal harmony. They are against
Reed, the resurrection and perpetua
tion of buried discords of the past
and the continuance of excessive pub
lie burdens for the sake of inordi
nate private gain.
Secretary Fairchild has approved

tificates, and the notes will soon be
put into circulation. The design in
eludes a fine portrait of ei'Secretary
Manning, supported by figures in re
lief, representing Labor aDd Pros
perity. This vignette occupies the
center of the face of the note, and is
